The National Constitution Conference (NCC) has submitted seven names of its delegates to Secretary to the Cabinet Dr. Joshua Kanganja for possible disciplinary action following their absenteeism from the plenary on three consecutive times.
NCC Spokesperson Mwangala Zaloumis explained to journalists during a press briefing that the names have been submitted to Dr. Kanganja to take appropriate action as the appointing authority.
Mrs. Zaloumis said upon confirming the status of the concerned delegates, the Secretary to the Cabinet, working together with the sponsoring institutions, will decide on what action will be taken on the delegates in question.
She said in the interim the seven would not be allowed to attend the NCC deliberations and will not be given any allowances until their case is concluded.
Mrs. Zaloumis explained that the move was taken because the NCC guidelines stipulate that if delegates are absent from the deliberations for three or more consecutive times, the Secretary to the Cabinet, who is the appointing authority should take appropriate action.
Meanwhile, the NCC spokesperson has disclosed that the work of the NCC is now at adoption stage.
Mrs. Zaloumis said the adoption process is being done by a bigger and more widely representative group in conformity with the demands from the stakeholders.

Hmmm! is it the same case where some delegates were getting allowances without attending sessions? if so arrest them for theft or corruption or whatever yu lawyers know better. if it is purely absentism, then just bar them and life continues.
Politicians, who decide our national agenda, have decreed that the Constitution is the problem. They have hyped on the powers of the President as the real reasons the country is on its knees. We, true to character, agreed enthusiastically.
Our general laws and the Constitution do not suffer terminal deficiencies to undermine the viability of the country. This does not mean the present Constitution is ideal. Far from it. I am not saying the State does not need strong dosages of progressive legislation to make its activities transparent and accountable. The country’s failures are not necessarily as a result of inherent inadequacies of our laws.

I have been wondering what people mean when they say Sata is under educated. What is the understanding of someone being undereducated. If someone know the job whilst working the person is educated in that area. He understands more than a person who would have gone to university who only has theories which dont work. Theory and pracaticals are wide apart. What Zambia needs is someone practical. Even in countries like the U.S.A and other developed countries how many of their presidents had degrees and what where the result. One thing is for sure ZAmbia need some pratical. degree are just papers of which people end up knowing the particular job only at the work place and at times being taught by a person without a degree. degree should not be an issue.
#6 Trigo. In USA education level is not one of the requirements for presidency. That would against the universal rights of an individual. This guy who is talking about education all the time should be asked if could only accept vote from fellow degree holders if he stood for any office.
