Former Local Government and Housing Minister Sylvia Masebo has
denied allegations of corruption in the procurement of 100
hearses,150 constituency vehicles, boats and utility trucks.
Ms. Masebo has challenged her successor, Benny Tetamashimba to state clearly the people that were involved in the purchase of the 100 hearses at a cost of US$2.9 million.
Ms Masebo has however, described the move taken by Mr.Tetamashimba to call her and explain to the public about the transaction of the hearses and other vehicles as cheap political propaganda.
She told a media briefing in Lusaka today that Mr. Tetamashimba, who is the current minister in the same ministry, was aware of the transaction of the hearses for which, K14 billion was been paid towards the purchase during his (Tetamashimba) tenure of office.
She charged that the decision to purchase the hearses was made in May last by her, with the help of the former Permanent Secretary (PS) Joel Ngo and Mr. Tetamashimba himself, who was then Deputy Minister with Dr. Eustachio Kazonga.
Ms Masebo explained that she was responsible for making decisions but did not take part in the implementation processes which was regarded as any administrative matter and required the attention of the Permanent Secretary and Directors in the ministry.
She pointed out the decision was reached at after various consultations from the Directors within the Ministry of Local Government and Housing, the Zambia National Tender Board (ZNBT), which even advertised for tenders to supply the 100 hearses to the Ministry.[quote]
She stated that that it was irresponsible for Mr. Tetamashimba to claim that there were some irregularities in the transaction when he was part of it as a Deputy Minister.
Mrs. Masebo added that there was no need for Mr. Tetamashimba to claim that he does not understand the transaction, adding that the implementation process and partial payment and delivery of the hearses were made during time he took over the ministry as minister.
She further advised Mr. Tetamashimba to stop issuing reckless statements but instead report the matter to law enforcement agencies that can come up with a conclusive report for the public to understand the transactions.
Ms Masebo was reacting to Mr. Tetamashimba who said he has reported her to the Anti Corruption Commission and the Auditor General Office so that she could explain the transactions in the purchase of 100 hearses to the pubic and President Rupiah Banda.

Honestly , I have no problem understanding the hearses could cost as much as $29 000 ,because those are utility vehicles.Let him not compare them to second hand Japanese vehicles which can cost as less as $1000. Alternatively,they can find out the actual price in China and determine the reasonable cost range that will also take into considerations all the costs and the supplier’s incentives to do business.The hearses are in the same category as a Land cruiser or a Jeep and lets loo at the average cost of these vehicles.

While we accept that $ 29,000.00, It is unfair to ask Masebo to explain the cost of hearses. This question should be directed at those who evaluated the tender. Top Motors was the lowest tenderer. The evaluation was done after Masebo had already been fired by RB.
The facts are thatOn 24th September 2008, ZNTB wrote back to the ministry through the P.S informing him that, they had floated a public tender in the press as per procedure and that at the close of the tender on 19th September 2008, bids from four companies had been received. These were as follows;
1. CFAO Zambia Ltd – Minimum Bid: US $3,285,100.00
2. Toyota Zambia Ltd -Minimum Bid: US $4,702,200.00
3. Southern Cross Motors Ltd – Minimum Bid: US $3,412,000.00
4. Top Motors Ltd – Minimum Bid: US $2,920,000.00
It apears Masebo has bin unsettled coz she is not coming up with a tagiable defence. Teta knows something may be that time he was sidelined. Its sour grapes issue. Self destruction they know what they used to do in terms of deals.

On 15th July 2008, the Permanent Secretary wrote to the Director General of the Zambia National Tender Board (ZNTB), requesting them to float the tender for the purchase of the 100 hearses as their total value was above the ministry’s financial limit. This is in accordance with ZNTB procedures. What this meant is that the ministry … could not be allowed by law to find a supplier for the supply of the 100 hearses. Only ZNTB is allowed to find a supplier for such a big order (Source: The Post)
As per procedure, ZNTB requested the ministry to evaluate the bids and make a recommendation for their consideration.

I believe, the move by the mighty UPND is to make sure that pressure on the president is reduced and also there is no power struggle on taking over party presidential leadership in an event where a sitting UPND president dies following the experience of disintegration that the party had after late former UPND president A.K. Mazoka died in 2006.
The PF can equally do what is necessary for them in terms of party positions, so that they are not aggrieved in the PACT.

Masebo has said there were 3 bidders and the chinese were the lowest at 2.9million USD others were all tendering amounts more than USD 3 million. How does it happen for us to say the hearses cost 9K each? To me, we got a good deal from the cheapest bidder unless one tells me that there were insider dealings with all the tenderers. what we should then address is the level of markup being applied by the various bidders to governemnt contracts across the board. How can one make operating profits of 300% on pubic contracts? We are selling hummers and nails for the price of a limb and a life to the masses.

RB okayed the idea of hearses but it was PF and surprise, surprise The Post! However, the point Teta is saying has been missed by Masebo. Even Sata made the same point and that is that the hearses cost $9k each. But the total Zambia paid was $29k.. My understanding is as follows: Top Motors told the Tender Board that they could supply 100 hearses for $29k each. Nobody bothered to check what the quality of these hearses would be. All they went for was the lowest bid. So the middle man (Top Motors) sources the hearses as per contract, but the cheapest they could find, and they supply with $20k profit on each. Bob’s your uncle! Dora was vilified for refusing to use middle men. This is the result. The fastest growing business in Zambia in last 10 years was ‘Supplying.’
If this Malupenga-Maseba consortation is true, doesn’t it blow open the ‘reliable source’ who helps the Post dig deeper? mmmm bedroom whispers! Anything can be said in that situation… like ‘Nkakushitila inchinga!’ I would not trust the source anymore.
Viva Masebo; after her appearance on Muvi TV’s live talk show last night, I have come to understand this lady far better. She’s a woman of substance and a hard worker. The purchase of the hearses was handled very well and transparently. I just wonder how Teta failed to understand what went on! I wish Masebo could become minister again.
