Turning Residential Houses into Business Premises is Illegal

The Lusaka City Council (LCC) has issued a stern and final warning to individuals turning residential houses into business premises without council authority.

Council Public Relations Officer Henry Kapata says the local authority would now swing into action and put a stop to the contravention of the law.

He told ZANIS in an interview that this follows repeated but unheeded warns by the local authority.

Mr. Kapata said those found guilty of unauthorized modification to their residences would b
e prosecuted and heavily fined.

He said the local authority has on many times been educating the public on the correct procedure but that some residents have with impunity disregarded the procedures.

He reiterated that anyone wishing to adjust or modify their premises must first approach the council for advice on how to proceed.

Mr. Kapata explained that inspectors are supposed survey the premises and determine its suitability for any proposed adjustment.

He said city planners and inspectors take into account the impact of such an adjust to the environment and people surrounding such a premises.

Meanwhile, Lusaka City Council has unearthed a scam in which some local private security firms in Lusaka are operating illegally.

Mr. Kapata added that these firms are operating under very deplorable health conditions.

He said the local authority has discovered that some security firms has side-stepped the law and are operating without valid prerequisite legal papers.

Mr. Kapata said the council has so far discovered six unregistered security firms operating behind the Lusaka City Market.

He said the six firms have since been summoned to appear before the council.

  1. What’s the problem with these people? You can’t operate a business at home anyhow and run underground companies. Kwati ku buta? There are laws to be followed. Fine them, LCC! (I kiss my teeth)

  2. The question is what type of businesses are these that are being run from home. I don’t see why people cant trade from except of course if their business is an environmental risk. I justed a business here and am running it from home. The Govt is very encouraging and I think its cool. Let LCC be proactive, legalise the practice and collect fines/levies as they go.

  3. LCC is failing to dig drainages, mend roads and collect garbage and now they want to ban people from turning homes into businesses houses and calling it illegal. Bloody hypocrites!
    The current state of economic affairs warrants for the promotion of entreprenuership and employment creation. LCC already collects too much money and yet are incapable of providing any basic services. They gave out illegal plots and have sufforcated the city from expanding; just look at Chibolya. That is prime CBD land. Where are people expected to put their businesses with good accessability.

  6. Don # makes a lot of sense.Whereas the council can throw the heat on defaulting residents, why do’nt the residents throw the heat on the council when it fails them which is always? On the other hand residents need to be regulated on the ‘businesses’ the come up with.At least procedure be followed.Govt promoting entreprenuership does’nt mean flouting laid down rules.

Part of the reason girlie sweetie #14 for all this madness is the lack of suitable space for development.Kids parks & community shopping centres are noisy bars.I would suggest that we (Zedians) develop a long term plan to rid our cities of shanties such as Misisi,chipata, Mandevu and relocate these comps.The councils talk and do nothing. Theres very little to show when entering Lusaka from Kabwe by road.And if you are flying into Lusaka, it looks like a site for abandoned asbestos sheets scattered about! My garden city is now garbage city.Let men and women with character, vision and thirst to leave a great city for our child come forward; Not today’s calibre councillors; no vision.

  8. Even if the councillors had plans, it would be a waste of money. Zedians are not ready for Parks, shopping malls, and nice things, they will turn it all back into garbage in no time. It will take another 200 years at least for them to change. Unless children start learning about good living and general hygine from day one. Even some of Zambias “rich” have the habbit of throwing empty snack packets and rubbish out of their car windows onto the streets. Like one Zambian family who was made to drive back 300Km from the Botswana/Zambia border to go back and pick up their trash from Botswana’s highway. Be the example and start with your front yard.

  9. LCC start with demolishing structures such as simosons. Even if they are in a legitimate area thats a dangerous building. Where is health and safety in Zambia. Surely, are our leaders that blind? You see technology is changing the way people live (and work). In the western countries working at home is much encouraged. Zambia is always behind things and this is due to poor leadership. Laws for such issues must be effectively in place to deal with issues such as planning permission and the like. Standards must be exemplified by leaders. The chap who put up that safety harzard-simosons was at one time Lusaka goernor. Do not arrass citizens who are just trying to make it withno help from the gov

  10. The council must get its act first. It must provide for services that residents pay for – sanitation, clean environs, street lights, road signs, tarred roads, control loud noises / music etc. Closing gunuine company premises is an illness.

  11. you want shopping males so that yo can relax using tax payers money. plunderers go and build shops in chongwe and leave misisi compoud alone. we hav plenty of land start building a new city….eko mukakukile bachibwi.. at one time even lusaka was a bush…

    council just go and get some cash from residecial business. some of us tulatina ukwisa mu town. legalise this business so long its not shaksxxx den

  13. Residential areas should be respected as such. People wishing to have businesses in residential areas must instead petition the council to designate areas for business ranging from school zones, parks, markets and police stations just to mention a few. These are stipulated in most town plans but of course what we see is not what we get. The council is to blame for their failure to implement sustainable plans that promote decency and avoid conflicting existence in communities

Even in developed countries you can find a office/house it depends what type of business.In zed office rent is too high and landlords want six or one year in advance,even houses for rent is the same thing but in developed countries you pay month by month the only thing you do is to sign a contract for those months.Not the kind of bull we get from landlords in zed
