Siliya should have resigned much earlier to avoid waste of public resources

Federal Democratic Party, FEDEPA, and President Alfred Sayila has welcomed and described as long overdue the resignation of Transport and Communications Minister, Dora Siliya.

Reverend Sayila, however, said Ms. Siliya should have considered resigning from Cabinet much earlier before the tribunal was instituted.

He told ZANIS that Ms Siliya’s resignation from her ministerial position should have been done much earlier to avoid a waste of public resources and time.

He accused the former minister of failing to make effective use of guidelines relating to resignations from public office.

Rev. Sayila has, however, opposed calls for the resignation of MS Siliya as Member of Parliament.

He said Ms. Siliya should remain MP because she was given the mandate by the people in her constituency.

Rev. Sayila accused those calling for the resignation of Ms Siliya of harboring malicious hatred and were clearly showing their ignorance on matters of the Constitution.

Meanwhile, New Generation Party President Humphrey Siulapwa has commended Ms. Siliya’s decision to resign as minister.

Mr. Siulapwa told ZANIS in Lusaka today that the decision by Ms. Siliya to resign is a testimony of maturity and professionalism.

And Forum for Leadership Search, executive director, Ediwn Lifwekelo has also saluted Ms. Siliya for the bold decision to resign.

Mr Lifwekelo said Ms Siliya’s resignation should not be treated as a sign of guiltiness but a moral responsibility as demanded for by the people.

  1. Rev Sayila,You should understand that democracy is expensive and there nothing wrong exploring all the legal avenues to prove one’s innocence or guiltiness.

  2. nothing much to say here about miss Siliya, but 9/10 of the Zambian Cabinet needs to resign aswell. Our next level of development is only 20 leaders away. Everyday this number stands. Olympia chick did you see our African first ladies? Cameroon in particular lol.

  3. I checked my books this noon and made a progressive discovery, It appears as though she resigned in the actual fact it is CONSTRUCTIVE DISMISSAL!

  5. Its good that she has resigned though as leaders, the Zambian leaders should begin to understand that if at all the electorate loses confidence in you or have questions about your conduct, it is always wise to resign than fighting it out back and forth in the media.
    Poeple should resign on moral grounds.
    As for our leaders, can you have a transparent system by which you are nominating some of these people to high profile positions? We need people who understand and respect the law, people with a good conduct and a credible background and above all are willing to serve the country diligently and not to enrich themselves. You would be avoiding some of this Dora Drama… I guess change needs to come to Zambia – its long overdue

  6. The right procedure would have been for Govt. to suspend Dora from her position pending the outcome of the Inquiry. The inquiry itself was necessary.

    My dear I guess our push for wisdom on this bloggersphere called LT has been heard. The greater majority is reading posts and thinking things through before they post. Hope you looked at the post of CSI Nakonde, Mikomfwa tabled that phrase. I am of to more work so as my boss and I can pay taxes to our president Obama.   11. # 10, you raise a good point. It seems to me that we can avoid situations of this nature if we employed technocrats from the open labour market to run the ministries (i.e appointed to Ministerial positions) and had these positions ratified by Parliament. That way, a Minister is able to perform the functions they have been employed to undertake without the fear of undue influence from higher authorities and when they make mistakes, they become accountable to citizens through Parliament. I have always felt very strongly about the need to appoint Ministers outside parliament but I doubt that the current crop of leaders would even entertain the idea.

  13. #17 Olympia Chick.Iam also of the same view.The British system has lamentably failed us.As long as we have Lawmakers serving as ministers, fighting corruption and abuse of office will be far-fetched.Thats why ministers cant even be grilled by Parliament coz they are part of it.I mean how can somebody scold oneself? Its impossible.We need techcrats(Academicians,Established business Executives etc) to run our govt and reduce our MPs to lawmakers and believe me ,there wont be any conflict of interest.

  14. Olympia Chick , i hear you.. the problem is that we have politics of appeasement going on. Unless this system stops such issues will continue. Hence the reason we have had the same names running the government for ages depending on who is at the helm.
    I would like to see a total overhaul of the system and introducing knowledgeable team from the workforce but with the necessary credibility. And can stand up to anyone when the need arises, if you were just ‘installed’ in a position as a former party cadre etc, you are practically a yes bwana. I hope that this type of forum is viewed by some of our leaders to have an idea of what the public opinions are. Cheers all

  15. # 16, Just saw the pictures of the First Ladies and you are absolutely right. I hate to say this but the first lady of Cameroon looks like a drag queen, unfortunate but true, if you are only going by the picture. Angola and Swaziland are very impressive. Our own Thandiwe Banda did not do too badly I must say, although, one could easily mistaken her outfit for a ‘Kurta’ (Indian, Pakistani or even Bangladeshi attire). But, she looks waaaaayyyy better than Mama Cameroon.

  16. People you know that the Vice President misled the Nation on this issue. As Vice President, it is wrong to misled a Nation. In the case of our VIP, before he supported Hon. Siliya, he studied the case. So deep down in his heart he knew that the Minister had committed an offense. But he (VIP) chose to mislead the Nation and breach the constitution of Zambia at the expense of one person. So the VIP is NOT FIT continue in this position, because he is a person who is capable of lying to the Nation. He is a DANGER to the constitution of Zambia. WHEN PEOPLE VOTE FOR YOU TO LEAD THEM PLEASE JUST DO THE RIGHT THING…..

  18. #16 Chick it is the article on The Barclays Bank robbery in Nakonde. Great take on bringing in ministers from the public and public sector and have the people and constitution deal with them. Just like the original founders of the US wanted term limits for congress. Neither did they want lawyers, lol.   19. # 24, alright truth, talk later. # 22, you are absolutely right about the VP, but unfortunately, our institutional systems have not evolved fully to allow for such a domino effect. After the Dora Saga, it might have to take a similar petition for the VP to be brought to book. I will not hold my breath for Bwezani to do the right thing in the case of his deputy.

    Among most if not all the allegations former Minister Dora was alleged to have committed it appears she was cleared without a fault.

    The issue of overlooking the Zambian Constitution was just something new that came up due to the final ruling of the judges.

Professionalism, my a$s! People are saying she should go as MP as well because she violated the Constitution which she swore to uphold as an MP.
    I’m still confused as to why the tribunal chose to release the report of their findings to the President only without simultaneously giving a copy to the petitioners like Harrington. And to the media, they only released last 3 pages of the 107 report… Was this report such a secret, I thought it was for meant for the public consumption; or at least even the petitioners. The way we do things in Zambia just amazes me!

  26. I like gallant judges of the bench, it reminds me of the bravest of them all, Judge Musumali MHSRIP who sent Kaunda’s son to the gallows. These guys told Nyama Soya that “she’s breached the constitution, even you a bigger mortal, if you do the same you are impeached one time”. Nyama Soya was left “mauless”, it is agony sure!

  27. Zambians, especially civil servants, should from now on be very vigilant in policing these thieving creatures masquarading as ministers. If any one out there has a case “breaching” in nature against any one them, please report to Harrington so he can institute another tribunal. You bet the word tribunal is now traumatizing the likes of Mlongoti and Satamashimba.

  30. Good she is no longer in our office. Though its not her own decision but Nyama Soya’s . She is so rude and corrupt. She thought she was dealing with her boyfriends whom she has been cheating on since her UNZA time. Let her also resign as an MP if indeed she has done it on moral grounds.
    As for these boot lickers…to hell with them. Now they have no words. Kunda also should resign or be fired coz now he has proved to be a danger to our peace and tranquility. Let all thieves be caged period. VIVA THE POST.

  31. Mama Siliya wasted our time. She was playing the innocent one because RB and GK opened their mouths. She is now gone (forever, i hope), and we want to see other culprits following suit. Dont waste peoples time.

  35. Rev Syila should understand that all humans suffer from indecision. Dora could have been wheing her chances and only when she was convinced that it was a no win situation that she decided to throw in a towel. What is important is that a lesson has been taught to all would be wrong doers and not when she should have resigned.
