The National Constitution Conference (NCC) is happy that institutions that initially boycotted its existence are indirectly participating in the deliberations.
NCC spokesperson Mwangala Zaloumis says some organizations which boycotted the conference are commenting and making recommendations on the deliberations of the NCC.
She said that some institutions are even allowing their members to debate on certain clauses when asked by the NCC.
Meanwhile Transparency International Zambia (TIZ) has welcomed the proposal by the Democratic governance committee of the NCC that the President be elected by a 50 plus one majority vote.
TIZ Executive Director, Goodwell Lungu says the proposal by the committee should be commended because the 50 plus one clause helps the country to have a President who is elected by the majority.
Mr. Lungu hopes the proposal will be upheld by the NCC plenary when it meets later this year.
He told ZNBC News that it is important the clause is even maintained and included in the constitution when the conference takes its recommendations to parliament.
On Monday the Democratic governance committee of the NCC proposed that the 50 plus one election vote for the President be included in the constitution.
Can someone please shed more light on this 50+1 majority vote? I’m not sure every Zambian understands what it means. What do I tell granny if she asks?

#5 it’s more than that “slices” illustration, altough you are right there is more to it.
50 plus one is “50% plus one”, meaning the winning candidate should get at least 50% of the vote or there is a run off, also once there is a run off between two highest candidates and there is an electorate of (for example) 1,000,001 voters, the candidate who gets 500,001 votes is declared the winner because he/she has attained the required 50% vote and the “plus 1” vote; note that “plus 1” does not mean 1%. It’s the additional vote attained after acheiving the mandatory 50% vote.
Be cautious though, that this is 5O% plus 1 vote not 51%.
Technically and theoretically 1 vote is enough to make one claim the majority even where rounding off gives both the top two candidates doing a re-run 50%.
I make the clarification because mathematically speaking the bread slices illustration would result in one slice being “larger” than a single vote…probably close to 5% even.
50 + 1 does not do anything to stop election rigging…it just ensures that whoever is elected can have a claim to legitimacy…that is to say “the majority of Zambians voted for me and I deserve to be president”.This is unlike a situation the “first past the post system” which we currently use.In this system, a winner with 10% of the vote can be president as long as he got the most votes, assuming the 90 percent was spread out among 12 other contenders.So while such a president, as Mwanawasa has done in the past, can claim legality (legally elected)…they can not calim legitimacy.

#17 you have a point, most of the people appointed were ‘LPM’s people’ which turned this project into a LPM and family project than a national project. What was wrong with what was collected during the Mungomba constitution review commission (CRC)? I doubt the NCC group’s legitimacy in terms of changing the constitution. A good number of people have not contributed to the contents of what need to be in the new document and some people will not recognise the final outcome, isn’t this just a waste of time and money?

Before rushing into the amendment of this particular one (50% + 1), I guess we had better have them look at the critical ones like the indefinite absence of the President from duty. It’s time the constitution was brought open to everyone for scrutiny. I am a young white female and would never even consider dating a black male, honestly it has never crossed my mind. I am not racist, but I do not find any black man attractive. Not only that, but I am terrified of black men. For medical reasons,there is a lot of genetic disabilities mixed kids are born with. For example, black kids are at high risk for Sickle Cell Amenia. Mixing your caucasion DNA with African American DNA will guarantee that your kids are born with illnesses that they normally wouldnt have. Our society wants us all to be color blind but in reality their are a number of huge differences between races, so much so that scientists of the past often categorized whites and blacks as different species and not as the same species but of different races.
Of course, some Zambians here will think such assesments have since been labeled racist, and any mention of negative genetic differences, such as lower IQs, high blood pressure, addictive behaviors, learning disabilities etc.

Though most black women still love black men, I am finding more and more sisters like myself who have always been attracted to white men, finally getting up the nerves to explore their feelings.
I had always been told by family, friends and society that dating white men was wrong. Many black people call black women hoes, black men haters and sell-outs for doing so. I am white but i am zambian I have noticed over and over again that most zambian women always seem to have such a bad attitude towards me. I try not to take it personally because I have no idea how they act towards other white women. I have recently started to take it personally and thought maybe it’s because I look sort of prissy/preppy and maybe they think I’m stuck up (I’m actually very social despite appreances).
I wish someone out there would please help me understand what it is about me that makes black women always make these weird sounds under there breath like “ummmmm aaahhhhuh” and roll their eyes at me and look like they want to strangle me.

I am not saying I’m the good Samaritan here because I’ve also had my fights against white people before but believe me, in the end, I saw that this is not a physical battle but there are evil forces involved.
