An incident during the verification exercise on Wednesday has sparked a row between the Electoral Commission of Zambia and the political parties.
Reports say a driver from Kalabo district council who is one of the officials performing supporting duties during the verification exercise allegedly attempted to illegally transport ballot papers from the warehouse.
Opposition parties have accused the ECZ of engaging in practices aimed to rig the forthcoming election.
On Thursday, the Patriotic Front stated that it no longer has confidence that the ECZ can conduct a free and fair presidential election.
Spokesperson, Given Lubinda, challenged the ECZ to submit a comprehensive report on the incident to the stakeholders for them to establish the truth.
Representatives of presidential candidates met on Thursday to address the matter but adjourned the meeting to a later date.
They agreed that the next meeting should be attended by senior officials of the ECZ, who must include the chairperson, Judge Florence Mumba, to ensure the matter is addressed conclusively.
However, the ECZ has appealed to political stakeholders not to be sensational over the reported incident during the verification exercise.
ECZ Deputy Director, Priscilla Isaacs, says the driver in question erroneously picked the ballot papers after he was told to load a printer and a fax in the vehicle he was driving.

Even last elections it was the same issue.its only this election the opporsition have been very strict. They always have surplua ballot papers,when they think they are heading for a lose,they then add those papers.They make sure those are from remote places so that they are counted last. This year its tuff.
The reason given by Priscilla Isaacs sounds very satisfying.MMD cannot engage a rural driver all the way from Kalabo to rig elections.Unless the driver was paid by PF to try to discredit ECZ.

This is a very unfortunate incident. Its equal sad that the ECZ is failing to explain how this could have occured. It only shows that they have failed to secure the ballot papers. The question we should ask is how safe will these ballots be when transporting them? I am begining to doubt the ECZ if they can provide free elections.

I challenge all political parties and civic organisations to be mindful of the rural vote, especially votes from Western, North-western and Eastern. To you all Zambians, understand this: I once worked for ECZ, and the truth of the matter is that ECZ does not use GRZ vehicles to carry ballot papers. They use ECZ trucks, and hired vehicles are only used to transport non security materials.
The problem we have at hand was caused by Deputy Director Priscilla Issacs who failed to explain properly the circumstances under which those papers got into the vehicle. The Chairperson Mumba and Director Kalale are innocent over the whole incidence because they were not there.

It is even a mistake to raise concern over issues of transportation when the same ballot boxes can even be transpoted at night or at another time. The elections are raising tempers but with the way things are moving this might result to anarchy due to unnecessary complaints which can still be resolved even at another time when agents are not present.

The opposition as well as other stakeholders where invited to Durban in South Africa to witness the printing and packaging of the ballot papers. They were present during the offloading process and as far as I know, all participating party presidents have FREE copies of the electoral registers. Further more, all of the parties have been invited to send agents at all polling stations. None are out of bounds. As long as the agents know how to count, and can cross check with the official registers, we should not have a problem. Let whoever has the energy to expend do whatever they wish. Oct 30th is around the corner.

These boxes will be marked “ECZ” meaning Examination Council of Zambia instead of Electral Commission of Zambia…. Very confusing. So guys check all boxes marked ECZ maent for exams. It seems the Kafue truck is a hoax. Am not confirmimg, BUT the Commanding Officer at Kafue ZNS says he has not seen any truck at his camp. Unless the truck is just near ZNS, the story can be dismissed as a rumour. If it is I hope the Anti-Rigging Zambia will have the audacity to apologies to the Zambian populace. We shall wait for more news on this saga.

The problem is that because people are suspicious, any rumor whether right or wrong is taken as the gospel truth. There are people capable of manufacturing rumors of all sorts just to try and sway voters. Do ballot papers and printers look alike those boxes of ballot papers we saw where big. For A printer and fax machine the boxes are far too big. The thing is becasue it has been revealed they cant accept that the MMD planned together with ECZ to rig elections. Rigging takes place in the rural areas so that its difficult to trace other than in urban areas.
