Luapula Province Permanent Secretary, Jazzman Chikwakwa, has vowed to reform the disbursement of financial resources meant for development in the province to ensure the resources reach implementing agencies at the district level.
Mr. Chikwakwa said yesterday that he has identified a lapse where the districts were not getting adequate funding which made officers fail to implement and monitor developmental programmes.
He said he was going to fight and ensure that the money moves from the province to districts where it is supposed to be translated into services and goods that benefit the people.
He was speaking at Chisangwa Youth Resource Centre in Chief Kalasamukoso’s area before he was taken on a conducted tour of the centre that is training and mentoring youths to become self sustaining farmers.
The centre has so far trained 130 farmers who have been settled and have adapted to using ox-drawn power for cultivation.
The centre has this farming season cultivated 14 hectares of maize and expects a bumper harvest of 2,600 x 50 kilograms of the grain.
After taking a conducted tour of the 14 hectare maize farm and a cattle ranch, Mr. Chikwakwa said he was impressed that the centre has managed to produce results without donor funding, adding that government will not fail to support projects that implement its vision.
He described Chisangwa as a strong base that government would need to establish across the country as a way of empowering the youth.
Mr. Chikwakwa assured Chisangwa Youth centre manager, Action Chibanga, that as PS he was going to embrace all institutions that implement development and will remove selfishness to ensure all the financial resources reach sectors that are producing results.
The PS said he was happy that the centre was receiving K8 million per month but said there was need to increase funding to enable it expand on its programmes.

Hi Ba Moze, its true lapses are there in Luapula. I have colleagues up there in some of the districts and they testified that staff at the Province have no regard for them where funds are concerned

Well, the PS could be right. Luapula has been notorious in the past as funds meant for district never reach or if they do only a small fractions goes to the officers who are supposed to implement and monitor programs

Actions speak louder than words. It is part of his job to ensure that resources reach the intended areas. He seems to be seek publicity every time he does something. Is he preparing for 2011?
