Zambia has no Capacity for 25, 000 Refugees, Levy

President Levy Mwanawasa says government has no plans to keep an additional 25,000 refugees in the country.

President Mwanawasa said the Zambian government was not consulted on the issue of receiving refugees saying even if Zambia was to be requested to keep refugees, the country has no room and resources to contain 25,000 refugees.

The President was responding to questions from Zambians resident in Japan last night during a reception organised by the Zambian Embassy in that country.

The question came in view of the reported 25,000 Zimbabweans reportedly headed for Zambia from South Africa where they were running away from xenophobic attacks by the local people.

Dr. Mwanawasa said the country has no enough food, accommodation, health facilities and resources, and therefore can not take an additional number of refugees in the country.

Dr Mwanawasa said government was repatriating Angolan refugees back to their country and hoped that the facilities they were using could be used by Zambians.

He however said those refugees who have lived in Zambia for a long time may apply for citizenship if they so wish.

And President Mwanawasa has revealed that government was about to engage a private Japanese company to start manufacturing fertilizer in the country.

The President said raw materials for fertilizer production have been discovered in Petauke and Monze districts, adding that a fertilizer plant may be set up in Eastern province.

He said government was determined to grow enough food to feed every Zambian hence the current Fertilizer Support Programme to subsidise fertilizer as away of encouraging people to grow enough food and cushion the high food prices.

Dr Mwanawasa further said if Zambia opens up a plant to manufacture fertilizer in the country, it would help reduce the prices of food.

‘’ We can not control the price of fertilizer now because we are importing the commodity and there are expenses to that.

Dr. Mwanawasa expressed happiness that once the fertilizer company was established in Zambia, it would provide market for the commodity to neighboring countries and the SADC region.

On the Constitution making process, President Mwanawasa told Zambians resident in Japan that the process was problematic and that government could have been done it in a simpler way had not been for the fact that it wanted to ensure that it was all inclusive and transparent.

The President hoped that the whole process would be over by the time the country goes to
the polls in 2011 so that people could concentrate on matters of development.

On how to invest money back in the country, Dr. Mwanawasa told Zambians in the diaspora that government sells bonds and those with money could invest in bonds and get their money with interest after wards.

And Finance Minister, Ng’andu Magande said government was trying to work on a mechanism of giving a different security rate or formulating a security mechanism that would protect those investing money in the country.

And President Mwanawasa has called on women to apply for land saying government wants to empower a minimum of 30 per cent women with land.

He said government considered women as partners in development and would want them to benefit from land also.

And Zambia’s ambassador to Japan, Godfrey Simasiku thanked the President for his commitment to attend the TICAD 1V.

Ambassador Simasiku urged Zambians to appreciate the work that Dr. Mwanawasa was doing, saying the country has benefited a lot because of his personal commitment and hard work.

And in a vote of thanks, A Zambian doctor working in Japan thanked the President for finding time to interact with Zambians resident in Japan and share information about Zambia.

A Dr Mwansa appealed to the Zambian government to introduce exhibition in foreign countries so as to entice those in diaspora to go back home.

  2. Congratulations to G. Simasiku! He is the Ambassador to Japan now. Well, that is an illustrious career, Mr Ambassador. Make a good job out of that. Previous Ambassadors have performed badly in Japan despite being exposed to so much resources and potential investors.

  3. To be honest, Fukuda’s main focus is to provide loans to Africa and lure them back in the “choke hold” of the “undertaker”. They will bleed to death with soft loans. Japan is envying the growth of africa by trading with China so they want to hook africans back in the chains. BECAREFUL africa!! BEWARE of Japan! The Japanes will never ever set up manufacturing ventures in Africa. Never!! Never!!!!!!! The arguement advanced is that the risk is too high and so Fukuda wants ti set up a trade insurance pact for Japanese businessmen. Have u heard of the same pact for Malay ppl? For Chinese? Ever heard of a business investment capital of $2.5million (equal to 50 Cents’ house). So stupid!

  5. #5,6 It depends on how the refugees are brought in for the last three decades, a number of refugees from DRC, Burundi and Rwanda are now proud owners of zambian identities without following the proper proceedures. Most of Kanyama is a Congolese stronghold and GRZ seems to have turned a blind eye to the problem. Ask yourself what happenned to the hundreds of Congolese refugees in Makeni? LPM should also conduct cleanups for prohibited immigrants through the law enforcements agencies to enhance our homeland security.

Between 1980 and 2000, a number of refugees from DRC, Burundi and Rwanda came to Zed and are now proud owners of zambian identities without following the proper proceedures. Have you asked yourself what happenned to the hundreds of Congolese refugees at the Makeni skills center? Most of Kanyama is a Congolese stronghold and GRZ seems to have turned a blind eye to the problem. This is because our selfish politicians used these people to aquire votes during the 1991 elections. History has a way of repeating itself and the new influx could just be another recipe for manipulating 2011 elections.

  8. We need economic planners. Zambia can surely accommodate those who are in need. Let us not be divisive, our counrty is big enough and that is why I am reading about woemn being invited to aplly for land ownership.

I am confused by the president’s statements especially on the refugees, who should have consulted him on hosting the refugees, I thought refugees are usually spontanoues they are never planned so who should have consulted him? the Xenophobic attackers? Secondly, whoever is thinking of fertiliser production should start from NCZ and move fowards from there instead of opening a new plan altogether. What is wrong with our Government, quick to open new plants when some already exist. Comeon LPM tell us something new not putting us in Fukuda’s undertaker choke hold as somebody already put.

What do ambassadors do if not to who investors? Drinking tea with presidents, prime ministers, queens/kings at every opportunity isn’t supposed to be the embassadorials main responsibility in the foreign mission, please.

    As of reviving NCZ, I go with that too coz it’s the first thing that came into my mind when I heard of fertilizer. Maybe they “demolished” NCZ. And this disease of wanting investors to do everything might hung our throats someday.

Dr. Levy Mwanawasa should tell the people of Zambia where exactly he intends to put the Angolan Refugees that he is offering Citizenship because there are at least 500,000 Angolan refugees in Zambia most of them not registered as Refugees. Is he intending to offer all these people Citizenship and were are they going to be located? What is wrong with Angola because as we blog right now, Angola is making millions of foreign currency because of the high oil prices. Angola has the space and capacity to look after ALL the Angolans in and out of the country. Why can’t we instead encourage them to go back and develop their wealthy (not rich) country?

  15. #7 I agree with your analysis, this scheme of offering citizenship to 500,000 Angolan refugees could be an election ‘fix’ to manipulate the 2011 elections in favor of MMD just like the did in the 2006 elections. The president should not just dream up policies that are counter productive to the local people of Zambia. He should also not take the hospitable culture of Zambians for granted by offering citizenship to foreigners anyhow. When are we going to start having leaders that look after the interest of the local people first? When are we going to stop having politicians that think of nothing but themselves (winning elections through tricks by using refugees)?

  22. No one will argue that we need FDI, but our investment regulatory framework leaves us exposed to all sorts of briefcase investors. FDI is supposed to be a win-win scenario for both the investor & the local stakeholders but surprisingly in Zed we act like these chaps are messiah’s doing us a favour. Chaps pronounce big figures in their MOU’s and we jump around like little monkeys! But in reality…we give them cheap land, tax incentives, they renovate our old infrastructure instead of building new, and walk away when their tax holidays expire

Please reason – There have been Angolan Refugees in Western Prov.(Manyukwanyukwa ? something like that) and North West Prov. at Maheba near Solwezi since the 1970’s… that is almost 40 yrs. Some of these chaps their Grand Fathers grew up or were born in Zed….surely LPM has said the first option is for these guys to go back. Second, here is a guy who says i cant go to Angola because all i know is Zed….his father was born in Zed, schooled in zed maybe even has children with Zed women….most of these chaps are farmers and work the soil. Surely allow the chap to stay. WE DONT NEED THE CONGOLESE type of refugees who can ONLY stay in Towns….crime, prostitution etc is all they know

Some refugees came to Zed as early as 1964. That is way before most of you were born. There children who are also classified as refugees have lived in Zed since 1965 (birth). After more than 40years they are BY GOD’S WISH NOT REFUGEES ANY MORE. THEY ARE FELLOW ZAMBIANS who have no DREAM or IDEA of Angola. LET THEM STAY.   27. It still does not make it right to just offer citizenship to 500,000 people even if they have been in Zambia since 1964. The vast majority of people who make up 500,000 refugees came around 2000 – 2001 at the height of the Angola war. Those can not be offered citizenship, they need to go back. Even the caps that have been in Zambia since 1964 simply had to choice but to stay in Zambia, however, things have changed, Angola is no longer at war, peace has returned to Angola. Therefroe, these refugees have no reason to stay in Zambia any more. Besides Angola is within walking distance and it is getting rich everyday, I see no justification for them to stay on.

    Are we trying to help arrest or aggravate the situation? In lieu of being xenophobic, it will be better to appreciate that Zimbos are our brothers and sisters. Equally, Angolans are our brethren too.

    What makes or defines one to be a Citizen of some country? Is it birth in that country? Is it ancestors having occupied that country land? Or is it in the mind?

Angola right now has a problem of skilled labour because the majority of people are not educated so if we have people (Angolan Refugees in Zambia)that have been educated and brought up in Zambia for a long time, these people can be agents of change and development in Angola by filling the skills gap shortage. If anyone insists on staying in Zambia, then they should be made to apply for residency permit which recognises them as Angolan Citizens living in Zambia but this should be done on a case by case basis. Giving citizenship means that they will no longer be Angolan Citizens but will now be Zambian Citizens, which I think is not right as it doesn’t take into consideration the local people.

At this point, I would say the 25,000 Zimbabweans have more reason to seek protection in Zambia because there is a genuine need for them however the same can not be said for Angolan refugees since their are no more threats that would stop them from living a normal lifestyle in their native country Angola.

  31. Angola’s economy is projected to grow at 24% this year due to high oil and diamond prices compared to Zambia which is barely reaching 6% economic growth. The growth of the Angolan economy is expected to even be higher than the current 24% for the next foreseeable future. In short, Angola is the place to be right now.

  32. #14 Peter, #15 The critic: NCZ was designed to treat semi-processed raw materials. It was not designed to process raw phosphate rock. Not every such raw material whether from Petauke or Monze will work at NCZ. Thorough testworks would have to be done to determine the amenability/suitability of Monze/Petauke deposits to the NCZ plant and extra costs for redesign and construction catered for. Even if the material was suitable the cost of transporting bulky rock from Monze and Petauke to Kafue would make the project uneconomical. Fertilizer manufacture is like cement manufacture (bulky). That is why Chilanga Cement processes it limestone rock into cement next to the quarries right there in chil

    A similar problem is at INDENI. It refines semi-processed “cracked” blend. Cracking is a process in which complex organic molecules are broken down into simpler molecules that can be used as fuel. This Cracker is not there at INDENI. All that is at INDENI is a plant for fractional distillation which distils the already cracked blend into the various fuels: diesel petrol paraffin, HFO. It is therefore a sugar coated lie to say INDENI cannot process Angola Crude because INDENI has not and cannot process any raw crude oil.

Some unscrupulous Zambians teamed up with equally unscrupulous international salesmen, took advantage of UNIP’s industrialisation drive to sell “lame duck” technology to Zambia and made millions of USD for themselves. Maybe its high time we considered a “USA senate”-kind of system for our great Zambia which can work hand-in-hand with our parliament to effect sensible and necessary strategies to e carried out by our government. I just wanted to comment on the fertilizer issue, if you feel these Japanese business men have another agenda, again, no one is stopping you guyz from starting your own fertilizer plant or chemical processing plant or whatever. We are in a free market economy, you can start your own fertilizer plant, no one is stopping you. If you think it’s govts job to start companies for you or to have shares in private companies, i wanted to welcome you into the 21st century and let you know that Zambia is now a capitalist free market economy and such is not the case.

    In fact, a fertilizer plant can do us a good job in the cases of trade surpluses. Zambia is neighbor to some countries whoz GDP relies heavily on agriculture (Mozambique, Malawi) and also Zambia is part of COMESA which also has countries which are in the agric business (Tanzania, Kenya, Uganda, Rwanda i think) so fertilizer exports to these countries can do us some good dont you think.

  41. #35 – 37 good analysis as a matter of fact I am aware that NCZ produces fertiliser as a by product of Sulphuric Acid, the plant will need redesigning indeed. The question is what prompted Government to set up a plant where they new the raw materials were not there for processing of what the industry was designed. If these Japanese are really serious I would look at an already going concern and see how best to make it viable. What next when they discover that the current raw materials will just cover 6 years, they will move the plant to Kasama where some more raw materials for 9 more..

By the way the volume/price ratio or weight/price ratio of copper ore is much higher than that of phosphate or sulphur (ie copper fetches high prices). Bottom line is the NPV (Net profit value) of a project. No matter how technically sound if the NPV is -ve. Then the project is a non starter. If you using borrowed money Use IRR (Internal rate of return) If the interest rate is higher than the IRR then you are done for. I just advise LPM or his speech writers to avoid getting the president to make such premature pronouncements. When the Japs get here the will do all the technical and financial studys.

And if it does not materialise it becomes like KK’S oil from grass embarrassment. When the colonialist set up chilanga primarily to build Kariba Dam. The did studies which confirm huge limestone reserves to last several decades maybe centuries (big +ve NPV). If the limestone was inadequate they would have some place else. Now the crooks who brokered the NCZ deal probably out of ignorance or greed (or both) decided to contract debt in building a plant that is unsustainable resourcewise and operationally

  47. In short if these deposits are found to have short life spans of say 6-9 years it is very unlikely that the will have a +ve NPV. Unless they occur as numerous clusters with massive combined tonnage with short haul distance to a central location were the manufacturing plant can be situated. The other attribute would be the grade of the material. However if the grade is high and the tonnage is small however, entreprenuers would rather transport high grade material to their existing factories abroad (as long as it covers transport costs & can bring a return on the investment) than build a new one. Again NPV and IRR come into play.

What was their financial status as of end of 1989? I mean some of these questions are things which we can use, yes the japs will do their own analysis I can guarantee you but what shall we as Zambia put together as a counter offer?

Again some Zambians formed Zambezi consortium to buy a controlling stake in ZANACO. What did they get? A slap in the face and Zanaco was give to a Dutch outfit. Recently Kavindele’s idea has been hijacked and maybe we shall see another white elephant take off the ground. As long as the mines esp Lumwana & Kansanshi do not commit to use the line the project will be white elephant even if govt takes it up

If they (govt) are not happy that he is acting alone they could ask him to bring more zambian partners (form a consortium) or a condition to do an IPO at LUSE at some stage;as condition of securing govt support.   52. Asking people to go to their native country after living peacefully for at least 40 yrs for some is not Xenophobia, its just been realistic. We have a lot of security problems caused by mainly Angolan refugees who have brought with them an influx of guns in the country. High gun crime has been increasing particularly in refugee hosting communities, due to amongst others, unemployment. When they needed protection it was given to them and they have lived in Zambia in peace. But the time has come for them to leave because they no longer need the protection since peace has returned to their native country. I don’t think that is Xenophobia.

    The Issuance of new passports is expected to start next month.

    Home Affairs Permanent Secretary, Susan Sikaneta said the government has already put into place necessary logistics such as equipment for the entire process which kick start’s in July.

    She told ZNBC news that training and recruitment of staff who will mann the new office is expected to start this month end.
