More than 1,000 Zambia Army Officers and Soldiers have sued the state for unlawfully and wrongfully withholding 50 percent of monies due to them for peace keeping missions.
This is money the soldiers would have been paid for peace keeping operations in Mozambique, Rwanda and Angola between 1994 and 1996.
This is according to a lawsuit against the Attorney General filed in the Lusaka High Court by Major, Samuel Mbumwae, and 1,118 others.
The officers claim that they were selected to participate in peace keeping missions and were entitled to 998 dollars a month paid by the United Nations.
However, they were only given 50 pecent of their money.
The State and the Army Officers and Soldiers have been involved in legal battles over the funds with consent judgments signed for government to settle the outstanding monies but in vain.

Hi Ba Moze
Why send them to such missions when you can’t afford to pay them…
LT
I have read from other media that Zambia may not after all experience low fuel prices because of the massive depreciation of the kwacha. Can you bring us this news to so we can comment on it. Thanks.
Infact many of them have died, please be governmrnt pay them period…..
Again! Last time it was the police who were paid only 50% of the allowances they were entitled to after being deployed to maintain law and order during presidential by-elections. Looks like some one is being very greed with other people’s earnings! Shame! Whoever it is will definetely be exposed in the court proceedings and should be arrested for money laundering, forthwith.
I just love me n in uniform…8->
But anyway…on a serious note. They need to pay them tall their monies back soon!I dont un derstand why this govt is like this… The RB and Kunda and their useless entourage are busy goin on vacation spendin tax payers moni for mahala when they have kongole everywhere!! These men in uniform makes one wonder about their motive, 1996 ??? where were they? No wonder Sata said they are failing to kill even defenceless rats, cowards. Lazy chaps just showing off their uniforms, no wonder they were captured in one of those missions.

Let the uniform Men and women carge this Government so that Mpombo can learn from that experience.
I have told you that SATA left many problems for this country which others have to solve.
It will not be surprising for the same SATA to call for a demo so that the current government can pay the soldiers their money.
SATA and Chiluba did more that you see on the surface. And it is amazing that SATA easily convinces some people to believeing that he can be there hero and their saviour.
Anyway, looking at the majority of the bloggers here I have learnt that SATA cannot find any obstacle in manipulating people.
The soldiers should be given their monies. I think it is ma jealous at play here. The guys were given a raw deal. Their lives were at stake out there. Some of them never even made it back alive. I here even just to be sent there, you have to to to to what they call bosha. Don’t know about ladies who may have no money to bosha awe sure. Probably their skirts got blown by the wind. (pretty woman, pretty woman)
Fine, refer to #34 please.
If that money comes from the UN, through the government of Zambia, then Chiluba and collegues must explain where the 50% was taken to.
It will not help us if SATA who was in the then govt will only want to try and account for the current govt when himself, chiluba and the team cannot account for their actions during the time stated and beyond.
My advice to the current government is that they should study the matter quickly and pay these galant men of the soil who did the work will dilligence, foregoing all risk for the sake of our african common security. But the previous regine must be held accountable to the discrepance that has come out. After all this was not Zambian tax payers money.
FINE
Indeed refer to #34. Walanda sana.
Agree with you number 45.
yahhhh awe yabipa legue.these people are not to be tempered with coz for sure they are bad news and the government has to act fast.
#46. Rashid Jones
If #34 makes contributions merely to waste time, you think i can join such game? No way!
What is in #34 is for people at your level. I know my kids can like such because they too enjoy games. But that is not the level i belong to.
#29 and #30 We seem to have taken these soldiers for granted. I have a strong feeling the soldiers are just using this as an excuse for something else.
Isa zanda
I have told people before on this site that we must not measure a person by the statements they make but by their actions.
Someone cannot be in Chiluba’s leadership for 10 years as a top advisor, who approves and gets so much inspired that he feels no one else apart from Chiluba can rule Zambia better, then he comes and condemns the 17 year rule of MMD. When we all know, that the first 10 years were used to mess up and Mwanawasa tried his best to use the 7 years to correct the mess, and results which we have all seen. You may say but people are still suffering, yes they are. This is because the ‘mess’ caused by Chiluba, his advisor SATA, and their team was too deep for benefits to get down.
#35.Bamoze Tekanyeni, These Soldiers are not like us who can sue any how, they have to follow orders and this issue seems many soldiers are involved . They have waited to long nothing is happening (enough is enough). Thank God our soldiers know the law. I was expecting them to come with full force.
God Bless Mother Zambia
#53Fine.Why bringing SATA here .Sata wasn’t minister of defence. It seems Sata puts you in fix. You can’t talk about somebody you think is not wealth talking about. If you talk about a person it means he is a competetor.
Jack Sparrow
Are you sure our soldiers know the law? Who told you that? They know it better than you maybe mudala, but to put a blanket over that statement is not true. We are talking of an issue that is close to twelve years here. Their collegues have died, and you, Mr Sparrow, is talking of them knowing the law? Read between the lines. Something is definately amiss here. I guarantee you. Watch this space.
:-h
……anyway, gotta go now. one love. blogg you all tomoro.
Raising your voice while in a military uniform is the most difficulty thing anywhere in the world. Doesnt matter how democratic the nation may be. Captain Solo was not doing things after enough consuption of 1st of Ibange(chamba),no no no no. He had all these things in his his heart and mind. But his fellow uniform men betrayed him. Tuchawa obvious. Now they have worken up because Bwezani abbweza ziko mpasi.
Upcoming president :o:o
My recomendation is that let the govt address this matter as quickly as possible.
I know it is an inherited problem but the ball is now in their hands and they have to quickly deal with it.
The soldiers are fully justified, in fact they need to be commended for being this patient when someone got their money away between 1994 and 1996.
It has been said Zambian Soldiers are desciplined, now I know that this is 100% true.
But the guys who governed the country with Chiluba, should not use mouths of ‘angels’ to talk and look smart, when they left such mess.
In my view, if this was UN responsibility, then someone diverted the funds which did not even belong to the Zambian govt.
“More than 1,000 Zambia Army Officers and Soldiers have sued the state for unlawfully and wrongfully withholding 50 percent of monies due to them for peace keeping missions.
This is money the soldiers would have been paid for peace keeping operations in Mozambique, Rwanda and Angola between 1994 and 1996.”
Please, GRZ give them soldiers what is due to them as soon as possible.
=;
I want to Thank all our men and women in Uniform in Zambia, You have shown maturity and have been patient, The money owed to you must be paid back with interest, and it has to be paid within 30 days.Thank you for your work. **==**==**==
I dont know how old most of the contributors on this blog are. This saga started late last century. When this issue was first raised there were threats from no other than Ben Mwila who was Defence Minister. He equated the complaints of the soldiers to a mutiny and told them to be careful because the ‘law’ was going to come down heavily on them. He further explained that the money was paid to the Zambian Army which decide to ‘equitably’ pay the money to all soldiers. His weird explanation was that it was the Zambia Army which went to these peacekeeping missions and not individual soldiers!
The soldiers are not entitled to 100% of the money the UN pays, I believe they know this – that’s why they took over 10 years to sue!
The UN “contracts” the government and pays them for the service, the government then pays their soldiers. Last time I checked, the UN pays $1,404 per month per soldier provided, the host government in turn determines how much to pay the soldiers based on rank, salary scale and deducting other related expenses.
Looks like these guys are broke, they should just volunteer for another mission.
#55. JacK SparroW
You are right, SATA is worthy something to talk about.
You dont need to have something good to be worthy talking about.
Even a notorious thief who is a bother to everone can become the talk of tyhe day. But is that something for the thief to be proud about?
:oI salute the gallant Soldiers for suing the Buteko for pocketing their money they earned in those post-conflict environments in Mozambique, Rwanda and Angola between 1994 and 1996. Why pocket 50 percent of their earnings yet for every peace of military equipment a troop contributing country brings in a mission area the UN pays lease and a country earns money.
:-?I rest my case , I am heading to Zed with TAZARA for X-mas.Merry X-mas to all the bloggers<:-p
The soldiers are intitled to their money, with interest. The GVT also needs to be a bit more discilined, and not to go around joking. Viva Zambia.
#65. The Zed Parrot
Chiluba and SATA must answer some of the questions arising from their leadership such as this issue.
Let SATA not talk on a hill top against govt when they are actually cleaning the mess he left behind.
Let us not misguide people in Zambia.
This story of our Soldiers suing the Govt is not new. On 13/12/2007 this issue came up in the electronic and print media. By then it was more than 260 Soldiers who sued and said in their statement of claim in the Lusaka High Court that they served under the UN peacekeeping missions in 1993 and 1997, but their government deducted 50% of their allowances, amounting to $783 000 dollars.Today the same issue is not resolved and we are talking of more than 1000 Soldiers. Kaya!:((Nayenda kukwela TAZARA**==here i come.
Dear Maestro Hhehhehhehhe
Where is HH?
Why is it that he only exist when its time for elections.
I cannot hide you I really wanted HH to bring change pa Zed,but its like he will never do that.
He is not perfoming the duties of the opposition party.Iam sure you have done civics before.
One duty of the opposition is to oppose the govt when they are not doing the right thing.
Now that HH is quiet, tells me alot about him.
its like all is well with him even when Zambians needs help from him.
I have never heard him say anything about the economic crisis zed is facing. Is it because he thinks its okay or what? to tell you the truth HH has really disapointed me.
8->8->8->
Zimbabwe? Deja vu?
What faithful soldiers they are. In West Africa…they have a different way of suing.
Our soldiers deserve evry penny. Arrest Chiluba and Ben Mwila. They really a nnoy us.Why should our soldies be treated like that. Jail Chiluba and Zambia shall be free. The uselessm man is a nuisance. Short with a huge complex. I have never respected such a dog.
Nowadays, even to be a house maid, you need minimum qualifications and so why must we overlook this important issue on the highest office of our territory and population, President of Zambia.
Also, the issue of age limit is very import for each profession. I propose that one must qualify to be a maid if and only s/he is between the age of 40 – 55 years.
Similarly, a Zambian Presidential candidate must be between 30 – 65 years of age so that anyone above 70 does not qualify on body physical fitness and health. Also, such must have a Masters Degree in any field and worked in GRZ civil service for atleast 2 years. NCC, please take note of this. **==
#67. Fine! and #72. Nemwine Chalo, following your concerns, I would like to recommend that the GRZ sraps off the Task Force on Corruption and then replace it with a Truth and Reconcilliation Commission.
We need people like the Undereducate, Micheal Chilufya Sata, to explain to the Nation what exactly transpired on some of these issues when they were in GRZ at top positions like Minister Without Portifolio levels.Time to be open and truthful to the Zambian people as a whole has come. This will provide us a chance to see politicians check themselves as to whether they qualify to be consider for Zambian President in a Presidential election. We have had too much of games.
Those of you who are condeming RB’s government over what happened between 1994 and 1996 are really unfair. Chiluba and his government should be answerable to this. Even if pipo like sata are claiming to be angels now they did a lot of damage to our country.
What are soldiers paid for in zed? These guys must be taken to state farms, if at all we still have any, to produce the needed food in the country. During KK’s time ZNS used to produce plenty of food for the country. Soldiers, ZAF and ZNS fellows should either be turned into policemen or farmers to produce food for the country. I feel they must work for their pay.
FINE
I wish the way this guy maligns Sata is the way he can critically look at RB. This guy should be told that RB was a stalwart in one of the worst governments zambia has ever had, that of KK which has seen Zambia be where it is today. RB is but a lying failure not fit to be President of this nation but save for the cold hand of death. Levy would not have allowed a dim wit like RB to take over from him if he had lived to see his succession implemented. May RB be ver grateful to the Almighty God whose plans he has hidden to our small minds.
74
I welcome your Truth and Reconciliation Commission as a fair and valid deal. But let me remind you that if your target is Sata, then you are far off the mark. I forgive you as you could be one of those who never lived under UNIP. RB was one of the benefactors of UNIP policies and he will have a lot of explaining to do about how he managed parastatals when in UNIP with the most obvious parastatal being NAMBOARD. This RB of yours has a history of mismanaging maize and i am not suprised that under him maize shortages will be an obvious occurance. Wait for next yaer and see how hunger will ravage Zambia.
#76. KWINDI
SATA was in both UNIP and MMD. In short he was in govt for 37 years and he participated in every damage that you are talking about for a period of 37 years.
And you see there is no need to defend SATA, because that is not an easy task for you.
Do you have good reasons why SATA championed ‘third term’
Do you have good reasons why SATA engineered the NAKAWALA and matchet sagars.
I assure you that your task is not as easy as you think. Defending SATA is more involving than you would love to imagine.
#76. KWINDI
You have said:
“May RB be ver grateful to the Almighty God whose plans he has hidden to our small minds.”
I must commend you for this statement because this is the only correct statement you have admittedly stated.
