The United Party for National Development (UPND) is infuriated that its loss in last Thursday’s Luena parliamentary by-election is being celebrated by its alliance partner, the Patriotic Front (PF).

Consequently, the UPND has attacked the PF wondering how the electoral defeat of one pact member can be received so gleefully by another partner.

UPND youths also plan to petition their party to explain the nature of the PF/UPND pact because they were being insulted everyday.

UPND national chairman Joe Kalusa said it is sad that leaders of the PF are rejoicing over the outcome of the Luena by-elections when they are partners who should instead be consoling each other.

Mr Kalusa, who was with the UPND vice spokesperson Cornelius Mwitwa, said in an interview yesterday that the PF’s joy over the Luena loss is demeaning, provocative and intended to undermine the UPND.

“The attacks are with malice aimed at frustrating our party and eventually breaking the pact that the Zambian people have welcomed with both hands,” he said.

Mr Kalusa said the youths are wondering what kind of partnership UPND has engaged with PF if malicious celebrations can be the order of the day.

“It is really unacceptable how the PF vice-president Guy Scott can celebrate UPND loss in Luena,” he said in reference to an article in The Post newspaper yesterday where Dr Scott wrote that the theory that UPND was going to sweep Western Province was “well and truly punctured”.

Mr Kalusa said the utterances by PF are a clear indication that it is not interested in the pact.
He said the UPND youths plan to petition their party to explain the nature of the PF/UPND pact because they were being insulted everyday.

Mr Kalusa called on PF president Michael Sata to advise his party vice-president Dr Scott against rejoicing over the UPND loss in Luena to save the pact.

And Mr Kalusa accused the PF leadership of campaigning against the UPND.

“The PF leadership is on a vicious campaign to undermine UPND,” he said.

When contacted for a comment PF spokesperson Given Lubinda said he will comment on the matter today.
Dr Scott also wrote that a tiff between PF and UPND over who should contest this was what led to the current cracks in the PF-UPND pact.

“UPND leader Hakainde Hichilema was very clear that he was taking a territorial approach to expanding his party’s support base in Zambia and demanded to be in effect allocated all of Western Province as his hunting ground,” he said.

Dr Scott said this might have been reasonable in the days of Anderson Mazoka’s leadership when most of the Western seats were captured by UPND in the 2001 general elections, but currently, based on the results of the 2006 election, the party holds only one of the 17 constituencies in Western Province.

Dr Scott said eventually, UPND was given Luena to contest on the grounds that PF would be busy in Ndola and on the basis of the PF being given the next seat to come up for the contestation in the West.

“UPND must be ruing the day it ‘won’ the argument about who should contest Luena.

The constituency fell vacant when Charles Milupi formed his new party ADD and thus abandoned his independent status and automatically vacated his seat in Parliament.

“As a Lozi induna, he quite possibly had chunks of the Barotse Royal Establishment – particularly at the level of the village headmen organising for him; he also appears to have chunks of money at his command.

He won with 50 percent of the vote; MMD trailed him with 30 percent and UPND came with a mere 20 percent, despite the presence of Hakainde himself and a strong campaign team,” he said.

Dr Scott said the theory that UPND was going to sweep up Western Province was well and truly punctured! Consequentially also destroyed, or at least damaged, was the wishful scenario drawn up in some minds of the UPND quickly closing the gap between its popular support and that of PF – with the logical consequence that ‘HH’ would then have a legitimate claim to be the pact presidential candidate in 2011.

In 2008 presidential elections which is the last comprehensive ‘opinion poll’ held in the country, PF scored roughly twice as many constituencies. The erosion of the PF support in the Copperbelt and the rebirth of UPND in the West were indispensable parts of the catch-up scenario – and neither happened.

The conclusion is that the popularity rating of PF countrywide by any measure, is still approximately twice that of UPND. That the two parties together can still wipe out MMD by marshalling 60 percent of the vote against it remains a matter of simple arithmetic (20+40=60).

But the subplot of UPND expanding and or PF shrinking so that parity is achieved between the two parties – with the implied leadership contest -seems very remote as of the last week’s elections results, Dr Scott wrote.

  3. My only disappiontment is that UPND used a Vice spokes person whereas the Vice President of PF made a comment. Can u imagine UPND could have used their senior officials besides, these things would have been diplomatically settled i find this issue of rushing to the press being very immature. I really dont see the pact going into the elections next year as a pact.

  7. Scott: Your analysis is flawed and full of naked opportunism. Why can’t you say the same about Serenje and Milazi where PF lost pants down. As you have correctly pointed out Milupi won because he had the support of the barotse royal establishment. PF would have performed far much worse had you contested. If anything you lost to UPND at ward level in Kaoma where you contested.
    I agree with those who are calling for a review of the pact partnership because PF does not respect their partners at all and this is also evident on the comments on this blog. PF have an inflated opinion about themselves and think they can win without UPND support. Let UPND to go it alone. Even if they come third they can still build up momemtum for 2016, by then Sata will be on a walking stick.

I mean, during nominations, Scott goes to Kaoma and finds UPND already in the process of filling nominations and he directs his people to do the same. I am sure he instructed those in Chadiza to also file in defiance of their pact. Not only that the not too distant attack on HH by Sata. HH refused to talk about that. Now the nail by Scott again mocking UPND’s loss. It is clear PF did not want UPND to contest in Luena. No wonder Inonge wina was campaigning against UPND in Luena. She was almost beaten in Senanga as she went to mobilise people against UPND. She didn’t realise the people she tried to court were UPND. This pact is dead. PF stands to lose more than UPND. Sata is old. NWP, SP, WP, EP…

  20. I m not MMD, but I guess I m looking forward to the day when this pact nosence is disposed of. I have never had respct for its leader Sata, I didnt know Scott (its appointed VP) and I would say I had no opinion of him. I assumed that accusations that he compesated himself as Agriculture Minister under Chiluba for killing his own pigs as being malicious, I guess those accusations could have some substance. The utterances he has been making the last few months are misplaced and only smack of a senseless and misdirected dinasour. I wonder how old he is, old age may be responsible for his insenstitivity.

    With Kabimba, Nsanda and GBM in their ranks, I really pitty those of you who think PF can be a viable alternative.

And given the scenario actually PF can do better since western province used to give Banda and MMD votes but now ADD will get the votes. Its just that RB will be second in all the provinces and that will make him win if the PF is not careful. This would suggest that i am saying PF would win , its a probability. If it is true that the political ground has not shifted since the 2008 presidential election, as Scott concluded in his column, going by the outcome of the recent by-elections, one can safely conclude that it is unlikely that the ground will shift in the next 12 months. This means that all the major parties will retain (as we have seen) their seats and support bases during the 2011 general elections. So, MMD will still win the presidency and Sata and HH will continue to shout from their opposition benches! Whether they contest the elections as a pact or individually.

  55. The Key to the life of this PACT is HH. Whatever criteria will be applied to pick the Pact presidential candidate. SATA has an upperhand over HH. Talk of political experience, popularity or past performance in elections, Sata is way ahead of HH. So to avoid all this ‘Ukuzumbana’ HH should just come down to earth and humble himself and give way to Sata. The problem with HH is that he is not patient enough with his ambition to become president!! Sata has built his PF party from nothing and surely he deserves to be given chance to realise his vision. HH is intelligent and with some political experience can make a good president for this country.   56. To all UPND supporters plse keep your spirits high. Of the three major parties UPND is the only party that is expanding and gaining ground. No amount of negative propaganda from MMD or PF will change this fact. The evidence is there for all to see as revealed in recent bye elections. PF and MMD will want to stict to historical data to claim that their popularity rating have remained the same but the truth on the ground is differnt. MMD is losing a lot of ground to UPND and PF have reached their saturation point & have little room for expansio. Even in the Luena results UPND expanded their support base. MMD has more to lose in W/P if Milupi stands and they will lose a lot of disillusioned MMD voters to UPND in N/W P, Central, Lusaka and C/B rural while maintain their traditional stronghold

The coming in of ADD may just pave the way for PF because much of the votes that where shared between MMD and UPND in western and N/W last general elections will now go to to ADD.I can now see that UPND will now just remain in Southern province meaning the battle will just be between PF and MMD.

  64. UPND has a strong presence in Southern, Central, North Western, Lusaka (urban and rural) and Copperbelt especially C/B rural.     Sata is more populary and very experienced politician and leader.
    HH is young and Vibrant but lack the leadership experience. However, this doesnt preclude him from contesting the presidency. Now what does Zambia need? We need a visionary young and vibrant leader to change a the direction of the nation. HH to an extent can meet these requiremnets but e has not galvanised enough suppport from the Zambians. Further the tribal tag lingers very large on him. This is where the pact is needed with proper compromises on who does what with i properly drawn up and legally binding memorandum. I would strongly suggest that bonse babike bola panshi and put Zambia first. Otherwise they shuould stop wasting our time.

On the other hand SATA is old and not educated but has experince, leadership drive, speaks what people want to hear and can easily win elections. The people of W/P are highly intelligent and will not support someone simply because he hails from there when they know that he has no national appeal. W/P is most likely voting MMD or UPND depending on who offers the right deal at election time. Since they have been fooled before by MMD the chances of repeating the same mistake are low. UPND MPs had to some extent depended on the degree clause and now that it is a non-issue, they might as well show Sata/PF that the marriage cant survive. If UPND decides to work with ADD or MMD, PF have themselves to blame.
