Civil servants lead in corrupt practices

THE Anti-Corruption Commission (ACC) has said corruption complaints it receives suggest that government officials are the most corrupt.

ACC acting director Rosewine Wandi said according to the reports received, between 60 and 70 per cent of reports were complaints against government officials while only about 20 per cent were on officials in the private sector.

The rest were complaints on officials from other government agencies and civil society organisations.
Mrs Wandi was speaking in Lusaka yesterday during a belated end of 2008 press briefing.

She said the commission recorded a total of 31 arrests and 11 convictions in 2008.

Mrs Wandi said that two acquittals and one withdrawal of cases were also recorded.

She said in the year under review, the commission received a total of 2,007 reports of which 696 were categorised as corruption complaints while 1,311 were non-corruption related complaints and were treated as information received.

She said from the 696 corruption complaints, 387 cases were authorised for investigations while 307 were not, as they were deemed not to be pursuable.

Mrs Wandi said appropriate advice was given to the complainants, while other cases were referred to relevant authorities for appropriate action.

She said the commission also participated in the monitoring of the October Presidential election and received 68 complaints on allegations of electoral malpractices.

Mrs Wandi said some cases were investigated but that no tangible evidence was adduced leading to closure of the cases while others were referred to and resolved through the conflict management committees in the various districts.

And Mrs Wandi said to reduce the number of cases involving government officials, ACC was working on institutionalising corruption prevention through integrity committees.

She said to this end, the Ministry of Lands, Ndola City Council, Lusaka City Council, the Department of Immigration and Zambia Police had developed draft codes of ethics, and that government also launched a Code of Ethics for civil servants.

Mrs Wandi also said further prevention of corruption had been conducted with the Fertiliser Support Programme (FSP).

She said the commission faced challenges such as lack of funding to institutions that had established integrity committees to cover their activities.

And Mrs Wandi said the commission had developed another strategic plan to be launched soon.

She said in the plan, the commission had repositioned itself to further propel the fight against corruption in Zambia with a new vision.

Mrs Wandi warned that there would be no “sacred cows” in its fight against corruption.

She said the commission was happy that President Banda’s administration had continued to fight corruption.

“With this kind of political will, we shall investigate and prosecute the culprits no matter who they are and without any selectivity,” Mrs Wandi said.

She was happy that the Transparency International Corruption Perception Index (CPI) for Zambia had improved over the years.

  2. They say if you pay peanuts then employ Monkeys. Then if you employ Monkeys they will still from you. It sounds so bad to some people but this is the TRUTH.

    There is a lot happening in the Government Ministries and something must be done. Honestly you can’t finish corruption if workers get little salaries. They say the Government has no money to increase salaries but most of the HOUSES in CHALALA area belong to Governmnet secretaries, Office orderies….

    So i would advise Anti – corruption to start from somewhere to investigate these cases and put poeple to book

    Actually the highly paid top civil servants are the most corrupt and this fact strongly argues against low salaries as an excuse for corruption in the civil service.

Surely you can’t say corruption is a necessary evil when it is the very reason why over 80% of your brothers and sisters in Zed are living at the edge of existence and have to drink gallons of dirty water everyday to supplement for the insufficient food.     Corruption is a vice that is deep rooted in Zambia such that many people have been made to believe that we cannot do without it. It increases efficiency in govt departments, including some NGOs. Zambians deliberately do what they are paid to do inefficiently so that they can be bribed into efficiency. You can get a Zambian passport the same day (or within a week) if you corrupt someone or you can wait for eternity if you do it lawfully. So corruption helps (small minds conclude). The fight against corruption should be inclusive and should involve every Zambian, not govnt alone.

If you can manage to bribe staff members at the passport office, what of my grandmother from Kashikishi who still thinks things are done the straight way in Zambia.

    Simple characters like you will always go for easy things that do not do the nation any good at all. Examine your line of thought and pray that the late president doen’t haunt you for wrongly using his name on this blog.

    There is nothing “cool” about corruption. I’m not a product of corruption and I refuse to be one. Just because you’re corrupt doesn’t mean everyone is. I detest corruption and all who believe in it – no offense intended.

  11. i cant believe that a sane person can support corruption,let alone an educated person.With my humble education i can give a simple grade 1 example.If you are a contractor for a bridge and you use short cuts and sub standard materials to get the work done.When the inspectors come, you bribe them to certify your works and you get paid.A few years later the bridge colapses killing innocent people.Your comment!!!!!!!!!!!!!!!!

    This topic is not about white people’s bums – it’s about corruption being embraced by supposedly educated people who know it’s effects very well. Chaps like you don’t get anywhere in life because you believe in short cuts and the easy way out. It’s amazing how the moral fibre has deteriorated in Zed since the Chiluba era. The people’s mind set has been skewed into believing that corruption is good. It’s these very chaps who can be convinced to lift matchets against their brothers just because they’re of a different ethinic group. Damn it!!!

  13. mr anonmity thanks a lot atleast you are honest,i dont necessarily support corruption but i think it helps in some ways,in zambia in order to get a job u need to know somebody thats corruption,to get passport,driving licences,etc,if u use correct channels u neva get what u want,iv got an international job but i had to bribe people to get it otherwise i could have rotten in zambia with my degree, i even help my family back in zambia,

Corruption is rampant in Zambia yes, but this does not mean everyone is corrupt. There is a lot of smart people on this blog….always is.   17. While we all know that corruption exists everywere, its wrong to embrace it. At one time or another most of us(not all)have found ourselves bribing someone out of necessity but not out of will.There are times am rushing to the airport and am stopped due to speed limit. I know am wrong i should have started of early and that should have given me enough time to drive withing limits. I would plead with the officers to book me and allow me to proceed so I could catch my flight, however this request is denied and am threatened by having my vehicle impounded. I negotiate by parting with a 20pin. I did that not because i wanted but because of the the predicament i found myself. I do not know how best to deal with this situation because i dont want to bribe anyone.

    Being late to catch a flight is just ludicrous. It`s childish, but then again I do not know your age (no offence).

    Next time you are flying say at 7 oclock and you are in Lusaka, make sure you set off 3 hours before. You wont lose aything.

    Yes 20pin may only be about 3 pounds but why give it to a policeman who to beging with gets paid?

  21. there is one woman at the passport office in lusaka who works in league with boys who stand outside the passport and accost applicants with promises of a “quick job” who then introduce you to her. she is brownish in complexion. very corrupt that woman is.

  22. the GRZ should put measures that will make it difficult for people to bribe some1,look at the passport office or immigration,RTC police and ZRA,THESE ARE VULNERABLE PLACES WERE BRIBING IS DONE,I SENT MY PASSPORT APPLICATION TO ZAMBIAN HIGH COMMISSION IN LONDON BUT IV TO WAIT FOR 6MONTHS TO GET A NEW1 COS THEY HAVE TO SEND THE FORMS TO LUSAKA DESPITE ME PAYING 50POUNDS

  23. #32 am an adult thats the reason I can drive. Its good that you have never been late as thats childish by your standard. Iam talking about the zambian senario not a developed country. Circumstances led me to being late.As I alluded to earlier I pleaded to be booked and report to the police within 7 days and settle my penalt dispite giving all my identification and work place but to know avail. I could not afford to miss that flight which could have happened if my vehicle was impouded. I was guilty that I ended bribing the officer who did not even resist as he is the one who even asked me how much I would want to pay.

    It`s unfortunate we have embraced corruption in our country. It shouldn`t take more than 5 minutes to be given a ticket for over speeding. But like you`ve said, the s t u p i d policeman knew he would get you by delaying you even further-get you even more desperate.

  25. The excuse of poor salaries by government officials for poverty is debunked. They are paid enough but they want extra for beers and chaminuka lodge visits. Tha majority of people that take money under the table are not doing it for survival but to maintain extravagany lifestyles or buying ‘label’.

  27. Not rocket science that civil servants are reported the most, as Govt is the largest employer in the country, hence incidence in govt will be higher!!

    Kabudo I support u, only people with nothing much to do /idling around will set off for A/port 3hrs before. Am one that doesn’t like idling around. In this age of modernity, u can calculate ur distances, thus ur drive time plus /minus few minutes for traffic/lights, I find I use my time more efficiently, thus not dictated to by those who don’t realise how important & costly time is!!

  28. for havens sake..this sector has been under paid and negelected for decades? we supposed to thank them for being so docile and calm despite all these years of negelect and hardship. I am sure a better pay plus stiffer penalties would bring back the integrity our civil servants deserve.

  29. Its very difficult to run a well paid civil service in ill run economies like ours because they jostle for the same resources with;
    1-the president
    2-his ministers
    3-d/ministers
    4-p/secretaries
    5-dc s….ad infinitum
    against such a lean tax payers base

  30. the govt surely needs to clean up the system.the passport office,RTC, police,lands are the worst offices you can go to,nga ni ba buju awe mwandi,when you get to the police they make sure they make you remember that you are in their teritory, if you have a relative, friend locked up,dont even make a mistake to speak english, if you are in a suit when you get to the police please take of the jacket. they will humiliate you and cause you to feel desperate so you bribe them. when you get there to report a case they want you to buy talk time forst,then they have no paper,then you give them your pen,if its a pretty pen,consider it given away if they are to serve you. honestly calo ca shani?shame

  31. the first time i applied for my passport ended very dramatic.after i paid i was told to check after 21 days little did i know my papers were not forwarded but were put under a desk calender.after going there for 3 months i became desprate as i knew i had a trip pending and needed to get my visa done so i kept checking everyday eventually i became frustrated and made noise.due to the nature of my trip it was agreed that i could get my visa at port of entry,a week before my trip i went to passport offfice and made serious noise and just made everyone stop what they were doing i stormed in to the chief passport officers office without knocking and what caught his attention was the millitary….

  32. officers who followed a very noise youn girl.so he asked what the matter was so i showed him my recpt and explain to him so he asigned someone to make a follow up but they were very slow i didnt have the time.i went their on a friday morning and my trip was the following monday.that day i said i wont go home without it.by lunch time i was given new forms which where approved by the CPOi didnt have money to get new fotoes so they send me home to get PO closes at 16 so i had to them the next day, and i used pic which were 2 or 3 yrs old with an afro as i didnt have the time to get new ones.finally they worked on saturday and i got it that day and traveled on monday.i never went there for yrs.

    You get accidents and all sorts of delays and it`s worse in developed countries. Just a simple accident and you are done. I am sure you know this.

  34. but the guy who cause me to gothrough all that was moved from that office after my passport size pics were found under his desk calender.he wanted me to buy lunch everytime i go there he could pretend to push it for me.last yr i went to renew i just pushed the papers and waited, just gave my bro the recpt to check until it was out so just went to sign for it and off i went..it was a nightmare i never thought i would wake up.

  35. what do you expect when you underpay people!? They will get creative and find ways of filling their pockets. The govt is partly to blame for this. You cant pay a degree holder K1 milllion and a ka K250,000 for housing allowance. What can they do with that money? Where will they stay? So pa last corruption flourishes because everyone in the system is fighting to make ends meet. Now you have a big mess to clean up. Problem again RBB is busy giving sugar!

  38. The ‘nichekeleko’ culture has been in Z’ for donkeys years and it is going to take ages to change the mind set. However, it’s never too late to start. It is one thing to say I found myself in a particular predicament, hence the reason I had to bribe some policeman… everyone find themselves in predicaments that they need to get out of? Bottom line predicament/situation that needs quick action excerbates corruption. The question is whats the alternative and how do we move forward?

    For pipo like me with no morals life is good in the 3rd world. At least when i bribe, i feed many. I pay civil servants double what he earns so he can send his kids to school. Without my bribe, for a job he should have done anyway, his kids will not eat

  43. It is also unfornate that even Church elders in the civil service are involved in corruption. Zambia needs some to actively sweep corruption

As long as the politicians control the police,corruption will never be minimised.The police need to maintain some functioning independence.An example I would give is,the police were used as bak up in Chipata during the maize slashing exercise.The same police compromised their posistion by protecting RB maize crops.
