Councillor justifies beating up accountant

Mazabuka Central ward councillor, Lloyd Buumba says he has no regrets for beating up an accounts officer at Mazabuka Municipal Council who delayed in issuing him a K2 million cheque because he needed money to save the life of his grandchild.

Mr Buumba told ZANIS in Mazabuka today that the beating resulted in the accounts officer, Christopher Tembo, paying him cash as directed by the Director of Finance.

He said he reacted violently just like any other citizen would because he badly needed money to buy milk for a day old baby and save its life.

“I was made to wait for the cheque from morning up to the time the bank closed and before that I told them that my daughter had delivered and the hospital advised that I buy milk but since morning the baby had been waiting for milk. So what do you expect me to have done apart from venting my anger on the young man?” Mr Buumba asked.

Mr Buumba said it is sad that the accounts officer only responded after being beaten.
He warned that he will not tolerate indiscipline, arrogance and lack of respect for retirees by council staff.

Mr Buumba also said demands by unionised workers that disciplinary action be taken against him do not hold water.

But Zambia United Local Authorities Workers Union (ZULAWU) branch chairperson, Mushiba Crinco, maintained that disciplinary action be taken against him for breaching the councillors’ code of conduct.

Mr Mushiba said 53 unionised workers at the local authority have so far petitioned Mayor, Shaderick Mwiinga to take action against Mr Buumba.

He said it is unfortunate that the councillor still believes in resolving problems through fighting instead of approaching issues in a civilised manner.
Mr Mushiba said his union is just awaiting a response from Mayor Mwiinga after which the workers will chart the way forward.

Last April, Buumba won a case in which he had sued the council for wrongful dismissal in the Industrial Relations Court. The court ruled that he be re-instated and paid all his outstanding salary arrears and terminal benefits since he had reached the retirement age.

    Imagine if we all had to be beaten or beat someone to have things done. What a world.

  2. I think we should all be doing that. When somebody in the bank delays, beat that person, When you’re paying bills and they are not attending to you in time, beat them up. Nice solution, I like the idear.

  3. definately do not support violence,, its wrong! but i guess we are all have our weaknesses!!! But do keep in mind,sometimes the personnel at these particular offices tend to be really slow! you kinda think they do it on purpose, to be honest they give unnecessary grief!!!

  4. hell yee, mr chiluba must beat up someone to get back his $8.5m and i will beat him up to get my tax i paid from the year 1991 until today.

  6. Situational problem solving and risk management competencies lacking in this man. Twisted is his character. Son in-law beware! In future during conflct resolution with regard to your marriage, expect the worst.

  7. Am told the Councillor is actually the Provincial chairperson for UPND who has attempted to fire anybody who is non-Tonga. This could explain why such action was taken. The Town Clerck who is a North Westerner, is a target and may not follow up this matter. Human rights groups can follow up this matter.

  9. No guys I think Tembo was not assaulted. If he were he would have reported this Animal Buuma to police. Now look he is even showing off. I KAMBONGOLO BLAIMS TEMBO FOR BEING SO D.U.L.L or may be Tembo has been stealing workers’ money. WHY HAS NOT HE REPORTED THIS ASSAULT TO THE POLICE?

  10. Very hopeless excuse. How old is Tembo kanshi, to be beaten by a retiree. Anyway i can only speculate that Tembo comes from a well mannered family. Mr Buumba should try the kaponyaz whose trade is “fighting”. I can assure you the next time he will see people fighting,he ran for his dear life.

  11. maaah the culture of beating has just got into us!!! reporters are beaten, opposition suppoters are beaten, i don’t know what next we will do npw . . . this altitude should change or else . . . we will stop beating and start fighting . . . please we are all zambians!! lets take it easy

  12. Shame to this concillor…beating someone for monies!! why himself he does not have the money to buy a pkt of milk? Is a pkt of meleki costing that amount quoted inhere???
    And where did the dowery cash go.. These are the heavy drunkerds. Where is the husband to his grand daughter??? child born behind bars or what???
