Chief Government Spokesperson Lieutenant General Ronnie Shikapwasha says government will promptly extend forensic investigations of corruption to other government departments and ministries.

Lt. Gen. Shikapwasha told ZANIS in an interview that effective measures aimed at extending forensic investigations of corruption to other government departments and ministries have since been put in place.

Gen. Shikapwasha, who is also Information and Broadcasting Services minister, said the move taken by government to extend forensic investigations of corruption to other arms of government will ensure that the plunderers of national resources and perpetrators of other corrupt practices are brought to book.

He said government through the Anti-Corruption Commission (ACC) and other Law Enforcement Agencies is working tirelessly to ensure that it gets to the root cause of corruption in government.

Gen. Shikapwasha said that it is saddening that allegations of serious corruption involving huge sums of funds have persisted in the country despite government serious interventions to fight the vice.

He said government will ensure that perpetrators of corrupt practices are brought to book in a bid to ensure that there is transparency and accountability in the utilization of public funds.

Gen. Shikapwasha further said that government will ensure that it fully supports the efforts taken by the ACC and other Law Enforcement Agencies to clean-up ministries and government departments as corruption was frustrating government efforts of attaining the goals set in the Firth National Development Plan (FNDP) and the Vision 2030.

“As government will not relent in our efforts of fighting corruption and will ensure that forensic investigations of corrupt practices are extended to other ministries and not only the Ministry of Health,” Lieutenant General Shikapwasha said.

Gen. Shikapwasha further appealed to all government officials and civil servants to adhere to the principle of zero-tolerance on corruption.

He has since called for the prudent utilization of public funds with a view to ensuring that development programmes are implemented within the prospects of this year’s national budget and donor funding.

Last week, a combined team of the Anti-Corruption Commission (ACC) and the Zambia police swung into action and arrested 33 Ministry of Health employees including Former Health Permanent Secretary Dr Simon Miti and sent them on forced leave to pave way for forensic investigations.

The 33 Ministry of Health employees have allegedly to have been involved into the financial fraud scam involving over K27 billion.

    No doubt the government has gotten good feedback in terms of the publics perception of their efforts in the fight against corruption, but lets not exploit this. While we are on the subject, conclude the Chiluba and Chungu/kaunda cases as well. Zambian lawyers must be rubbing their hands at the thought of potential fee income . After all, they seem unregulated and can charge any figure thats comes into their heads. Just keeping it real!

  7. The probe will probably take at a long time to complete if it involves high level officials. In those three years witnesses will change statements and evidence will disappear. And even if those culprits are brought to book expect to see them on the street in 1 month.The ACC and other regulatory bodies need to learn to deal with issues expeditiously rather than use snail time.

  16. For all we know permanent secretaries are the controlling officers. Why not first check their control systems. Is the govt saying no one has been auditing what and how PSs go about their work? If the control systems at PS level are crap then indepth investigatiosn will be very long winded and will cost the country a lot of money. Sounds like financial management in Govt is really crap.

    Please 17 year old MMD GRZ, can you make sure you balance the salaries and allowances for politicians (Constitutional office bearers) and Civil Servants to an acceptable level. Once the expenditure with regard to pay of all these groups is about the same, the problems of corrpution will come to an end naturally.

While the current MMD led by President RB Banda through the continuation from late (former) President LP Mwanawasa is far much better than the MMD that was led by Mr Chiluba FTJ, helped by the Undereducate, I am asking you NEW MMD to make sure all those characters who brought corruption to Zambia are brought to book.

    Make sure, NEW MMD, you sensitise the voters through RADIO AND TV about how bad the MMD dissidents made our country and great NATION ZAMBIA to be in this state of terrible confusion. This is because no sane human being can accept that the corruption cases we are now reading started only 7 months or 2 years ago when President RB Banda joined the Mwanawasa Administration.

  28. 49 Ba Moze greetings and thanks. Aba bantu sibanvela bad. The real problems which lead to corruption are well known and they all started between 1991 – 2001 when irresponsible and insufficiently educate characters took over the running of Zambia.
    The destruction of the ill-educated characters to Zambia has taken long and hard effort to bring back to normal. This is why my new message is Prevention is better than cure. Let all normal Zambians make sure that characters who failed us in the past, i.e., 1991 – 2001 when they ruled Zambian with iron fists, are not given another chance to totally collapse the remaining ruins we have. This is because the reconstruction progress is yielding positive results under President RBB.

    Also, all patriotic Zambians need to provide information that implicate such characters in their past and current bad behaviour to the investigative wings of GRZ. I just hope the investigators are well paid and motivated to allow them carry out a good job at the end of the day.

    Whatever the case, I believe Zambia is in safe hands under RBB 4 now.

The document is quite detailed and gives names of those people involved in the K10billion scam, and the matrix that was formed to funnel public funds into individuals pockets. It mentions Rudo Tukuza Chitengu as the jilted ex who dropped the roof on Kapoko and his cronies, but only after she benefited from the chap. It mentions the DFID woman as the one who leaked the mobile hospitals story to the post. Awe sure fye. Quite an interesting read however, it seems to have been authored by RB’s image builders

Even if the judge set bail at K5bn with two working sureties of 2.5bn each he would pay.   66. The rot at the Ministry of Health is rooted in one single decision made by the government of Mwanawasa.
    On 25th July 2004, President Mwanawasa announced that he would abolish the Central Board of Health (CBoH) arguing that it employed the bulk of health professionals leaving hospitals and clinics unmanned. He also accused CBoH of carrying similar functions as that of the Ministry of Health.
    This position was supported by his Minister of Health, Dr. Brain Chituwo and his Permanent Secretary, Dr. Simon Miti.
    Chituwo informed the nation that to carry out the dissolution, government needed K400 billion to cover the cost of the structural changes and also required statutory amendments to the National Health Services act of 1992.

    They succeeded.
    In 2005, Parliament passed amendments to the National Health Services Act which saw the immediate abolition of CBoH. The Board’s roles quickly reverted to the Ministry of Health and consequently to Chituwo and Miti.

    A separate ledger is kept and managed by Gupta himself away from the prying eyes of the bank staff and regulators.
    It is this ledger that has attracted attention from investigators.
    Dr. Simon Miti and others are said to appear on this ledger.
    So is Mrs. (Dr.) Maureen Mwanawasa who is said to have USD10million (K47bln) in her account!
    Could be the reason Maureen demanded to be Banda’s Vice, or his Minister of Health?

Here is a simple test I’ve devised to help you know who is on whose side and who is corrupt: Pull out all the photos of the following people from the archives of LT, put them side-by-side and compare their noses: RB, Shikapwasha, Mulongoti, Mpombo, Tetamashimba, Sata, HH, Sakwiba, Funjika, Musengule, Singogo, Sande Kayumba, Dr. Miti, Dr. Chituwo, Maureen, Chiluba, Regina, Sondashi etc,etc. The bigger the nose, the more you’re attracted to corruption. Also, the majority of the big noses almost invariably belong to one party. Guess which party!!!

  79. Its time Government took decisive action to clean up some of these Ministries. Frankly this has been an extremely embarrasing issue for Govt.
