Government has welcomed the conviction of former Zambia Air Force (ZAF) Commander Christopher Singogo on charges abuse of authority of office and theft by public servant.
Lieutenant General Singogo was yesterday sentenced to six years imprisonment with hard labour by the Lusaka Magistrate Court.
Attorney General Mumba Malila said government was satisfied with the verdict, which he said would send a warning signal to corrupt leaders serving in both private and public institutions.
Mr. Malila said this when he responded to the questions from the press at Court Yard Hotel in Lusaka today.
He said even though the convict filed in an appeal against the verdict, government will ensure that the final verdict does not change in the appeal case.

He said government would ensure that corrupt leaders were brought to book.
Mr. Malila said government was working out modalities of enhancing accountability and transparency in both private and public institutions.
He has meanwhile welcomed calls by some sections of society to audit the Task Force on Corruption.
He said auditing the Task Force on corruption would help build transparency and accountability in the administration of public resources especially that the Task Force was handling huge government resources.
Meanwhile, Mr. Malila has called for effective collaboration in the fight against corruption in the country.
Mr. Malila, who has described effects of corruption in the country as far-reaching and disastrous, said close collaboration in the fight against corruption will increase knowledge among citizens on their involvement in curbing the scourge.
He said this in Lusaka today when he officiated at the three day workshop for Transparency Zambia International Zambia’s Advocacy and Legal Advice Centre (ALAC).
Mr. Malila said although Zambia performed well last year on the Corruption Perception Index, there was need for the members of the public to demand for high levels of integrity and accountability from public officers in order to stamp out corruption in the country.
And Transparency International Zambia president Reuben Lifuka, called on the current government to put in place extra remedial measures in order to curb corruption in all the sectors of the economy.Mr. Lifuka said as the country addresses the various challenges associated with the global economic and financial meltdown, there was need for Zambia to come up with innovative approaches of fighting corruption in the country.
He also welcomed the conviction of General Singogo saying it will act as a deterrent to would be corrupt leaders.
Mr. Lifuka said the conviction of General Singogo was a victory of justice.
He hoped that the other corrupt leaders could also receive stiffer punishment from the Courts of Law to ensure accountability and transparency in the administration of public resources.
The TIZ President further said that corruption in both the private and public sector was a major concern which needed concerted efforts to address.
He added that there was need for government to devise various interventions and strategies aimed at fighting corruption in the country.

When you use human thinking, then we can excuse you otherwise, if you are a believer, what is wrong by biblical principle is wrong, regardless what the human thought is about it. Corruption is IMMORAL in whatever context!!!
Lelo lelo, number 1!!!!!!!!!!!!
Can you also extent that to the Immigration Department. plse HHow do i can i contact Transparency International?
Sole, comments were meant for the other article, not the jailing one. Mwamona, mind is busy; twalufyanya nokulembelepo.
Cheers.
GRZ shouldn’t be “cheered” but saddened. Saddened that they lost alot in what they invested in the man. I pray there isn’t a case closed attitude without questioning what went wrong or where the loophole is/was and how best to avoid a reassurance in the future.
Baby C, its been long. whats happening gal? I was away somewhere but just looking at things over the fence.
Proceeds from this theft must be recovered by the state.
It has cheered all lovers of peace and justice. Government, include me on the list of cheered citizens, nobody is above the law. Let this be a lesson to all you corrupt and money-loving thieves.
Nanga Titus? :d
Nora

“even though the convict filled in an appeal against the verdict, gvt will ensure that final verdict does not change in the appeal case”
Does this imply the man is still free until afta appeal? i know little about courts, please help me understand this…
Nga ba Chiluba balikwi. Baluba? get him so that we can make the day he jailed a Public Holiday :d
hope he rots in prison …. lol
This justice is selective. Why are the major plunderers still on the loose?
Now, when is the starring of the plunderers joining Singogo? Attorney General, I know politics are dirty, but do Zambia a big favour, Maybe you can become our next president.
You Zambians are too corrupt. There is no corruption here in Zimbabwe
This Mugabe !! Where is coming from?!!
Not fair at all
ha ha comrade mugabe
Attorney General ni wa bwino bad kind. A oneka ati a dyela
Singogo is cheap how could he put behind bars ahead of his former boss sande kayumba?
LT see tht u r immoral ka,i hav been trying tym nd again to comment on the 6yrs sentence but u kept blocking me.
Hope this chap wont be appearing in court when MMD leaves. Hope he is clean. Remember Chief Justice Ngulube and the Zamtrop thing?
Hope this sends a message to all those corrupt people that Zambia can not develop with such people.
We need more of the high profile cases to be concluded with some long prison term sentences if Zambia is to fight corruption and send a strong message that no more of that horrible nonsense please.
Dr …… the owner of kinsa lodge in ndola was using the fire brigde to bring water at his lodge even the new truck for the council picking up rocks and crushd stone, the fole man for the building he is working on is chanizz, its a big project he is doing, even various junior officers from the GVT ar forced to camp at that guest house then payment is made to kinsa lodge wich belongs to Hon Dr Puma deuty minister ………….
will some one let me know how this man is doing all this
The major and chief plunderers are still enjoying life. master dribbler and grand plunderer FTJ and his former inner-circle. The less powerful and the poor always victims.
i told my friend chris that he should not be arrogant about govt property, that he did not own the airforce and its personnel, but ifitala ka mudala kalya fyalifulisha, nomba nabu strong man bwapwa. anyway, let him wallow in jail…the appeal will not work, it is a mere ploy to delay going in, but he will still serve time. this is a timely warning to other plunderers in zaf…bamambala lekeni ukwiba…the long arm of the law will soon catch up with you…you know yourselves.
singogo…:d/
WE DONT WANT TO HEAR THAT HE IS JAILED WHEN HE IS HOME OR HIDING SOMEWHERE. LET HIM RECEIVE THE SAME TREATMENT AS ANY OTHER PRISONER. AFTER ALL THEY ARE ALL ZAMBIANS.
What does this guy mean by saying that they will ensure that the verdict doesnt change in the appeal court, he must be carefull before he is accussed of interfering with the judical process. let the law just take its course with the appeal is won or lost

tell the nation, tabakwikate man, be brave….
grz dont be cheed coz you re the next victim.
life_life, I warned you to keep away from this site till you are checked. Whats the rationale in GRZ analysing what could have gone wrong for this man to steal even if they invested so much money in educating him and what-not? Who care if they were loopholes or not? The man was entrusted with a lot in his position and he literary abused it and he is paying for it. Its so simple to understand but you make it so diificult for yourself. Pls check yourself in at Chai……. Pls do bruv!
Nora at how? Long time. Malila you are teling us ways of curbing the scurge. But just here on LT some one was encouraging it. And am sure he has even managed to convience a few confused individuals.
For sure taskforce shud be investigated.Even all political leaders be in line instances of presidencial elections last year.We wait for twenty six january presidential petition.
Let us not just focus on past leaders, how about serving corrupt leaders are they untouchable? I hpoe the modalities gvt is putting in place will not work in retrospect.
These cases take ages to conclude & the country loses so much money in the process.Govt should aim for speedy/express trial for plunder cases and only then, should they afford to smile, dance, cheer or do whatever.
let him enjoy life now….jele baba..Hope they will not marry you there. Just be nice to the mwines give them a lot of food.
See you after six years general. Now we are wating for Chiluba and friends. Ohhh sole, they are annointed guys. ^:)^^:)^^:)^^:)^^:)^^:)^^:)^^:)^

@Nora ..I have actually trained my mouse to Jump when a new posting arrives :d
Clearly our government has been usuccessful in frying the Big Fish, ie: FTJ and the likes, so they’ve settled for a scapegoat.. This to me is the epitome of corruption in Zambia… Compounded by government officials trying to pervert the course of justice by “ensuring that any appeal is unsuccessful”.. This is a sad day for our country… An innocent man jailed while the true corrupters walk free. Shame on you Zambia!
I have also been looking for Martworld Nice guy but i cant find him.Let me call him,Martworld iweeee,Martworld iweeee, Nice guyiiiiii,WorldMart Niceeeee iweeeee. Am sure he will come now.

What about his relatives who entered ZAF under his influence as commander, will they be chased out of ZAF? Oh, I mean they did not stand on those queues which I personally stood, they didnt do the uptitude tests and medical tests as well. They were just picked in ZAF Land Rovers from home and takebn to Livingstone for training as Officers. They didnt follow procedure. Banyandule ndiye bagwesa ziko mpansi.

46 i agree with you man, most of those of them guys can spell, write, if you start talking about that, then even our own president’s nephew went for ZAF training without following the necessary procedure and there he is, a Military personnel lets see what happens about that
Chewe, What do you mean, What did I say? Helloooooooooooooooooooo!!!!!!!!!!!
This justice system is selective. Why should we have past service chiefs who served under FTJ all appearing in courts of law? We all know that anything to do with morals under FTJ collapsed at the time he was Head of State.I for one do not believe that these are the only culprits, they are the only unfortunate ones.I think the Govt is using the ‘kabolala pa kuboko’ system.Otherwise a lot are still enjoying the plundered resources.
Hello bloggers, I hope you are all fine today.:)
I am yet to comment…let me just read thru.
Norah, you gave out your #.We try to communicate to you,but there were response.Bye,i dont want pandamonium when hohoho comes.
plse AG(attoney General Malila) and RB(president Banda) check the motorvehicle white books of previous owners of luxury cars driven today and how long previous owners stayed with them. Insurance companies and motor vehicle division have this info. It it a prevallege for MPs who are also Ministers later and at present. How can you buy a $50,000- 100,000 us dollar mercedes, bmw,gx,hummer dutyfree then in a few months sell it to an Indian in particular don’t know whether dutyfree or profit for Mp or minister. Explain whether this is not abuse of office by Ministers and Mps? ZRA there is your loopholes that you should seal. Imagine how much you could have changed on these luxury cars. more 2come
Two down, two to go. FTJ wa ‘gava’
The Chiluba regime was really rotten to the core. All his defence chiefs, namely Army Commander, Air Force Commander, Zambia National Service Commander and the Intelligence Chief were involved in corrupt practices. What was their understanding of defending the country.
Thank you Levy (MYSRIP) for bringing the fight against corruption to the fore.
On #75 Nora i meant to say that there was no response.

#80 Kukosa bige. mwaliba beans mu prison…taipya even after cooking it for four days
Task Force follow up on this issue on Mps and Ministers present and former. I wonder why Bulaya and Singogo are sentenced for abuse of office. The Mp and Minister duty free benefit was meant for these forks to have vehicles to access to their respective constituencies not profit purposes. And if the named were paid cash and then An MP or Minister looses election in 5 years, i wonder why These guy are not persured in a timely manner by the way you can confirm this from the Indians that buy these vehicles when they paid. Can also assuer you that they have the reciepts with dates. Come on don’t just pretend look from within.
The Commander in Chief,Chiluba, should have been serving time in prison before these unfortunate service and security chiefs whose actions were condoned if not encouraged by Chiluba. And the country is still treating Chiluba like we owe him.
We have always held men in uniform in high esteem, but what is transpiring has removed several cubits in their stature! There has been a lot of dirty going on in our Defence & Security wings, most has been buried under the carpet. We have heard rumours on how funds realised from peace-keeping operations meant for servicemen have been abused. Even the mealie-meal that is meant to mitigate the suffering of our lowly paid gallant soldiers has not been spared the abuse. Yet someone is blowing his trumpet that it is treasonable to discuss such issues. Isn’t it shameful that our well decorated men in uniform are getting imprisoned for stealing items such as getsets?Don’t you think that we need
#85, I can guess you are impersonating Anonymous because he doesnt make spelling errors i.e forks to mean folks….get a life bro
to change our altitude towards public resources? Apart from theft and abuse, there is so much wastefulness in govt. institutions which costs a lot as well. Let’s change the way things are done, else we will always get back to the same story. Kayumba was fired bcoz of abuse of ZAF resources, and that’s what his successor went and did. No lessons learnt. I hope he doesn’t abandon his appeal so that the high court can met review the sentence and replace it with a more punitive one!

The injustice of taking people for granted by abusing vested Authority has caused so much pain and anger. You can feel it here on this blog. This country would have long prospered were it not for greedy and selfish people disguised as Politicians. This Singogo did what he did with full backing of course. Why are the real cases taking so long. This useless TASKFORCE is deliberately causing cases to drag. That in itself is a corrupt deed. We villagers have had enough!
Awe naine natemwa. Well done but please make sure ka Chiluba nako goes in.

I quote, “He said even though the convict filed in an appeal against the verdict, government will ensure that the final verdict does not change in the appeal case.”
Ba AG your statement sounds like the court’s ruling on his appeal wholly depends on you guys(gvt). As much I salute this man’s conviction your statement boss, is inappropriate. Viva Zambian courts viva Task Force.
Next in line SATA.
Mr Mumba Madyelelo can you please investigate Benny Tetamashimba’s purchase of Mansa Milling? There is surely a rotten rat there.

Sata is a ghost. He has been ommitted on the corruption list
Ndolic.
No! A general term to use.
Too overwelmed
Good to know that gen singogo has gone in but he is only a small fish in the pond.I don not understand why chiluba is still languishing in the streets of zed that he stole from.He has openly admitted to the abuse of authority by openly declaring how he paid so much to many, how he used the zamtrop account to help mmd and the late levy mwanawasa come into power.there is enough on that cause he said all this on his usual press conferences.
cheers to the gover.singogo in,chiluba next
It would be good to put in place measures that prevent corruption or nip it in the bug so that we dont forever fight corruption, which is an expensive act in itself. The money going to lawyers can be used for developmental projects. Who knows, the nation could have bought themselves an airline – call it Zambiana Airlines.
Iam signing off
3RqU Yes mwana, where have you been? Congrats for being nambala 100!:d
This is just an episode of a movie you guys are watching. This is all well acted. This man will not even spend a year in prison. He will definately appeal and there’s gonna be stuff like the lower court errred and as such, he will spend 4years suspended sentence.
Anyway, am enjoying the movie, coz next its musengule geojago and lastly and the least ftj, aaron chungu and faustin kabwe’s episode which will never end like insidigo. Guys wake u!.
The moment the late levy said it would be expensive to send ftj to jail coz he needed a well built and furnished jail cell, thats when i realised its was a movie that we are going to start watching now. Kaunda was taken to jail by ftj.
There is nothing to cheer GOVT over this conviction. I will personnaly be happy to see Chiluba go to prison. He is the one who promoted this silly activity. Jail Chiluba and everyone will refrain from getting involved in corruption.
Nine Chale how are you? Nimwe ba Jamaco nomba?
I hope he wont turn into christina singogo wife of cell commander bamakwatila ma guys muchitataka ka :d
Nine Chale;)
I didn`t see I was nambala 100. I have been busy. Hope these guys send FTJ in. Why are they taking long with him?
Tapaliko na bambi aba ku kaka?
This is a political fight. Mwanawasa was against all strong men like General Singongo who had principals. There is serious evidence with The Speaker of Parliament of how Mwanawasa store Zambia National Oil Company (ZNOC). Which is a clear case of economic sabotage by Mwanawasa using the Private sector. RB, Mumba Malila and George Kunda should explain why this Mwanawasa corruption case is not being followed up.
3RqU how are you my friend? My condolences i head what happened.
Ba Chewe shani mudala wandi? Iyo te ine Jamaco. Uyu Jamaco mwaice wandi (little brother) twafyalwa pamo & he’s living in a different city. I’m sure you can tell that our opinnions usually differ..
“Mr. Malila, who has described effects of corruption in the country as far-reaching and disastrous, said close collaboration in the fight against corruption will increase knowledge among citizens on their involvement in curbing the scourge.”
This is great news and let all Citizens who claim that they have eveidence the president Hakainde Hichilema, HH, has cases to answer go to the courts or release their data to Anti-corrptuion Commission or Zambia Police, so that we all can here the conclusion of the matter. All of us have a moral responsibility to fight corruption and corrupt elements of any status.
Im impressed by GRZ’s being cheered by Singogo’s jailing. Let us all do the needful.
In light of this thread and concerns raised by a blogger Zed in the LT topic w w w. lusakatimes. com/ ? p = 7264, I would like to submit a long list below of my comments for him, Zed in South Africa, all Zambian Citizens and the GRZ to understand my position and possibly take legal action where it is necessary as I have the right to do this being a Zambian responsible Citizen. The material is exactly same as presented there in the referred to thread above.
====
LT 2008 Award Winner. Maestro =)). =; for Zambia in 2011.
Starting at #316 there.
280. Zed, you clearly have a big problem with the English language. You wrote that I “… call Sata uneducated, yet he beat your educated candidate by more than twice the number of votes HH got in the last election.”
I actually write/call Micheal Chilufya Sata as Undereducate which is very different from uneducate which you have lied that I call Sata. The term Undereducate, MC Sata, is a combination of two words in the form Under-educate. This is simply TRUE as Sata is a Standard 4/Grade 4 or 6 if we assume he did sub-A and sub-B were also included in his (Sata) school days as this is the information available on GRZ records according to Minister Mulongoti.
280 Zed, the rest of your arguements do not invite my discourse as the issue of the Undereducate Sata beating president HH is only TRUE. Also, I am not a UPND member, but a free SDA Tonga Zambian Citizen.
On your 2281 “Maestro, what do you define as educated? … In the event HH decides to merge with sata, are you gonna quit supporting HH?”
Educated will be discussed.
If president HH joins Sata I will not quit supporting him as he is a free Zambian. I will however continue supporting the UPND’s manifesto. I have no problem with supporting PF which I do when it is necessary on LT and elsewhere. I will NEVER support Sata for Zambian President as the man is not fit to be in my opinion.
281. The reasons I do not think the Undereducate Micheal Chilufya Sata is not fit to be my President have been outlined on several occassion here on LT. The Undereducate is a DICTATOR as shown in the way he runs PF and who he worked in MMD as National Secretary. Undereducate MC Sata sent then MMD thugs, possibly PF thugs now, to machete my fellow Zambian in Chawama and this amounts to crimes against humanity. Undereducate Sata sent Kaddobi (spelling) Scopion to beat up any UNZA student who passed through Kulima Tower just because we as UNZA people were against Sata’s vehement support for Chiluba’s 3rd Term which we thwarted. He wanted to r a p e Zambia’s Constitution by having it changed.
318 continued
281 Undereducate Sata sent Kaddobi (spelling) Scorpion to beat up any UNZA student who passed through Kulima Tower just because we as UNZA people were against Sata’s vehement support for Chiluba’s 3rd Term which we thwarted. He wanted to r a p e Zambia’s Constitution by having it changed. just to allow Chiluba be President for a third time which is still illegal today, even then.
He was part of the characters that changed the Zambian Constitution just to bar former President KD Kaunda from contesting the Presidency in 1996 by enacting a new ulterior movite Constitution. He orchestrated the chasing away of Gen Miyanda and other 21 MMD members in 2001, a behaviour he does in PF
319 Continued.
Sata claimed that Chiluba has put Bemba people in strategic positions in the then MMD GRZ. From then he embarked on a campaign to paint others as tribal introducing tribalism to Zambia as he recently did again on President RB Banda. The Undereducate MC Sata is a flipflop changing positoins almost everyday on an issue and thus can not be ENTRUSTED with the Zambia Presidency in looking at the Passport issue that his Imagebuilders showed as a lie, change on the Chinese investors issue, etc. In fact, the Undereducate issued racist remarks against the Chinese people.
With these and many more, I will never support Micheal Chilufya Sata to be Zambian President even if he apologises.
320 cont’d.
However, I will take up his apology though will never support him considering his Undereducate-ness as education is vital for such a position of leading a country. A clear point on his shortcomings in education was highlighted by himself, the Undereducate, when he said that whoever wins the 2008 will not have to be subjected to elections in 2011 as his, President, term of office is % years which only ends in 2013. Such illiteracy of a man who has been a Member of Parliament is uncalled for, especially ONE who aspires to be Zambian President.
This is it otherwise you are free to call for more help if you need it. Im working on getting your evidence on all POSTINGS points above!
282, your “Let us support whichever party based on principle, ideals and belief AND NOT coz (s)he is Tonga,Bemba etc.” is what I do.
I am not a UPND member, but an independent Zambian who supports all good moves and the UPND manifesto.
Be blessed you all and take careful care.

Justice delayed, is justice denied. I just hope Gen Singogo is not denied justice because they want us to beliveve that the fight against corruption is alive. Conclude on those cases which have taken forever, you know which ones
124. Pezo, it is very interesting that the accomplice soldier in the court case was forgiven because the judge or whoever carried about the judgement conisdered that he/she was only acting under force from above. I am wondering whether such should have been considered for General Singogo who had a boss as well.
Anwe ba Kabwa, you are building a house for the architect of corruption. Why not build a PRISON which will house him as a former head of state. The man was corrupt to the core. When a house was sold to a sitting tenant, five were appropriated for themselves and their relatives. When are we going to see former permanent secretaries jailed for buying houses and flats when they were not sitting tenants? What is corruption and abuse of office when all the evidence is there to see.
Ministry of Science and Technology, Bursaries Committee, former DTEVT, and a host of other institutions are still reeking of corruption. Cheered about one person being convicted!!!!Bloody hell!!!
Ba Maestro, are you writing a book?
Is Gabriel Mugabe normal? No way! How can he even bring up Zimbabwe, I see Mugabe has affected the way his people think…what a shame!
I intended to come back so I could help mend the cracks in the Zambian economy but with the current prevailing wind, I’ ve just decided to go back and sleep in my own single appartment.
The C9onviction welcopme, but the big one we are waiting for is for FTJ. We are tired of waiting. Singogo and the Govt., to blame. Singogo for long finders and the Govt., for setting up conditions for Singogo to steal, no accountability.
Let us seal the obvious thefts that takes place. there was not fullproof tender procedure in the military hope this has changed.
Sorry typed in haste. #130 should read:
The Conviction welcome, but the big one we are waiting for is for FTJ. We are tired of waiting. Singogo and the Govt., to blame. Singogo for long fingers and the Govt., for setting up conditions for Singogo to steal, no accountability.
Let us seal the obvious thefts that takes place. there was not fullproof tender procedure in the military hope this has changed
Deeds, what houses are you talking about? I know the kids and they don’t have cars or houses.
ITS SAD THAT MUMBA MALILA IS HAPPY WITH THAT CONVICTION OF GEN SINGOGO BUT LETS LOOK AT THE BIG FISH LIKE CHILUBA AND XAVIER. WAT IS K17M FOE A GENERATOR AS COPMARED TO THE $1.2M ON CLOTHES. LETS BE SERIOUS COUNTRY MEN AND WOMEN
oh
SINGOGO WAS TOO BOSSY HE NEVER HEED ANY ADVISE HE IS A MAN WHO IT ALL. LET HIM ROT IN PRISON HE THOUGHT ZAF WAS HIS PERSONAL KANTEMBA.HE MESSED UP ALOT OF PEOPLES LIFE WITH HIS BOSSY TYPE OF COMMMAND.6yrs is too little.
I agree with number 28, whose case started first Singogo or Kayumba…and who squandered more moeny,,let justice prevail guys…then Musengule and lastly ailing Kafupi & Regina. 8->8->8->8->8->
