Mangani calls for stiffer laws on pornography

Home Affairs Minster Lameck Mangani has called for strengthened laws to deal with pornography and piracy in the country.

Mr. Mangani said there is need for punitive action against perpetrators of such acts as they have negative consequence to both the people and the government.

He said the Zambia Police Service has established the Intellectual Property Unity (IPU) to deal with these problems and has so far recorded lot of successes.

Mr. Mangani said this in parliament today in response to question from Chilubi Member of Parliament Obius Chisala Davis Mwila who wanted to know why government has not taken measures to control pornography and piracy in Lusaka, Ndola, and Kitwe.

He has however said the fighting pornography has remained a challenge due to its secrecy.

He said the IPU is working with the Ministry of Information and Broadcasting and has arrested a number of people piracy and for been found in possession of obscene material.

He said the simple sentence and fine for people found in possession of this is not adequate and people have taken advantage of this to continue dealing in these illegal activities.

Mr. Mangani said government is losing a lot of money through adding that it needs to be addressed so that it can also protect the musicians.

He further said government is meanwhile destroying all the materials that are confiscated in the operation so that they don not lands in bad hands.

  1. Could you not have used the word stricter instead of STIFFER? Pornography is something you cannot stop especially with the advent of the internet. It’s really a personal moral decision that cannot be influenced by govt despite whatever measures are taken.

  3. Even though I support Mr. Mangani 100% on the issue, pornography will be a tough nut to crack more especially with the increase in the number of people owning phones which have 3gp, mp4, wmv capabilities and access to the internet.

  5. If anything these guys watch the stuff in the confinement of their bedrooms.High time they came out and say bonse twalifitemwa.With internet access this things are just at the click of a button so lets not pretend

  6. Laws are there and adequate. There is no need for Mr Mangani talking about stiffer just because Kabwela was set free on what RB considered Porno. Mr Mangani may not realise, but he may have watched porno without knowing it.

    I have tried to prevent my kids into it ,,, but I still find nonsense on their sites…. DAMN!!!!!!!!!

  9. My wife & I enjoy watching some porn shows in our bedroom once in a while. I don’t believe someone should have the right to arrest us if he broke into our bedroom & found one of our porno DVD? There is need to define carefully where the government business starts and where it ends. As seen in Kabwela case, our Police have demonstrated lack of understanding of issues sorrounding the meaning of pornography on one hand and what the law says on the other hand. The minister must focus on what the real problem is. In my view it is the traffikers of such materials who don’t discriminate who gets their mecharndise. The point is we don’t want such material to land in hands of our children for example. It shouldn’t be about government having a right to decide what a man & his spouse do in…

  10. I totally agree with Mr. Mangani. Let us teach our children on the good morals and best sites to view on internet. If at all there is any software that blocks Pornographic sites, please publicize the software so that service providers block those bad sites. We do not want bad sites in our country and laws must be stiffened for offenders. I know this is a vicious circle but we can always start from somewhere

  11. #12 Dont tell us that you are not a porno lover. Just because your so called minister says this you also follow suit. Laws on porno and drug trafficking have been there from UNIPday but today you have even incooperated traffickers in your cabinet and grz boards. Am sure if the same minister said something to the contrary you were going to agree.

  12. Zambia is a christian country and as christians we do not condon materials which degrade women. The pirate materials are a product of organised gangs, they deal in illegal Drugs and Child Protituion. This is why i dont buy pirate DVDs, or CDs.,

  13. THE LEGISLATION SHOULD BE MODIFIED, THIS WAR CANT BE WON. THE GOVT NEEDS TO BE REALISTIC OTHERWISE HALF THE COUNTRY WILL BE JAILED. ALMOST EACH HOUSEHOLD HAS ACCESS OR SUBSCRIBES TO PORN. THE BEST WAY IS TO RESTRICT IT TO THE BEDROOM.

  14. #14 please explain to me how porn degrades women. Both women and men are naked in pornos. So who is degraded and who is not? Women always want sympathy for everything, even when they do things by themselves. Who has ever held a gun to woman’s head forcing them to act in a porno? No one, they go to these companies on their free will and they are told what will happen, they still go ahead and sign the contracts. After that should women cry and say porno’s are degrading to women? Women have made alot of money from these movies, e.g Lacy Duval, Jeana Jameson, Pamela Anderson, all these have made money from being naked in front of the camera, tell me if you consider them degraded, or maybe you admire what shoe they are wearing or what Escalade they are driving.

  15. Dear Zambians… Not porn, but everything that has to do with computers actually are for free. Free as in not needed to pay for. Free as from viruses, worms and foreing intelligence. Its called Open Source, the global movement to give Microsoft competition.

    You dont pay for or steal MS office, when you can have the better Open Office for free. You dont pay or steal an operating system as XP or Vista, when you can becosure you are not only a thief, but also a soon to come victim off all kind of viruses and stuff that is specially designed for people without a lisens.

    There is a free alternative to almost any thing when it comes to computers.

    By having Microsoft products that are not paid for, does not only harm your charma and luck in life, but will for sure infect your computer…

  16. Baane, lets not pretend. Porn is illegal when one is found using it in public and when it lands in the hands of minors. All of us love it. Pretence is not good, lets get liberated!

  17. It will be very abnormal for any adult to say he/she doesn’t like porn. In fact given a chance those who pretend not to like it would watch it the whole year.

  18. Porn dear friends remains a decision u either want it or not. Is it a bad thing? Let the users judge. In the advent of the net the government cannot play God with the citizen.
