Rising international fuel prices move Govt

Energy and Water Development Minister Kenneth Konga says cabinet has not yet sat to discuss the submissions made on the way forward on Indeni petroleum Refinery Company following the pull-out of its equity partner Total International of France.

Mr. Konga told journalists in Lusaka that the decision on whether government should source for an equity partner in Indeni will only be made after cabinet has discussed the matter.

Mr. Konga, however, says government has been reluctant to source for an equity partner because it has been able to run the company effectively.

Government currently holds a 100 percent shares in Indeni oil refinery.

Total pulled out citing lack of government commitment to reinvest in the oil refinery.

Mr. Konga also assured that government is putting measures in place that will cushion the impact of the rise in fuel prices on the international market being caused by political tensions in the Middle East.

The minister says increasing on the stock of fuel products is one of the measures that government will use to help control the prices of the commodity locally.

  1. Indeni petroleum Refinery Company needs equity partner for it to meet some modern standards. It’s in a deplorable sate at the moment. Sooner, the better.

    Its not true that Indeni is in deplorable state. You should learn to tell the truth. Since Govt took over the running of the refinery it has been perfect take time to go there and see for yourself.

  3. First of all Konga is in the wrong ministry anyway so are all the under qualified ministers supervising the technocrats.
    whatever this Govt says its mere rhetoric as they are not in control of anything.The cartels control everything in Zed.Cabinet is on their payroll.Is there anything that Cabinet decided that benefited Zambians in living memory? Nada!

  5. this is the worst minister Zambia has ever had in recent history!!! The man is a failure, there is not determination or creativity whatsoever in his ministry. how does he live with himself, day by day he defends fuel prices and shortages, no sense of planning or ideas. the man is busy growing fat yet we are suffering, how can we still be talking of only one refinery??? we should have many more, it really shows lack of leadership if even total can pull out and say lack of seriousness/commitment. this minister awe mwe, electricity bills are through the roof and imagine fuel is key to everything in zambia, if he did his job we would have fuel stored away and sourced from everywhere cheaply

  6. lower fuel prices means the price of doing business goes down, farming inputs are transported much cheaper, mealie meal prices go down and once fuel and mealie meal go down the effect is great because people are saving money, and zesco is affording its daily running and brings down tariffs..but this minister is proud to go home and say he is a minister…no nzelu, no progress..for years he has watched as the situation got worse and worse…in developed countries they understand einsteins philosophy that doing the same thing over and over doesnt give a different result and they fire such ministers who dont even know what they’re doing….most of our problems are because of this ministers mediocre job

  7. the adverse effects that his ministry have on our society are great…all blame is on this minister (some of it goes to national planning and to the vice president and president for poor planning, for watching this happen and for appointing such an *****!). Worldwide oil is sourced from angola, nigeria, middle east, w are closer than many nations that are getting cheaper oil….for us its expensive because this foolish man wants to use outdated equipment for oil refinery whilst driving a lavish car. france refineries were blocked for over 2 weeks but fuel didnt run out, for us just one flame and the whole country has no fuel. look at the effect this has on prices of electricity and the total cost of living

  8. Mr. Kongas poor policies are to blame for poor lives we are living. Once all these necessities are expensive, everything else follows because everyone wants to make a profit. talk time goes up, meat prices just like mealie meal go up and worse still when other commodities start going up, they cause fuel and mealie to rise further because even the distributors of the two must survive. people cant afford air time, people cant afford fuel and the next thing is robberies, lawlessness, drinking the little money we have…all our societal problems can be blamed on this mans narrow thinking and poor job

  9. I CALL ON YOU MR. PRESIDENT TO QUICKLY FIRE THIS EMBARRASSMENT AND REPLACE HIM WITH A MAN OF ACTION, A SERIOUS RESEARCHER DEDICATED TO NATIONAL DEVELOPMENT!!! You are groundbreaking stadiums, but will stadiums feed us? will we play football hungry, will we walk to the football stadium from all over the country because we cant afford petrol, will we sleep in the dark after playing football? If you planned efficiently, built another refinery and sourced more fuel…people would automatically save something and businessmen, farmers, bankers would have money to spare, would be able to reduce prices and the effect would continue in all sectors and back again to fuel. havent you learnt that your system has not been working?? dont even defend it because look at prices today

  10. WHAT IS GOVERNMENT DOING AS REGARDS TO PLANNING FOR ENERGY?
    OUR NEIGHBOURS ARE TALKING OF SETTING UP NUCLEAR POWER PLANTS, WHAT RESEARCH IS ZAMBIA DOING, WHAT FUTURE ARE WE PLANNING?? IS THERE A PLAN TO BUILD MORE REFINERIES OR TO START TRANSITIONING TO CLEANER ENERGY?? I AGREE WITH HONOURABLE KONGA THAT MR. KONGA IS A DISAPPOINTMENT. ELECTRICITY AND FUEL ARE SO EXPENSIVE, THEY ARE SO EXPENSIVE THAT GOING OUT IN THE SUN TO SUNBATH COSTS TOO MUCH MONEY…IT MEANS YOU MISS OUT ON A CHANCE TO WORK FOR MUCH NEEDED CASH AND ONCE YOU SWEAT YOU’LL HAVE TO TAKE A BATH WHICH IS ALSO BECOMING EXPENSIVE. JACK UP BA KONGA, OR JUST RESIGN…FOLLOW MPOMBOS FOOTSTEPS

  11. fellow countrymen and women, lend me your ears. we will get our much anticipated change, do not lose hope, do not shiver, for by the graces of the most high Zambia will experience change! It will not be easy and it will not come fast, but be assured we will rid of the rubbish in our society, together we will bring a new crop of dedicated leaders with fresh ideas! this movement is in all our hearts, and we have began slowly, working with determination from within the system, gather the winds and when we bring the storm…no one will escape it! Our goal is to set up a strong system, restore pride to our motherland and most of all, deal with real issues, work overtime, break our backs for each and every Zambian….the 2026 MOVEMENT (our winds must gather now, our storm shall surely strike!)

  12. The best solution for smooth flow of oil and at competitive prices (at least 30% cheaper than what Indeni does) by closing Indeni and importing refined oil. Except Indeni the rest can stay and instead of importing crude oil we import finished products and transport using the same Tazama. There would not be any job losses as ex-employees of Indeni shall be given their benefits plus offer to run distribution of petroleum products in certain areas. They keep the subordinate staff on similar terms as they were enjoying at Indeni.

    We shall not encourage any inefficient organisation that creates a bottlenecks. And the prime land owned by Indeni can be sold at a premium for housing project/mall/storage depots/transport centres/hotel and ….alike…

    We need to think out of box and may be…

  13. … what I am proposing does not make sense, but there will be better alternatives/options. Ask the ex-employees of Indeni, petroleum companies, friendly nations, but just for prestige and wrong reasons we shall not keep inefficient organisations. Why did the Italian sell their share in Indeni? That will tell us on the viability of Indeni.

  14. People who dont know much about Petroleum business will always attribute every fuel problem to Indeni. Will the closure of Indeni stop the war in Libya? Do we have any Pipeline which can transport finished petroleum products from Dar to Ndola (1700km).

    How much is needed to recapitalise the Pipeline Line? How much is needed to put up the security system along the Pipeline? In a way the refinery guarantees us of a product even if in your own eyes proves expensive. The problem is not Indeni but that the product is imported to Zambia regarless of the form its delivered (crude or refined) it will be the same coz the price is dictated by the international market in addition to the zambian Taxes.

    There is no production to meet the Zambian market at Indeni since the Government took over. The Government has been depending on imports of finished petroleum products.

    How do you describe an Industry (Refinery) which is failing to meet the demands of the market? Can you call it very productive?
