Patriotic Front (PF) president Michael Sata
has promised to transfer the provincial administrative capital of
Southern Province from Livingstone to Choma if voted for in the
October 30 presidential election.
Addressing a campaign meeting at the BOMA square in Choma this
afternoon, Mr Sata said Choma is more central in administering the
province than Livingstone, which he said was at the far end.
He said the transfer of the provincial capital from Livingstone to
Choma will be a priority for PF once voted into Government so as to
ensure effective management of the region.
Mr Sata also assured Choma residents that he will ensure that Zambia
National Broadcasting Corporation (ZNBC) put up transmitters in the
district to improve the current poor television and radio reception.
The PF leader said there is no way Choma residents can be denied
access to national television and radio when they are paying tax to
the Government.
He told the rally that once PF is voted into Government, he will
ensure that roads from Choma to Itezhi Tezhi via Namwala are tarred
within 90 days.
He said Choma-Namwala road has remained a controversial issue since
independence but added that once in Government, PF will ensure the road
is tarred.
Mr Sata promised to transform the Zambia College of Agriculture in
Monze to a university to provide disciplines in veterinary services,
education, agriculture and African languages.
He also told the meeting that PF will ensure that animal diseases are
first eradicated before embarking on cattle restocking.
Mr Sata argued that it is not practical to embark on cattle restocking
in an environment characterised by high prevalence of disease.
He assured civil servants that PF will offer attractive rural hardship
allowance to those serving in outlying areas as a way of motivating
them.
The PF leader is in Southern Province for a series of campaign meeting
ahead of the October 30 presidential poll.

Transferring a capital of a province is not as easy as it sounds. People lets open our eyes. For starters this can be an expence that is not necessary. You don’t just transfer a capital like that. There is a lot involved logistically. first you need to have the infrustrature to house all the necessary depts. Then you are talking about housing all those that work in these depts. Are we ready to start moving all these people, there offices, communication equipment and all that goes with it? How much money are we going to spend on things that won’t have direct effect on the country’s development. Let choose our priorities. Mine are health, communication education and food security.

Why should Zambia of all countries be going backward? Sata is simply not for this age. He is incapacitated by his lack of Education. Shouting at people is not hardwork. you all no that going to livingstone you have to pass throuh choma,and everything govt has to send to province has to go to livingstone for distribution,things have to come back to kalomo zimba namwala mamba gwembe etc,so think we need a cental point.
I do favour the idea of transferring the provincial capital to Choma for obvious reasons, including centrality, living more space for tourism – related activities in L’stone, and maximizing admin convenience. and reducing admin operation costs in the long run…
Besides, that particular transfer would comparatively and logistically be more cost effective because it would be possible to sell off the provincial offices and SOME of the related admin buildings and houses in L’stone to Tourism Investors and use the proceeds to rehabilitate and expand the current Choma Municipal/District Admin buildings, construct and/or purchase additional houses in Choma – ALL WHAT IS REQUIRED IS ASSERTIVENESS AND INGENUITY (Sata is quite capable to do exactly that)
Such a transfer of the Provincial capital would catalyze development at both Choma and the Tourist capital through public/private partnerships and shear entrepreneurship. I wouldn’t be surprised to soon, thereafter, hear that GRZ has managed to attract businesses such hotels, motels, Guest Houses, conference centers, Restaurants, Entertainment and retail businesses into Choma, and in no time. Meanwhile, the tourism activities in Livingstone should also gain even greater momentum as the City would, to a considerable extent, be left to concentrate on Tourism and other commercial activites. THAT IS HOW A SENSIBLE GOVERNMENT SHOULD INDUCE ENTREPRENEURSHIP AND THUS PROPAGATE DEVELOPMENT
