Government advises against speculations on the K27 bn scam at MoH

ronnie_shikapwashaGovernment has advised the media and the general public to desist from drawing conclusions and speculating about who is guilty in the on-going investigations into allegations of theft of billions of Kwacha at the Ministry of Health.

In a press statement released to Zambia News and Information Services (ZANIS) this afternoon, Chief Government Spokesperson, Lt Gen Ronnie Shikapwasha, said it is imperative that the public do not pass judgment about who was involved and may have benefited from the money or if anyone is being shielded from investigations and subsequent prosecution.

Lt Gen Shikapwasha said desisting from speculations and insinuations will be in the interest of fairness and in order not to prejudice the investigations concerning the reports that some officials at the ministry may have pocketed more than K27 billion meant for procurement of goods and services for the ministry.

He reiterated that President Rupiah Banda has ordered that forensic investigations be carried out in the matter and appropriate investigative wings, namely the police, Anti Corruption Commission (ACC) and the Drug Enforcement Commission (DEC) are involved in the investigating the matter.

Lt Gen Shikapwahsa stated that the investigative bodies must be allowed to do their work without external influence, adding that these bodies will determine, after, investigations, who the suspects are or who benefited from the stolen public funds and recommend appropriate action, including prosecution.

The Chief Government spokesperson said it is the wish of government that the three investigative bodies will be allowed to do a professional job and prosecute all who are involved, and assured that government has no intention to subvert the work of the three bodies and no one will be shielded from prosecution whatever their status in the government or the ruling party.

He added that it will not help matters to speculate about the beneficiaries of the stolen funds or that some of the people being investigated may have connections with powerful people and that they were being investigated in order to protect others.

Lt Gen Shikapwasha said government appreciates the role the media are playing in sensitizing the public about the dangers of corruption and the thefts that may be taking place in government institutions.

However, Lt Gen Shikapwasha, who is also Information and Broadcasting Services Minister, stated that government is concerned that some of the media reports are based on rumours and unconfirmed reports which may be designed to politicize the investigations.

He said the information gathered so far suggests that individual officers in the ministry may have been the culprits, adding that it is therefore, highly mischievous to suggest that the government or the ruling party had a hand in the dirty work.
Lt Gen Shikapwasha appealed to those who wish to know the truth about whether the ruling party benefited from the scam should contact the party spokesperson and not engage in publishing insinuations by some of the suspects or their political sympathizers.

Trying to hide the truth in covering for Dr. Chituwo and Dr. Miti will come to haunt these criminals. Zambia has a rotten system were every information must pass through statehouse sucks. Govt boards entrusted with such matters must be free to give data at their own time and their own findings. Why should the chief criminal RB be briefed. Let the police and the ACC do their jobs. Probably the only way to have these people do their work is to have these positions elective..

And what about the morality of the mid-term gratuity? If the UK people can question their mps on the actual rules that allows them to do unethical things. I wonder which Zambian party will refuse to get their gratuity on moral grounds for the sake of the Zambian people?

  12. As if the public is stopping these investigative bodies from doing their work. Speculation or common public outcry does not affect investigative diligent work, if anything the miinister should be condemning the culprits not the public . The minister probably wants to quiet down the public because if the outcry continues which by all means it should will reveal a lot of dodgy government dealings. The minister himself is giving off an opinion thats it’s inidividuals rather than systemic failure by exactly how does he know this before investigation findings haven’t been published?

  13. i think that the minister’s advice is correct and timely. much as we are aggrieved we must check our emotions otherwise we shall be condemning innocent people. we still have many many honest, dedicated, hardworking and innocent brothers and sisters at MOH. let us not let these be condemned because of the acts of a few scavengers. personally i think that government has shown its commitment to the fight against corruption simply by the act of allowing the ACC, the Auditor General and other Law enforcement agencies to unearth this scandal (remember that it was not the work of the post). other leaders want to justify this scam by pointing to low salaries in the civil service as if when they were in government they ever did anything about it.

They also stole a lot of money during the ICASA which was held in Zambia and that lady to Prof Nkandu Luo’s loss of direction in politics. What do you expect from a party which has people like Mabenga, Katele Kalumba, Bwezani Kumbuyo Banda, Teta Katenga Malilo, Vernon Mwaanga. They must be ashamed of their behaviour.

    The media should continue speculating on the possible THIEVES as the case in not yet in court and to put pressure on Bwezani.

  32. Bwezani Kumbuyo Banda is still studying the tribunal of Dora’s case that is why he has not taken any action up to this time, we are no longer prepared to keep quiet anymore. While he was still buying his time the issue of image builders has resurfaced through the Kapoko and others saga. My observation is that our doctors have been fighting for positions at the MOH instead of taking care of patients in hospitals and clinics. Now we know the reason, to steal money from donors. MOH has been abused by the Govt that is why they campaigned hard that donors reduce direct support to the NGOs. Please donors may you channel resources to the NGOs so that a poor man and woman in Zambia can get some help in one way or another, stop giving money to Bwezani Kumbuyo Banda’s govt.

How come the Zambian Airways investigations had not even started and the Directed were being pointed at as thieves by the Government without giving cahnce for the conclussion of the investigation? The president was the first one to announce this and his intentions to shut down the Post, so what has suddenly changed? Now investigations should be concluded for anyone to say a word….tell that to Tetamalilo and Nyama Soya.

Maybe people will understand why Kashiwa Bulaya was almost shielded….these syndicates happen in all government ministries.   38. A few weeks ago RBB told the nation that during campaigns who could run out of money on the campaign trail and wanted to give up but when he went back to State House/Government House, he would find sacks of money.
    His wife, young Thandi, would encourage him saying God will provide. The question is, where was this money coming from? Something does not add up here. Was Dr Miti and Kapoko some of those people delivering the sacks of money. Kambani bwino an’dala.

    Coming to the lecture by Ba Shikapwasha – I think I support him in part for calling for reasonable approach towards this case. On the other hand, not only Zambians but international donors in general are particularly interested in the process and outcome of the case.

We hear Kapoko was arrested last Saturday to charge him and up to now, there is no charge, why can’t Tenta Mashimba Just admit that the idea of using the K10bn ($2m) scam to divert pipos attention from Dora Siliya’s Scam and RB’s Son involvement in $52m is not working? The investigations center on Kapoko but from the report, Best Home Lodge received less than half a billion. Out ot the now K27bn. And we hear MMD and ministry of health lodged there for that amount. As for the K1.9bn, we hear the police can’t charge him because it was awarded to him this February after the second bider wrote that he failed and Kapoko’s company was second and that’s how he was given. If the man has delayed supplying, and a financial institution had grantied to pay ministry of health should he fail, why…

  62. Instead of wasting time with speculation & investigations, here is what we should do: Lets take Dr. Miti & Kapoko to soweto market this friday. All citizens should come in their multitudes to witness as these two are either hanged or short dead! Then diclare an amnesty to all civil servants who have corruptly acquired national resources at the expense of the poor zambians. If they bring back all the loot & name atleast five other culprits, they will be let free!!! If they have to be revealed through investigations, they are to be publicly shot dead.   66. I thought DEC is suppose to deal with cases related to drugs. What is their job in a case involving corruption. Let the ACC and police handle the case. DEC should be chasing drug peddlers and not corruption cases. Misuse of personel.

  70. We need a forensic audit in the 100 hearses purchased by Tenta Mashimba. It is clear now that the going price of one hearse is only $9000.00 but Tenta Mashimba paid the chocholis $29,000.00. That’s over 300% the going price. Even if it is stealing! And can someone tell me why RP capital is still dealing with govt. when it’s clear Dora and RB’s son want to steal from us. (over K260bn!) And how can an interested party RP capital submit a report on the eveluation of ZAMTEL asserts. That’s supposed to be done by indepent pipo. RB and Tenta are keeping us busy with the K10bn while they keep stealing. By the time the K10bn issue is over, RB would be smiling all the way to the bank.   71. #66# Imiti Ikula, you asked me to give you more information about Kapoko. I did my homework and get some information not being released for you. May be that’s why up to now he is not charged. The ACC told us that Kapoko stole that money to buy the lodge last year. The Lodge started operating 2007, and all of us saw the beautiful vehicles, Fawazi in 2006 store a BMW X5 at from Kapoko’s residence. That time there were only three other cars of the same size in Zambia. Kapoko also owns an mining company in Mwinilunga and Mumbwa. And the same sources say that some of those asserts were bought as far back as 2004. If Kapoko was really guilty, he should have been charged by now. Read the lips of Teta Mashimba and Sata, it is clear both sides desired to have him on their sides for financial…

  72. Can someone tell me why the RB is giving so much contracts to chocholis even though the quality of their products is poor? Mobile hospitals, china! The fraud of katenga malilos, China! The building of Police houses and schools even in rural areas, china! Does this mean only chocholis are winning these tenders? Last time I checked most of these contracts have not passed through normal tender procedures. And it’s not about price or quality because one hearse worth $9000.00 is costing us $29000.00 in these deals. And why should the president be difensive about these?   74. In 2005, Parliament passed amendments to the National Health Services Act which saw the immediate abolition of CBoH. The Board’s roles quickly reverted to the Ministry of Health and consequently to Chituwo and Miti.
    So began the crime. It was dastard in nature and bold in its impunity.

    Regular funds from cooperating partners were targeted. Also funds that came from the President’s Emergency Plan for HIV/AIDS Relief (PEPFAR) and funds from the Global Funds against HIV/AIDS, TB, and Malaria. And funds from the National Budget.
    A nursing school was quickly set up and friendly lodges were recruited or built to cater for the workshops.
    And a friendly banker in Suresh Gupta was available.
