CDF funds allocation too little – Mooya

Moomba Member of Parliament (MP) Vitalis Mooya says the funds under the Constituency Development Funds (CDF) government has allocated in 2009 national budget is too little.

Mr. Mooya said the government should understand that the CDF was vital in maintaining and finishing off different projects in constituencies by the Members of Parliament.

The Moomba MP told ZANIS in an interview in Lusaka, that in as much as the country was experiencing the economic recession, government should have this time around increased the funding.

He said the increament of funds towards the CDF however shows that the government was willing to see MPs develop their constituencies.

Mr. Mooya called upon the government to continue with the same spirit of wanting to see development in the constituencies and the country as whole.

He also called upon the Members of Parliament to ensure that when given the CDF, they utilize the funds for the intended purposes in developing their constituencies.

Recently, Finance Minister Dr. Situmbeko Musokotwane presented the 2009 to Parliament in which K67.5 billion was allocated the Constituency Development Funds as compared to K60 billion in 2008.

  1. Despite the funds being insufficient there is need to prioritize and focus the funding instead of splitting the allocations to numerous smaller projects, which have less impact on the community.

  2. MPs like putting their mouths where the money is. Would they have said ” allocated funds are too much!” if that was the case?:-?

  3. I hope this money is not going into pipos pockets for thie own good.
    These funds must be used for the pipo and their should be the records of how and on what the money is spent.

    Which Records? They do not even have a Computer Database for such records!! Its all on Paper until that kama Hut burns imwe!!

    There is really a lot to be done!! Normally the Local govt should report to the Main offices in Lusaka.
    I am sure the Main govt just does not care!! They are also busy filling up their pockets!!

    its the entire system that has to change!! A transition from bad Govt to good govt!!
    I here they are busy drafting another constitution!! For what? :o:o:o:o:o

    Please RB recruit people with a head and a backbone!! Most heads in the govt (also on the local level)b claim to have heads but luck a backbone.

    It is a threat to the entire Nation!!

    The MP has a point.But Vitalis has been an MP for over 9 years now.What has he done in his constituency? He should practice what he preaches.

    He said that his party’s position was that the NCC should not be discontinued but wind up its work by June so that Zambia can have a new constitution before the next general elections.

  8. Vitalis and fellow MPs, before you complain further on the fund allocation from CDF and other donors, let us take a a serious look at suggestions made by Dambisa Moyo in her book ‘DEAD AID’. It might help us think on how we can empower our Constituences to raise funds instead of moaning about the little allocations from CDF.

    In short stop complaining and become enterprenuers.

  9. We need to have a system in place where at the end of a period progress is reported on the funds that where disbursed in the public media so people can be more motivated and accountable to deliver. Otherswise the same people year in and out chew the funds and nothing tangible is achieved.
