Increase Police presence to curb defilement cases,Govt told

-The National Initiative for Citizen Awareness (NICA) has called on the Ministry of Home Affairs to increase Police presence in the country to effectively combat defilement cases.

NICA President Kelvin Sampa said in a Press Statement to ZANIS today that the Victim Support Unit in the Police Service should be adequately equipped with transport and other logistics in order to track down sexual abuse cases.

Mr. Sampa said there are only 133 police stations in the country’s 72 districts which makes it difficult for the law enforcement officers to follow up cases committed in distant places.

He said despite civil society’s efforts in the fight against defilement, the cases have continued to escalate in Lusaka and other parts of the country.

He expressed concern that out of the 865 defilement cases as at 2006, only 238 were convicted and the remaining were withdrawn.

Mr. Sampa urged the legislature and the national constitution conference to enact laws that will provide for the arrest of people who withdraw defilement cases.

He also appealed to the community, government and civil society to be involved in the fight against defilement.

  1. Police Presence? C’mon! These issues are to do with poverty, ignorance and morality and not the number of police officers. I don’t get the logic!

    You say we need more awareness about HIV/AIDS (Because in most cases defilers think they will get cured or rich if they sleep withkids), address the poverty situation, reduce prostitution, create wealth and get rid of those misleading traditional doctors (tell them to satr farming)… C’mom guys!!!

    The rates are alarming though 865 defilement cases as at 2006, thats enough to get everybody worried!!!! Let Deal with it!

  2. IAEA approve rules to guide Zambia’s uranium mining

    The International Atomic Energy Agency (IAEA) has approved regulations to guide Zambia’s uranium mining activities, Zambian Mines Minister Kalombo Mwansa said.The regulations encompass the proposed mining, milling and transportation of uranium and other radioactive minerals in the country, he said in the Southern province of the country.Mwansa said Friday this when he visited the Muntanga uranium exploration site under Omega Corporation Minerals Limited of Australia in Siavonga in the province.The minister said his ministry will begin the issuance of uranium mining licences to prospecting companies in June this year.

There is need to promote the mining of uranium in view of the energy crisis in the country, as uranium can be used as a source of energy in the absence of hydropower, said the minister.Omega Corporation Minerals Limited Country Manager Roger Staley said his company is expected to produce its first uranium by August 2011. It has taken note of the environmental concerns raised over the mining of uranium.

    Staley said about 600 families will have to be displaced to pave way for mining activities in the area.

  7. In as much as we can appreciate the role of Civil Society we need to have credible people and organisation involved. While appreciating the issue raised by Kelvine Sampa, NICE is a one man organisation without any tangable programmes apart from issuing press statements and attending workshops. Is it not Kelvine Sampa who was once arrested in connection with hot Cars and a former singer of UNIP campaign songs around 1990-91 now he is close to Maureen Mwanawasa’s MMCI. Why is Zambian Civil Society not credible instead we have Chaps like Mike Zulu, Afred Zulu, Edwin Lifekelo, Ngande Mwanjiiti,Kelvine Sampa.

  9. Sampa,I believe the problem requires alot of psychological education to the adults that we have today.Make sure your kids dress appropriately and should beahve not like chiks ready for slaughter!Defilement can be curbed even within our families..it doesn’t call the for the entire police no!

    i concur there is no connection with defillers and less cops educate the masses and eleviate poverty, tell the children to dress decently but i doubt coz most of these cases are happening in the villges where people dress decently.

  13. I think public awareness thru TV, posters and Radio programs is needed to raise to bring about positive consious on this issue. Remember that we are coming from a culture and tradition which regards a girl mature enough to go thru initiation ceremony and thereafter marriage, simply because she has reached puberty! Our traditions which allowed teenage girls to marry were wrong and are still practiced in the villages! One would be shocked to learn about the age at which our parents, grandparent got married. We need a lot of public awareness and education to change these traditions. Formal education for girls has made a lot of improvement already, now we need public awareness. Let us all tell!

They are not even ashamed of using public institutions like parliament motel and police stations to slake their pathetic elemental hungers.   17. This is a stupid demand. You don’t need more policemen/women on the streets to stop or reduce Defilement.This is moral and behavioral matter requiring social and economic intervention.
    Sex is on the lower portion of the Maslow Chart, therefore it need to be addressed just like other basic needs. Educate the people to desist from this bad social problem and punish them heavily especially the repeat offenders.

  19. women have been raped at the police central station in LSK, there used to be a mattress in the building where the abuse took place, the police who used to arrest women for loitering at night would take them to the station where they would be slapped by women officers and gang raped by the male officers.
    Most of the ZP missuse their power of authority, just because they are armed Zedians in uniform, does not make them better people!

When were were growing up in a ngoni family. there was strict segregation between the males and females in the house who were not married to each other.The Girls bedroom was out of bounds for us the boys and the girls were not permitted to enter our bedroom .The boys could play as far as possible and even return home around 1800 while the girls would only be permitted within the premises of the house and school.Adult male relative would always eat separately from the females in the house.Dressing for the ladies was severely censored. they were not permitted to wear trousaers or tight fitting clothes. When at home they would always were Chitenges. At least that ensured that a platform for

At the time we thought this was backwardness but it was a very good recipe for us to grow up respect sex and knowing that it’s place was only in a matrimonial bedroom. It does not require police offices to stem this avalanche of defilements it simply requires us within families to protect our girl children through proper dressing and controlled contact between males and females.Afterall when it comes to us it is the animal instinct which takes over….

  26. Laws, Laws, Laws! Thats all there’s to it. Enact laws that carry stiff and lengthy jail time and prohibitive penalties as a deterrant. Enforce the laws!
