Zambians Don’t Care.

I am inclined to believe that, Zambians do not care for anything that bares a “Public” tag to its name; Public schools, Public markets, Public parks, Public art, Public toilets; amazingly most Zambians don’t even care about Public funds. However, it is very upsetting to see how wasteful the government is becoming with Tax-paid and Donor- funded public funds and keeps on denying it.

President Rupiah Banda recently charged that co-operating partners should not blackmail his government by withholding donor support. Rupiah promised that he would not allow diplomats who present credentials to him to continue holding his Government to ransom by using threats to withhold funding as a way of resolving challenges facing various sectors of the economy. He boosted that Zambia was a sovereign State, where donors themselves choose areas they would like to fund and the Government never forces them.

What is disappointing and worrying is that such a mouthful, however, hopeless statement came from a president whose government is marred with corruption and equally dependent on donor support.

In any case it is not the duty of the donors to hold the government accountable. It is the right and duty of every proud Zambian to ensure that Public funds are spent in an accountable and transparent manner.

As if Rupiahs arrogance towards the donor community was not enough to blemish his government’s reputation and deprive the poor Zambians of any help. Citizens Committee Executive Director Gregory Chifire also carelessly charged that the donor community was just crying out too loudly over its demands for accountability of the resources it provides to Zambia. This statement is not only hopeless but childish, because like the former, it does not only shows lack of appreciation but frustrates the efforts of the donor in trying to assist the country in areas of national development. Perhaps as echoed by the chairperson of Denmark’s foreign affairs committee, Marion Pedersen, there are indeed other countries that would need and put donor money in good use.

The donors are not just crying out for nothing; let’s have a recap at some recent reports of misappropriation of public funds as reported in the media;

1. Commissioner of police Graphael Musamba has said investigations into the K27 billion corruption scam at the Ministry of Health are still on. The post; October 20,2009

2. “Former human resource manager in the Ministry of Health Henry Kapoko and nine others were on Thursday arrested by the Anti Corruption Commission (ACC) on fresh charges of theft by public servant, theft and money laundering amounting to over K4 billion”. The Post; October 31,2009

3. The Auditor General (AG)’s report is out – this time for the year ending 2008, revealing rampant misuse of funds in foreign missions, some government ministries and the Zambia Police Service. The Post; Feb 14 2010.

4. “The Drug Enforcement Commission (DEC) has arrested opposition Patriotic Front Ndola Central Member of Parliament Mark Mushili for alleged money laundering involving over 6 billion Kwacha”. Lusakatimes; June 18, 2010.

5. “The recent Auditor Generals audit report on Road Development Agency has revealed that the agency misappropriated about US$250 million (K1.4 trillion) which was released for various road works in the country”. Lusakatimes May 23, 2001

6. “About K1.7 billion at the Lusaka City Council (LCC) has allegedly been misused and police and the Anti-Corruption Commission have moved in to investigate the matter”. Lusakatimes, June 29,2010

7. “The Anti-money Laundering Investigations Unit (AMLIU) of the Drug Enforcement Commission (DEC)has unearthed a scam involving over K2 billion of fake claims for supply of goods and services to Government departments.

Needless to say this list can go on and on, It just indicates that the people of Zambia should also stand up to put an end to this ruthless and senseless abuse of public funds. I am afraid if we continue to stand aside and think that anything “public” is not worth protecting, the majority of the population will continue wallowing in abject poverty and the Re-“public” of Zambia would soon become a failed state.

  3. #1 am sure you are one of the beneficiaries of the abused funds and you want us to keep quiet in the name of we have already discussed the issue. Really? Is that the issue? Have we addressed the issue raised here. Do we exist to just talk for the sake of it and no action? The issue is to see concrete action on these abuses and we shall not keep quite until action is taken even if it means REPEATING AGAIN TWO TIMES TO MAKE IT TWICE on the same issue we shall until action is take. All the scandals reported and no action. Government has been promising action and they just want us Zambians to forget and go quiet.     Our attitude towards public property and resources must change.
    There is need for increased respect for that which belongs to the public at large, for public property and resources. We know that it is said “fya boma”, “niva boma” but this doesn’t mean that public property and resources have no owner.

We should take a hard and honest look at ourselves and not only point the finger at government; Zambians have condoned and/or participated in stealing and corrupt practices from private enterprise to government to non profits (NGOs). What has been itemized in the article above is replicated up and down the country, and involves private citizens. The chaps claiming payment for spray-painting and not properly tarring roads are mostly private local firms in collusion with public inspectors and RDA. Some prominent individuals have benefited from Kapoko’s ill-gotten gains, and see nothing wrong with that!
    There are two sides to a transaction. People should learn to put in a hard honest days work and show respect for and strengthen law enforcement agencies and the judiciary. Convict and lock…

I want to realy express caution on what the auditors maybe termed us an archivement on there side.Now first of all we want the auditors say money was misappropriated what they mean.You see a person who doesn’t understand these terms may think money was misused.Now lets take for instance a sitaution a an auditor finds that you bought a vehicle for the institution and there is a goods recieved note and only a receipt is not there and he goes to report to say money was misappropiated is that in order.The audtior generals report should be scrutinised in some ways because these are the issues that are painting a picture outside that Zambia is full of thieves and yet its just they way we handle documents.Lets take for instance do you think K1.2 trillion would have been misappropriated and how

The auditor general should explain to the people if they say it was stolen is it that the goods where bought and no supporting documents.You see this is our country and even the way we report should be proven beyond resonable doubt that money was stolen.We are raising alarms outside the co that money is being stolen.do we have geneiune reason that maybe a need arose and for the sake of development it was spent on.Lets be careful this is our country.Lets take for instance the issue of Zamtel when Dora was taken to task.You see single sourcing can be accepted provided the company we are buying from has the capacity than to be stingy.Development involves taking quick actions and sometimes it requires to bend the rules for the sake of developments.we can never develop without risks being take

  15. The suppliers and contractors that have been fraudulently paid by the ministries of health, defence, higher education, etc in collusion with people in government ARE private enterprises.
    As number 13 has pointed out, let’s therefore strengthen these institutions and have convictions regardless of who was involved.

    I see you are not very well informed..these suppliers who are defrauding the govnt are the very people who work in these gvt institutions,they have private companies,they give themselves contracts and pay themselves for goods and services they did not deliver.Kapoko has a nursing college,miti has some guest hses were all seminars used to take place, and they paid themselves handsomely

  26. @ Isacc. What I hear you talking is that we should be hiding theft or corruption from the public. However, it is the thinking like yours that has led to some of our brothers and sisters to abuse what has been entrusted to them thinking that the public would not know about their deeds. Corruption in what ever form it exists should be exposed. The reason for exposing of corruption is to deal away with corruption and hold accountable the offenders; the reason is not for BBC or CNN to get what is happening in our country. However, in this epoch what happens in one country can never be hidden from another. We are a global village.

  29. The Post editorial about Public property (4 July) has hit the nail on the head. EVERY Zambian must contribute to the care of public property. Cleaners of Government offices who take toilet paper home are just as much thieves as the senior government leaders who stole millions. A secretary who sends personal mail using government stationery is also a thief. The Permanent secretary who phones his wife on personal business using a government phone is also a thief. A Minister who takes his children on joy-rides in government car is also a thief. Thieves are every where. If the President also goes on holiday and spends the time with his children over 18 years old at state expense, that is also theft. Faithfulness starts with little things!

  30. Information. That is the bedrock of development in this century. The reason most Zambian’s SEEM not to care about public wealth is that the majority have no access to information. And by information, i don’t mean just lists of stolen money. Information that links thefts and abuse of public resources and wealth to the resulting lower quality of life. They fail to see the link between the deaths of those close and dear to them on the poorly maintained roads to the MMD government corruption in road construction and maintenance. Between the poor health care and deaths and the thefts of health fund by MMD government health officials. I can go on.

  34. But this article lists about 7 points citing Govts’ aggressive activity in fighting the problem of stealing of public funds. If this is the case, the Govt is doing a good job and donors need to appreciate the efforts made to use their funds prudently.

If anyone of you know what RB has stolen please tell Fred Mmeembe to write about it without fear or favour.Much of Post pepala writing is very speculative and has very little or no merit at all.All the reports about misappropriation of funds in GRZ departments/ministries has come out from GRZ isnstitutions ,if RB was corrupt as you allege you chaps he would have put very compromised people in these strategic instutions so that they can be sweeping the evidence under the carpet to protect the establishment.Thieves are everywhere including in developed countries .Crimes are committed even by very rich people as most of you know this.Some of the AG reports stretch to Levy ‘s era which the Post did not report because of their agreement with plot one at that time.Open your eyes you chaps.

  37. LT this is the best you have done since I started blogging on this site by publishing this article. Basically, in the past you just became a web site for Daily mail, Zanis and Times. Balancing up is good. Every Day, I but DailyMail and Post or visit CNN and Aljazeera sites, so that i can read both sides of the story and decide for my self.

  38. Isaac Tembo, I totaly agree with you certain things need to be dealt with internally without the whole world knowing. But, I have to tell you two things and you listen to be cafefully, I know you are not in Zambian and you dont follow the happenings here. One, Its not always the POST who who tell the whole world, especially the past 2 years. ACC, Former Task Force, Auditor General, DEC and Police are the one who had joined press conference on Kapoko Case and invited the media. Even the recent, 2bn claim for the goods which where not supplied, it was ACC. RDA its not the POST. Am not defending, they also had the share of guiltiness. But of late, its the Govt institutions who like running to the media, so that they show the donors that they are doing somethings to fight corruption.

    The bottom line is whether YOU actually and sincerely want corruption to be reduced. If you do, you will be thankful for the checks and balances the media has been providing. For playing their role in exposing corruption.You would not be wanting to hide information. We are not naive. Anyone who wants corruption stamped out knows transparency is the only way now.

    I’m sure the likes of you would agree with VP Kunda that we need to modify the ACC Act in order to sweep all these atrocities under the mat. You – like the VP – are the cancer of this nation.

You see pact even yourself you are not perfect but if people where just publishing anything they discover that you have done wrong without involvement right people who can handle you it can bring in unfair treatment on you.For instance when people hear that you stole something minus proof and they rush to the media to say we suspect that Pact stole would that be fair on you.The issue here is that if the so called people stole why not give chance to the courts of law to do there work and follow case on how the judgement will be and make a fair judgement based on that and now the press can come in.Every individual is supposed to be given chance.

    The huge mistake you’re making is assuming we actually have the so called “right people” to look into issues and confirm whether the allegations are true or not. Currently, all the institutions are corrupt and only act because of media pressure. Simple example is the case of Dr Musonda’s alleged attempted murder. Its not corruption but it shows how things work in Zambia.

    I’m surprised that it bothers you that allegations of public theft and misappropriation are made public. At the point of the publication, they are ALLEGATIONS for which the public officers should answer. That is why those offices are called PUBLIC offices. They are employed by the people and the people of Zambia need to know everything that is happening – including when huge sums of money go…

  50. We are a country of well educated people but we don’t understand all there’s about being aducated let alone understanding of accountability and unity. Education tells me that if we stand united, we can achieve a lot. We must have a common goal to get where we want to be. The problem we have is that there is too much individualism implanted in our pea brains. As such we are unable to make progress. It must be everybody’s responsibility to participate in correcting the wrong doings of others. In short, if you notice that someone is misappropriating funds, report it to high authority for investigation. Do not turn a blind eye and look the other way. Burrying the head in sand will not help us either. It is our country and we must do what it takes to devlop it (Hard work).

I’d advise donors to stop giving aid to Africa and Zambia in particular so that the leaders can be more responsible and stop behaving like 6yr olds squandering money at the expense of citizens paying tax. Aid only kills productivity and creativity in Zambia. The government does nothing but waits for donors to donate. The heck is wrong with some/most African leaders, what’s wrong with this race? We were knocked out of the world cup because we are too lazy, we are still lagging far much behind in terms of development. An example of Japan; it used the donor fund well in the 1960s and now it’s one of the world’s greatest donors, why? Because their leaders were always doing things for the benefit of the Japanese people and not the leaders benefits.What goes on in a mind of a patriotic…
