338 NCC members sworn-in today

About 338 registered members of the National Constitutional Conference (NCC) have been successfully sworn in before Chief Justice Ernest Sakala at Mulungushi International Conference Centre (MICC) in Lusaka today.

The 338 members are part of the approximately 500 members expected to participate in the constitution making process.

NCC Secretary, Russell Mulele announced this in a statement made available to the Zambia News and Information Services (ZANIS) in Lusaka today.

Mr Mulele advised members who have not registered yet, to do so quickly adding that the secretariat will remain open up to Monday December 17th, 2007.

He noted that the last swearing in ceremony is scheduled to take place on Tuesday December 18th in readiness for the first sitting on Wednesday December 19th, 20007 at MICC.

Mr Mulele indicated that the secretariat would remain open on Friday and Monday from 09:00 hours to 17:00 hours while on Saturday it will be open from 09:00 to 13:00 hours.

Meanwhile, About 27 opposition Patriotic Front Members of Parliament have said their decision to participate in
the National Constitution Conference (NCC) is to strengthen debates and contribute to the outcome of the new constitution.

Luapula MP, Peter Machungwa, who spoke on behalf of other members, said the NCC was an important conference that would lead to the final constitution, hence the need for the party MPs to use it to contribute to the supreme law of the land.

Over 20 PF MPs today took oath before Chief Justice Ernest Sakala at Mulungushi International Conference Centre to participate in the NCC, which starts sitting in Lusaka next week, defying party president, Michael Sata’s directive for them to boycott the conference.

Yesterday Mr. Sata issued a warning that those who have accepted to participate in the NCC would be disciplined by the party if they did not rescind their decision or resign from the party.

This prompted the PF MPs to hold a brief meeting after they were sworn in as NCC members today

Dr. Machungwa said the participation of PF MPs in the NCC would allow them to represent their electorates in the constituencies since not everyone could be appointed to the conference.

“We would like to put it on record that the MMD refused to include amendments to the NCC act so that it is all inclusive, for this reason, we have decided to go and join other people in the NCC to bring about change to the constitution,” he explained.

He explained that boycotting the NCC sittings would only give an opportunity to some people to manipulate the contents of the next constitution.

On disciplinary threats from Mr. Sata, Dr. Machungwa hoped the party leadership would realise the importance of the MPs’ contribution to the NCC and what they have done before towards the constitution making process.

He however said the problem that would arise from their decision would be resolved as an internal matter within the PF.

Dr. Machungwa said it was strange to learn that the PF counsellors that decided to participate in the NCC would be disciplined despite them being nominated by their councils.

Meanwhile, Chief Government Spokesperson Mike Mulongoti has said MPs that have decided to participate in the NCC should not be intimidated by their parties but that they should do so for the interest of their electorates.

Mr. Mulongoti, who is also Minister of Information and Broadcasting, said today that the NCC members have a duty to come up with a national constitution that should stand a test of time.

Earlier, PF Ndola Central MP, Mark Mushili withdrew his participation to the NCC citing personal reasons.

Mr. Mushili has since returned the money he got for his upkeep during the registration and brief sittings in Lusaka.

  2. Well this participation is really about money. Who would resist tax free K250 million to just show up and eat more taxpayers sponsored food. If these people were honorable, they should have taken far less money than what they are getting. What a shame indeed. Hopefully the come up with a constitution that would help the country recover this wasted money. This is LPM’s legalized day light plundering of the little resources we have. He has polluted the Laywers (Nchitos & co) and now Lawmakers.

While millions are going for days without food and barely a cloth on their backs, our elected hyenas will be getting hundreds of kwacha per day for sitting, laughing and eating free food. I have told my friends that we waste alot of money at parliamentary level? we give these fortune seekers way too much money and yet the civil servants have gone for years without proper increaments? I am glad that other people are realising and hope during the coming election we should for the candidate that will pledge or sign under oath to reduce the wages for members of parliament and other appointees. cheers!

    The NCC emoluments are 100% appropriation of the World Democratic Fund Institutes.Its a multi-million dollar fund from the following Governments:Netherlands,Denmark,the USA, Sweden,Britain,German and Canada.Much of it is from the Netherlands institute of Democracy.These institutes have requested that NCC should be a paid up service under their full monitoring system.They know that a service cost good money and that Cheap is not always cheap.GRZ is responsible for paper work Billions

    AN Australian company Oval Biofuels has begun the production of bio-diesel in Lusaka’s industrial area, Biofuels Association of Zambia director Bruno Chisambo revealed. In an interview yesterday, Chisambo said the Oval Biolfuels started bio-diesel production two weeks ago and is producing 3,000 litres of bio diesel per day.

    FINANCE minister Nga’ndu Magande yesterday threatened to withdraw shares from parastatals that have not been paying dividends to the government. And Indo Zambia Bank (IZB) has this year made a total dividend payment of K2 billion to the government as a shareholder. Magande said a huge number of parastatal organizations in the country had not been paying their dividends to the government as a shareholder.

  18. Its sad that our government is wasting huge sums of money on irrelevant meetings that can be held at a cost that is less. The CRC made the comissioners very rich. The sitting allowances and the salaries were just too much. Now there comes the NCC, which will also make people who pretend to have the interests of the people and yet do not to be rich. Lets be realistic. Why are the allowances so huge?? Its for the sake of attracting people. Workers in the civil service get peanuts!!!

Let me tell you people, Sata, Given & Guys are expelling the rebel 27 MP’s, 6 Councillors and the 2 Mayors by Sunday this week and i can assure you that the majority of them will not retain the seats, they will offcourse rush to the Courts to obtain some quick injunction which i think wont protect them for long, they can get away with the millions for now but their political lives are almost dead.   49. From the fallout in PF over NCC it clearly demostrates that there was never any consensus regarding the NCC boycott. The PF MPS who have gone to attend know that boycotts don’t work. UNIP boycotted and went into oblivion, Dean Mungomba boycoted sitting on the CRC AND it still went ahead and he was soon forgoten.

  59. The Minister of Finance says this money was budgetted for. Total budget for 2007 is around K12,000 billion. Based on the K38,000 billion GDP for 2006, ZRA would raise about 20% GDP, which is K8,000 billion. K299 billion is just 2.5% of that total budget, compared to 36 % on social sectors, out of which 42% is on education and 30% on health. To me this looks reasonable. Perhaps they just need to tax the informal sector so that they can increase expenditure in the social sectors to atleast 50%

  61. The problem with Zambia is usually raising of revenue and equitable resource allocation. In my view, taxing the informal sector (pirate taxi operators are in thousands!) and increasing mineral royalties would sort out the first problem; resource allocation is another issue …

  63. We cry about building of roads, clinics, schools, etc. yet capital expenditure is only 18% of total budget! We need to analyse government spending and highlight areas where the Government needs to improve. 1) Raise mineral royalties from 0.6% to 3.0%; 2) Tax informal sector, particularly in the transport industry; then in return, 3) increase social sector spending; 4) at least double infrastructure spending.
    What is your MP’s stance on these issues? Take ’em to task!
