Chungu defies call out

Former Executive Director of the defunct Access Financial Services, Aaron Chungu, says he will not appear before the Task Force on Corruption for questioning.

Mr. Chungu who has confirmed receiving a fresh call-out from the Task Force, says he can only comply if the notice was from constitutionally mandated law enforcement agencies.

He said at a media briefing in Lusaka that he is ready to comply to call-out notices from agencies such as the Drug Enforcement Commission, the Anti Corruption Commission, and the police.

Mr. Chungu said this is because such institutions are constitutionally mandated law enforcement agencies.

And Task Force spokesperson,Victor Makayi, told ZNBC news that the Task Force will issue a comprehensive statement on the matter later.

Last Friday, the Task Force issued call-outs to former Access Financial Services Directors, Faustine Kabwe and Aaron Chungu for questioning.

Mr. Chungu and Mr Kabwe are currently facing charges of Corruption and Abuse of Authority of Office and Plunder of Public Resources.

They are jointly charged with second Republican President, Frederick Chiluba.

This game is called Politricks…..he knew that it was tym he could come back and play with the law agencies.The laws they set up only carter for the common man but for those who have had been in power or still in power,these laws are there for them to be broken and they walk scot free while enjoying their plunder

There we go, now the GOVT has to hire more lawyers to prove before the judge that the Task Force can summon somebody and with seven adjornements before the judge can make a ruling ..what can I say more money into the lawyers’s pockets from government coffers. Another classic delays tactic by the plunderers till jesus returns and the tax payer continue being ripped off. Just dump these cases or set up a Tribunal. KK never took this long on those MANDRAX dealers . He sorted them within a year..what is wrong with MMD?

    1)How much money was allegedly plundered,
    2)How much money has been recovered and
    3)How much money has been spent on the Task Force.

  12. I cant believe this? Who is Aaron Chungu to defy a call out from the State? Which law is he using? Something needs to be done, these plunderers are taking the Zambians for a ride.Where does Chungu think the Task Force officers come from? Its from the same institutions he mentioned ie Zambia Police, ACC, DEC.The Task Force was formed to enable the three wings deal with plunder cases as a team.

  17. Aaron Chungu is certainly using a zombie lawyer, who will share his money but won’t get him off the sharp hook.

    The President is mandataed by the Constitution of Zambia of 1991 as amended by Act No. 18 of 1996 to create offices and he did create the Task Force on corruption which has already prosecuted him and recovered billions of Kwacha for the Government.

    This after thought by Chungu of refusing to recognise the Task Force, is a feeble time wasting device. He has failed to understand that the most important thing for him to do is to clear his name by proving his innocency in court, regardless of who is prosecuting him.

If you dont know, currently in Zambia the President(sitting) is stronger than the law and what ever he does will not be questioned until he is out of power like what happened to FTJ. So can you say money was misused by the Presidency so FTJ should not be prosecuted.

  27. I thought the task force consisted other law enforcement agencies like the ones he mentioned. maybe that has changed. this is a serious food for thought for RB and his colleagues. Lets check the legacy that they promised to keep or is it continue.

  28. We must stop wasting court time for guys who are in remand to be attended to. The govt, it seems have not done their homework of how to handle these plunderers. They keep parading them for show off and wasting court time. Chungu and cohorts will keep playing around with the govt knowing our laws are weak. Judges are busy excusing themselves from handling cases. Are they paid for running away from cases or what. This is a circus as some people rightly observed.

    Can someone tell Mpombo that this is an issue worth meeting with force and not people who want to demonstrate over mealie meal prices. This govt is fond of misplaced energies and we need to direct them to areas worth meeting with force like diversifying our economy and not just yapping and yapping like Teta.

    Gents, no matter what it costs, these pipo shouild be harassed to the end. The benifitual precedents set by these court cases can not be measured in money.

  36. This whole corruption thing is a waste of money. We have simply made the lawuers rich. What benefit has gone to an ordinary Zambian? 7 years of no results yet the lawywers have got so rich that they own airlines. How much money has been retrieved? How much have we paid the lawyers. What is the balance of the two. Any profit (or loss)?

    Every person is innocent until proven guilty. Before you take someone to court, do your homework well. Please be reminded again that what matters is what happens in court, not what you read in The Post or what you hear from friends.

    Why, why should it take so long, to convict if there was overwhelming evidence that these people plundered Govet resources.

    Justice delayed is justice denied. This is now persecution and not prosecution. In the mean time our competent prosectors are getting richer.

    Where there is a cost, the question of cost benefit kicks in undebated. This is what is also called “getting value for money”. When I spend I should get value equivalent to what I spend.

  39. Congratulation Aaron. There are no second class citizens in Zambia. Let Task Force provide basis of their legal existence. This is fair question. Otherwise all the money spent on Task Force will be considered theft. There are a lot of illegal things that Mwanawasa did. We are also going to charge the task force along side, Mwanawasa and others for stealing the copper and oil profits in collusion with multi nationals. We have the evidence. This is what has brought the economic meltdown in Zambia.

  43. Whatever the result in these cases (Chungu, Chiluba etc etc), the delay has itself jeopardised what would have been a conviction to set good political standards. The delay has been too telling for there to be any sort of fair trial. Justice in this case, irrespective from what perspective you are coming from, has been truly denied (to the accused and to the good long suffering people of Zambia)

  54. CONAKRY, Guinea – A group calling itself the National Council for Democracy has announced that Guinea’s government has been dissolved.

    In what appears to be a coup d’etat, a spokesman appeared on TV Tuesday wearing a military uniform and read the statement saying the government, including the constitution, courts and the parliament had been dissolved. He did not state his name or his rank.

    The announcement comes just six hours after officials declared the death of Guinea’s dictator, Lansana Conte. The constitution calls for the president of the National Assembly to be sworn in as the country’s next president.

  55. Nothing wrong with challenging the legality of an institution. The
    Task Forces establishment still remains in question – it has been
    raised before. It is not constituted in the same way as the Anti-
    coruption commission or the Police. It is a creation of the Presdient who has general power to create an ‘office’. But should it
    have the same powers as other institutions created directly by
    Parliament? Summoning powers, arresting powers etc? Not anyone can simply call anybody else to appear before them. Besides if what Aaron
    Chungu is being summoned for is synonymous with what he has already been charged with, he may refuse on that ground.
