Patriotic Front (PF) spokesperson, Given Lubinda, has advised all political parties and concerned citizens not to worry about the cost of the mass by-election.

In an interview with ZANIS in Lusaka today, Mr. Lubinda said political parties should concentrate on investing discipline in their parties.

“All those who are saying it is going to cost the nation a lot of money are not genuine because there is enough money in the country and other parties should learn from us PF on how much this country needs disciplined leaders,” he said.

He said for a country like Zambia to operate very well it needs disciplined and well informed leaders.

Mr. Lubinda said they are unnecessary projects going on in the country where a lot of money is being spent while people in the villages are going hungry.

He added that the call for mass by-elections is for all political parties to embrace respect and dignity within the party itself before thinking of forming the government.

Mr. Lubinda said the Patriotic Front has shown how much committed it is to solving matters arising within the party and other parties should do the same instead of cruising unnecessarily.

Mr. Lubinda was responding to the Non-Governmental Organisation Coordinating Council (NGOCC), the ruling MMD and the Center for Policy Dialogue (CPD) that appealed to PF party president, Michael Sata not to expel the rebel MPs from the party.

Earlier, Anti-Voter Apathy Project (AVAP) has joined other civil society stakeholders in opposing the intentions of the opposition Patriotic Front (PF) party to expel over 15 of Members of Parliament and cause parliamentary by- elections in the country.

AVAP Executive Director, Bonny Tembo, said if the Patriotic Front expels its ‘rebel’ Members of Parliament, the country will spend billions of Kwacha on holding many by-elections thereby putting a lot of strain on the country’s economy.

Mr. Tembo told ZANIS that holding many parliamentary many by-elections would be waste of resources especially that Zambia is currently facing an economic situation that required resource mobilization.

He noted that the same money that would be used on by-elections was supposed to be used on cushioning the financial problems which the country is facing as a result of the world credit crunch.

Mr. Tembo however called on other political parties to put in place effective mechanisms within their party structure that will seek to resolve intra-party conflicts.

He said there was need for political parties to have a code of conduct that would regulate them, noting that having such guidelines would avoid all unnecessary expulsions and by –elections.

Mr. Tembo has since appealed to all political party leaders to ensure that internal democracy existed in their parties because it was an important ingredient in strengthening democracy.

He also called on leaders of political parties to build consensus to embrace other members in their parties and ensure that the country’s young democracy was strengthened through dialogue.

He observed that lack of dialogue and democracy in political parties would promote voter apathy among electorates.

Meanwhile Mr. Tembo has advised Members of Parliament to continue to explain to the electorates in their various constituencies, the current political and economic situations which the country is facing.

On Monday this week, PF president Michael Sata asked Zambians to brace themselves for what he termed “mass parliamentary by-election” after the High Court ruled against 20 PF MPs who sought to restrain their president and their general secretary Edward Mumbi
from expelling them following their decision to participate in the national Constitutional Conference (NCC).

  8. Which organ in PF will expel the 18 MPs. What I know is that PF has no elected executive structure. So are they using a kangaroo court. I am sure the 18 members will win their case in a higher court. This case should make PF realise that they need to hold a convetion. I think we need to set this as an example to anyone vying for the positions of an MP that once indiscipline enters their thick minds, then they are out of parliament. The man is popular as Judith Kapijimpanga confessed after being defeated.

    These MP will have to forget about gratuity and they have to pay their loans using their own money for being so selfish in their thinking.

  11. In any set up rules of engagment are supposed to be followed, even in a dictatorial Govt, there are rules by which participants are supposed to obey. And if one is not happy with the rules, the best to do is leave the group before more pain is inflicted. In the army, people follow orders as it is a cornerstone of discipline, and yet no one will say the army is dictatorial in its dealing. So, this calls for making a well informed choice when joining some of these political parties and not just think of your own ways when you are not even a president of the party.

  39. I do agree that pf should have proper rules where people can agree and not just a sata autocracy. That said, those mps just joined NCC for the money, their defence was even that it would cause irreparable injuries (i.e source of income depleted) that just shows they are not their for their people. Why did not say people in their constituencies may be affected? Let them go useless!

    I agree with you totally! When Lucifer had rebelled against GOD, there was WAR in heaven, Michael and his Angels fought against the Dragon, and then Lucifer was cast out of heaven. GOD had set simple rules which Lucifer could not follow and influenced a third of Angels.

    So, before these rebel MPs contaminate some of the PF MPs, they have to be thrown out of the party and face whatever comes their way. He who treads softly, goes very far, but these MPs elevated themselves so high that they thought people who put them in parliament were useless.   62. When people are copmlaining about RB going on holiday it is born out of concern. The logistics involved in this holiday is more than what some of you are thinking as being a cheap holiday. These are few things that you need to know what are involved in such a holiday,
    1: Advance party : the intelligent agents go out one to two weeks before the president and his entourage go to gather intelligence,
    2: Defence & security wings establish three weeks guarding on perimeter and vulnerable positions before the coming of RB. 3:payments, food, transport, Fuel, Communication logistics
    The total is more than 5 billions of kwacha. So this is not a cheap holiday at all. Expel rebel MPs is good.

  63. What Zambia needs now is a new party with new blood with a charismatic young leader. This party should be representative of the different ethnic groups of the country and should espouse REALISTIC policies. All of the current leaders we have are somewhat discredited. Sata and Banda are basically just UNIP old guards. Hichilema has a problem about the tribal leaning of his party. So what we need now is a new party made up of people who were born in the sixties and early seventies to take the country forward. Another victory for MMD would be retrogressive but a PF win would not be much better either.

    They have been delaying the adoption of the age-limit on a Presidential Candidate to apsire for Zambian Presidency on the NCC. President RB Banda needs to effect his campaign promises of making sure that the Undereducate goes out of Zambian politics.

    We need NCC to expeditiously finish this Constitution amendment thing before 2011 elections. Also, let NCC make sure MPs’ terms in Parliament are 2 and nothing more. NCC must recommend that their election must only be nullified if the electorate prove that such is needed!
