ACC discontinues the case against FRA Executive Director without giving reasons

The Anti Corruption Commission-ACC- has discontinued criminal proceedings against Food Reserve Agency(FRA) Executive Director, Anthony Mwanaumo.

ACC Acting Director General, Rosewin Wandi, told Journalists in Lusaka that the proceedings where halted last month following instructions by the Director of Public Prosecution-DPP.

However, Ms. Wandi could not say why the DPP decided to discontinue the case.

The FRA director was in February this year arrested by the ACC for abuse of authority of office.

The Anti-Corruption Commission (ACC) also said that it has handled a total of 428 corruption and non-corruption cases in the first quarter of 2009.

Ms Rosewin Wandi announced that out of the cases 155 were corruption complaints, while the other 273 cases were non-corruption related cases.

She added that corruption complaints were investigated while 74 cases were not.

Mrs. Wandi said the ACC also recorded seven arrests during the first quarter saying a total of 56 cases were undergoing prosecution cases at various stages before the courts of Law.

She said seven convictions were secured which included high profile cases involving former Zambia Air Force(ZAF) Commander Brigadier General Emmanuel Singogo and former Lands Minister Reverend Gladys Nyirongo.

Meanwhile Mrs. Wandi said the commission had continued to face challenges such as staff retention which still remained a challenge due to unattractive conditions of service.

She further said also need for the Commission and the governance secretariat to quickly conduct the corruption diagnostic survey.

Mrs. Wandi said this would provide new data and information on issues of corruption and governance as this would enable the commission to come up with timely and focused corruption interventions.

And Mrs. Wandi has said the ACC Act would be reviewed to improve operations of the Commission.

She said protection of whistle blower would be guaranteed in the revised Act.

  1. The case is closed, period! This is what Baby C and I were talking about this morning. There are more important things to do than spend precious time & energy in courtrooms while the cost of living keeps rising higher everyday.
    The FRA Director may now go back to work.

  2. Nine Chale that sounds like a mind of a dictator. Case closed and no more questions!! You can not run a country like that. People will never take the Government serious. This attitude is common among africans. They never stay focused and always decide to leave the procedures when they feel like. The State and its people should learn to respect the law. if this can not be done then forget about development. You are saying that the Govt should move on to handle other serious matters? These matters will also be abandoned because the same people carry the same attitude. Those who run the system should respect the system.

The FRA director was being questioned amongst other issues about the alleged importation of GMO maize.Do u know what sort of damage this GMO maize can cause to our yield if not controlled?The answer would be devastating to our economy in terms of agriculture so this should be a source of concern. There has been too much political interference on this case from the especially that the presidents son was involved in the alleged scandle.Yes we should be concerned and the investigation is not a waste of time and resources

    I was on the same plane with Nine Chale in 1991 when we left zambia aboard “Air Jordanian” !

    Nine Chale hope you remember. Then we touched london first and sleept at the coburg hotel near kensington Gardens!! Those were the days. Now we are at LT contributing positively to the country we love.

  7. I smell a rat…CORRUPTION!!!!!!!!!! If a case is closed you are supposed to give reasons..such as there was no evidence to continue with the case..or something to that effect.

Check your facts or dont report at all if you dont have the time to double check your information. General Singogo’s first name is NOT Emmanuel!!

  9. This must be a directive from higher authourity. The people in higher offices usually do such when they know that the prosecution of the suspect or culprit can unearth some information that can link them to some serious scandals

  11. The ugly face of corruption is back in a big way in Zambia. I think it all starts from the top and has been trickling down since those tears of RB and Mpombo at the cathedral. LPM was just a great leader and these thieves don’t know where to start from and end their pathetic leadership incompetence. Vote them out in 2011.

  13. The DPP is the prsecutor not the ACC. So if a case is not in public interest and their is no chance to win, DPP can stop a case. It is better now than later on to enter the nolle.

So how come the DPP is behaving the Kashiwa kashiwa style? we are watching and when the temperature reaches the threshold, we will boil.

  20. Had the case continued bigger fishes would have been implicated in the mix, therefore, the only logical thing to do is discontinuation of the case. Unfortunately our only mouth piece(The Post) have their hands full at the moment.   21. I think the post should give us more details. It looks like the top leaders are involved in the FRA issue, especially when you think of RB’s son who imported GMO maize. It’s unfortunate that ACC are appointed by govt. It would have been efficient if it was an independent body. Alas, it cannot persecute the hand that feeds it.

  22. This is lear that fight against corruption is fight against those who are not well connected to the top. Why should we hunt some people while others are left to steal even more? The case has been droped without any reason. This is the end of the fight aginst coruption coz at the pace we are moving all plunderers will be free. And infact Chiluba is free. What else do you expect? It will be so difficulty to jail Chiluba since RB and others are involved in the same corruption. LET’S JUST WELCOME CORRUPTION IN ZAMBIA AND STOP WASTING MONEY ON THIS UNFAIRE FIGHT. Ask your selves why Britain disclosed the amount of money it has spent on the fight. Is it not that they have observed that there is nothing happening? WATCH THIS PACE.

  23. MMD is highly corrupt, it seems. They cannot percecute their own coz their hands are in the dirty game – corruption. First Dora, now Antony. RB, we can see whats happening. Only if you can see the implications to all this arrangement, you would not keep silent. Big shots hail corruption, first RB protects the son over GMO maize which he imported, second, Kunda protects Dora over corruptions she committed at her Ministry, now the one who fights corruption himself, DPP, protects Antonny, Oh my goodness. We headed for doom if we as Zambians dont wake up. This time, its only us Zambians who can protect tax payers money from being squandered in front of our eyes. Lets not look to govt at this point in time, coz we’ll be very frustrated. The post can help a Zambian see the truth.

  25. This is nonsense at its best. Why did they announce in the first place that the man was under investigations when they knew they would drop the case without giving reasons. They have surely forgotten the Bulaya saga, pipo rose up even when mighty Levy decided to drop the case. We shall surely demand for a more reasonable explanation from madam Wandi because tax payers money has already been spent on the fruitles investigations that they carried out and if at all there is any nonsensical political intereference at play, they surely must play their cards right because we will expose them just as we have managed to expose Dora and her red lipped boss.

  28. Which part of Zambia is Mwanaumo from? What are his roots, may be that might tell us a bit more why this man’s case has been dropped with out giving reason.

Try and learn more when Aka has just moved from ACC to Plot 1 as special advisor to RB on refined corruption and maybe that connection will guide you.   30. It is simple the tarpulins in question were 50 for K1.4Billion from MMD Financier Nyimba Filling Sation and 200 for K1.3 billion from Gourock. There is no evidence to take to court for the 50 tents coz they were actually black plastics patched up in glue. I saw the tents in Choma and Chambishi-and A LOT OF Maize got soaked due to the quality of tents. CASE CLOSED But the last laugh is with the formerly arrested thieves, who had warned us case was going no where. Guess we just made some allowances to visit possible witnesses…………..Ka night allowance pela
