DEC Arrests senior passport officer

The Drug Enforcement Commission has arrested a Provincial Registrar at the Passport Office in Kabwe for Money Laundering involving over one hundred million kwacha.

Commission Public Relations and Press Liaison Officer John Nyawali confirmed the arrest to ZANIS in an interview in Lusaka today.

Mr. Nyawali said Mr. Kennedy Chisumpa, 39, was arrested together with Brian Chanshi, a cashier at the Passport Office in Kabwe for laundering a total of K144, 000.000.

He said the duo diverted receipt books meant for the issuance of National Registration Cards in Lufwanyama District and later issued them to the public as receipts for the acquisition of new passports.

Mr. Nyawali said the revenue raised was not banked in the government revenue account but was used for personal gain.

He said the two have been released on bond and will appear in court soon.

Mr. Nyawali said the Commission is warning public officers who are in the habit of abusing public funds that the law would catch up with them.

The name Drug Enforcement Commission should be done away with as the commission seems to have more duties than drug emforcement,sometimes it’s confusing as to who is responsible for what between the DEC & the ACC. I don’t even think what those arrested committed is money laundering because they were not trying to hide illegally obtained money (eg from selling drugs or other illegal sources including bribery etc) but they were diverting money paid by the public which is meant to go into a govt account.I have noticed in Zambia we have a case called ”theft by public servant” that is the best way to describe this issue not money laundering.

  4. #6 Jigga walasa, i also get confused about duties of DEC and ACC they seem to duplicate each others job, government should either intergrate them with one terminology or abolish one.Moreover DEC hasn’t been effective in cutting down drug abuse on the streets. As a result of compromised judicial and justice system in Zambia pipo have now taken law in their own hands and they dont fear the law, leave those passport officer alone, next time they should target big amount coz ni zed ubomba mwibala alya mwibala

  5. Its sad that stealing in the public service is the order of the day. This is the result of not examining civil servants at NIPA which further emphasised on the value of being in the civil service. Chiluba messed up this country by doing away with NIPA. Qualifications from tertiary institution were used as an entry but NIPA was a must to add value to service. Now what do we see, wako niwako when employing and these are the results. Send the baggars to jail.

    What has DEC got to do with this. No drugs and no money laundering involved. Zambia Police or may be ACC are more suitable to deal with this.
