Teta gives LCC Three-day ultimatum for budget approval

Local Government and Housing Minister, Benny Tetamashimba, has given the Lusaka City Council a Three-day ultimatum during which a special council meeting to approve the 2009 council budget should be held.

Mr Tetamashimba in a letter addressed to the Mayor, of Lusaka and the Town Clerk and copied to ZANIS in Lusaka today said he has ordered the council to approve the 2009 by January 13, 2009 failure to which undisclosed measures would be enforced against the local authority.

“The council is directed to hold the special council meeting to approve the 2009 budget before the 13th of January ,2009 failure to which I shall proceed to take measures to correct the situation prevailing at the council,” he said.

Mr Tetamashimba regretted that the political situation at the council has negatively impacted on the welfare of residents of Lusaka city.

He has also reminded the Lusaka City Council that there is currently no vacancy in the office of the Mayor despite the postponement of mayoral elections recently.

“The SI number 120 of 2008 postponing the Mayoral, deputy Mayor, Chairman and vice Chairman has not been revoked,” he said.

  3. Teta is a dull creature. First give reasons why you have postponed the mayoral elections. They dont involve colosal sum of money but only tuma siting allowances for councillors. We know the reason …you want your relatives to continue sitting on the NCC.

  4. Tetenus is atypical politician and will not stop at anything to create a circus out of anything.TYPICALLY NON RESULT ORIENTED .Watch him at this ministry and guage him against any non perfoming minister.He will still hold on to tails in that regard

Threats are signs of bad management style.Teta is another failure,there is nothing he will change in the ministry of local government.If I was the appointing authority I was going to give Mrs Sylvia Masebo a chance to continue running local government.The lady had/has practical vision when it comes to developmental issues.
    Politics of threats are old fashioned.

    BT makes a lot of headlines, and absurdly so. His comments often are all about getting attention in the party, wanting media attention. My clever guess is that he probably has one eye on the MMD presidency and ofcourse you know what is next after that..

    Now comes the ironic apogee, his misplaced rants during pre Banda alone should have made RB think that, here is the man whose statements often are bringing the name of the party in disrupt, let alone the country. I suppose he would have made a good Vice president?

    What makes Teta a failure and selfish politician just because he pressing for an end from politicization of city administration endemic to the citizenry?Why should Government continue giving 100s of billion kwachas to a council that has no budgetory framework? Why should people be paying property and land rates to a council whose administration has opted to take party presidency over politics people’s welfare?Have read the local Government act? He can dissolve the council, fire a lot of employees and bring in ZNS personnel as a 3 months contigency service while constituting new one.That is the obligation of principals in Government administration.People 1st politics last.

    FYI, Masebo is educated economist while Teta a LLB holding attorney that is why late Mazoka chose him as real UPND secretary General because of legal prowels.I believe that educated lawyers,Public administrators,Policy specialists and political scientists are the best vested in local Government laws and administration view that these disciplines cover local authority policies extensively in college curriculars.I have studied both economics and Public admin/Policy, economics is no closer to detailed civic laws and administration.I believe Teta as a lawyer has studied the local Government Act and is in the law unless you walk us in comparative politics with presidences.

  31. #20 Nobody has cared to answer you question, precisely because we do not know what is the role of city councils at the moment in Zambia. They are supposed to be funded by the centtral govt (just in KK’s days). During Chilub’s time, nobody cared to tell the councils that now they are on their own. They are a govt on a local scale. Therefore they should provide services like rubbish collecting, local police (Ba Kanyangu), local medical places, social activities (sports complexes, cinema halls & theaters), etc. But this needs money which the councils are not given. Worse, they cannot generate income on their own!!!

  35. If one is pro- PF, no matter what teta and his govt say will not make sense. But we should respect the govt of the day because it was put in place by the Zambians. If there any grievances or disapproval of any directions from the people in power, a proper channel to legitimise your complaints are always available. Thats why the courts are there instead of just creating anarchy and behaving like know-it-all.
    Teta show them your rathe.

    LOCAL government minister Benny Tetamashimba yesterday charged that Patriotic Front (PF) president Michael Sata has realised that he acted selfishly when he directed councilors not to approve budgets for their respective councils.
    Commenting on Sata’s directive to councillors countrywide to go ahead and approve the budgets for their respective councils, Tetamashimba said Sata had done the wise thing.
