A named Deputy Minister abusing govt cash, Auditor General

Auditor General Anna Chifungula says a named Deputy Minister has been drawing huge imprest to finance frequent trips to his constituency.

Ms. Chifungula says the Deputy Minister has been threatening his controlling officer each time his requests are questioned.

She disclosed this when Secretary to the Treasury Likolo Ndalamei made submissions before the Parliamentary Public Accounts Committee in Lusaka, Monday.

But Mr. Ndalamei said ministers claiming imprest outside the provisions of the Public Finance Act should be reported to the Secretary to the Cabinet.

    Surely, there should be a limit to how much he can draw !

  2. Thats corruption, he must resign. If the Auditor General named the minister, why can’t LT give the name?

  3. This culture of withholding names and failing to shame crooks is what is destroying our culture. And if a deputy can be doing that, what more the main boss. Ministers are servants and not 7 girfriends funders from govt coffers.

    Why do we take time prosecute such character in the name of justice? Mind you these issues of that make the country ungovernable. Learn from other countres before it is too late.

  6. In UK MPS are being probed over the mmisuse of money “expenses” and are being asked to pay back or face the consequences, i think it should be the same even here in Zambia so that the upcoming ministers should know how to utilise public funds.

  7. It is normal in this govt. Stealing in daylight. They ve stopped stealing at night. They are not afraid of any thing.

  8. Let the Zambian parliament and ministers learn from what is happening to their colleagues in the UK. Even the Speaker has announced he is stepping down. Some MPs will not stand at next general elections. We need such kind of accountability from our Zambian leaders too.

  9. Iam shocked that this Deputy Minister is not named.Why are you withholding his name when he is plundering our money? These lawmakers should learn to live within their budgets.

  10. I am amazed how Commonwealth parliamentarians behave as though they are unruly pupils in a classroom. Even the Auditor G is not without blame here. I miss KK. He would have sacked them all by now. Why are some people so feared that they are untouchable? RB fired Shaks for a small thing but cannot fire a deputy minister for financial misconduct??? These guys are appointed by RB and so the buck stops with him. Perhaps the auditor General should report to the appopinting authority not the cabinet sec.

This is wrong ladies and gentlemen. A spade can never be a spoon. A thief is a thief and for national security’s sake, he/she must be exposed.

The fight for transparency is not for the law enforcement agencies only.

  15. That’s not transparency if culprits are only reported to the secretary to the cabinet. Is there no provision, in the Zambian law, to prosecute these do no good ministers.

  18. Auditor General Anna Chifungula, you are like an unbound Eagle in swift flight. For with tanacity you are carrying out your tasks. Who ever is in the next government should continue with you as Auditor General. Yes we should get the name, but at times when an investigation is still undergoing too much has to be held back, patience my fellow bloggers the culprits shall be known. Great News this Tuesday though.

Great developments that foxes are being uprooted in Zambia.   21. A named Minister, named minister, named mininster wakwisa… give a tag to the fellow. Chiluba mumulumbula fye without hesitation. What is so special about this named ministere whom you cannot name? He may not exist, I suppose.

  22. Please extend the same investigations to the Army , Airfirce and ZNS. Its a pity LPMs so-called corruption fight only limited its scope to the defence servics chiefs that were there during FTJ. Askk any soldier officer around and they will tell you how rich chisuzi, chisheta and mapala have suddenly become. They carry out abroad tours with imprest equivelent to the cost of the hearses RB has bought from china. Probe chisuzi especally that he has been the longeest serving and has surrounded himself witha clique of tribesmen to cover his footprints.

  23. This is the reason why the K10bn main suspect can have the courage to go to court and claim that the decision by ACC to seize his assets is irrational and unreasonable.

    How on earth do they allow such wasteful behaviour when 80%+ of the population is poor, much of our budget is donor financed and our tax base is very narrow.

    These “Over Educated MMDs” may have failed Arithmetic at school, but why can’t they easily figure out that something is terribly wrong when a Government employee earning very little money turns up with a string of High Value assets without showing proof of how on earth he got them.

    Even if we have claims of witchcraft money making schemes in Zambia, some wealth can not be justifiable without proof of acquisition. Money doesn’t grow on trees

  24. Revolution is the only way out. We should call for revolution in Zambia otherwise poverty will continue while the family trees ill keep on raping our money.
