NAMWALA.member of Parliament Robbie Chizyuka says Zambians must demand taxpayers’ money collected by United Party for National Development (UPND) members of Parliament as allowances during the National Constitutional Conference (NCC) sittings.

Major Chizyuka said in a statement issued on March 30 that the MPs have betrayed Zambians by getting the allowances, which could have gone towards the construction of essential facilities like bridges and schools, only to turn against the constitution-making process at the eleventh hour.

The MPs on March 29 abstained from voting on the Constitution of Zambia Bill, resulting in the failure to garner a two-thirds majority for the bill to go through second reading in Parliament.

“They are the sole cause of the failure of this country to have a new constitution, having wasted time and money which would have gone towards the construction of roads, schools, bridges and hospitals,” MajChizyuka said.

He said UPND MPs should be held accountable for betraying Zambians.

“Why did they accept allowances when they were not in support of the new constitution? Where is their morality?” he said.

Maj. Chizyuka said it is unfortunate that the MPs have chosen to halt the aspirations of Zambians to have a new constitution, despite playing a prominent role in the constitution- making process.

He made reference to Regina Musokotwane, MP for Katombola, who was one of the vice chairpersons of the NCC.

He said Ms Musokotwane allegedly stopped her colleagues from voting for the bill during physical voting.

Maj. Chizyuka said the people of Southern Province should now know their MPs for what they are. He said the UPND is not a progressive party.

“No wonder the UPND keeps going forward and backwards. It is their way of life. They have taken the country backwards after advocating a process to move forward with the constitution-making process,” MajChizyuka said.

He said the bill was straightforward and non-controversial.

The bill sought to provide for the printing and publication of the amended constitution and to save and provide for transitional provisions of state organs, state institutions, administration, offices, institutions, liabilities, obligations and legal proceedings.

From Kitwe, ALEX NJOVU reports that Evangelical Youth Alliance International (EYAI) president Moses Lungu has also demanded that UPND MPs pay back NCC allowances.

Reverend Lungu said in an interview on March 30 that UPND MPs have disappointed Zambians by failing to support the constitution in Parliament.

“The UPND MPs must pay back the allowances they received from NCC sittings. We cannot blame Patriotic Front (PF) MPs because they stayed away from NCC sittings from the start. UPND MPs were only interested in allowances,” he said.

Rev Lungu said UPND MPs have failed Zambians and warned against voting for politicians who have no direction.

“As an alliance, we are disappointed with what the UPND members have done to Zambians. A lot of money was spent on the whole process of the new constitution,” he said.

He said it is unfortunate that the implementation of the new constitution was politicised by people who have no heart for Zambians.

Rev Lungu said the new constitution would have resolved various problems facing the people.

“What the UPND MPs have done is evil. They have betrayed the people by pretending to sit in NCC meetings when they had no interest in what was happening,” he said.

Meanwhile, the MMD on the Copperbelt has condemned opposition members of Parliament for failing to support the Constitution of Zambia Bill.

Speaking when he addressed several MMD leaders at Kitwe City Council chamber yesterday, MMD provincial chairman Joseph Chilambwe castigated the MPs for walking out of a vote on the bill.

“These are the people who wanted a new constitution and yet they could not support it in Parliament. What has happened is not good and the people of Zambia are disappointed with the Patriotic Front (PF) and UPND members of Parliament,” he said.

Mr Chilambwe said the people of Zambia expected the MPs to support the bill which was intended to address various challenges facing the people.

“What it means is that the constituencies cannot be divided or increased. MPs are sent to Parliament to represent the people and not for their own benefit. It is important to scrutinise leaders aspiring for various positions. UPND and PF MPs have failed the nation,” Mr Chilambwe said.

Mr Chilambwe said the opposition MPs cannot be trusted.

He urged UPND president Hakainde Hichilema to join the MMD instead of hoping to win this year’s elections.

Mr Chilambwe said Mr Hichilema will be dumped by UPND members if he fails to perform well in the poll.

“In the first place, UPND leader Hakainde Hichilema must forget about becoming President of Zambia for now because God has already chosen President Banda,” he said.

He said Mr Banda is a mature leader, who should be given a full five term in office.

“President Banda is a peaceful man, a Christian, mature man. He is focused on developing the country,” Mr Chilambwe said.

  6. These knuckleheads. This bill was not going to address the desires of the Zambian people as submitted to many review commissions, so its failure is a victory for the people. We are back to square one and next time around we may get it right. As for the money, those were sitting allowances – sit and you have earned. IT WAS NOT TIED TO THE OUTCOME FROM PARLIAMENT.

After that you go ahead and see his wife too and get back the stolen state property. The UPND MPs did a wonderful thing any learned person can see to abstain on that day. Had the MMD gotten the day, you would have been celebrating whilst us the people of Zambia would have been crying for being given a constitution that has ommited most of the people’s submissions. And if PF MPs were part of the process, together with the UPND MPs we would have had the majority in terms of votes as the process went on. So don’t pointe a finger at UPND MPs but yourself Chizyuka and MMD that tried to dribble the people of Zambia.

  25. I wonder who is a fool now. I may be the one in my analysis but if we look at things critically, Zambians should know this fact. Not all those in NCC agreed with deliberations there hence this outcome. PF did not want to represent Zambians. They are COWARDS!!!. UPND stood by and fought. Believe me if this this bill had passed, i would have blamed UPND for not representing me. Now that it has failed, they are heroes. No wonder they wont be liked by both MMD and PF.   27. PF supporters must shut up. If anything, they should have attended the NCC so that they strengthen the voice that said no to certain clauses. Since you never represented the Zambians, go back to the bus stations and let UPND and MMD fight it out. This outcome is a battle of UPND and MMD. As a tax payer, i wont cry much because my voice has been head. I would have done so if it had passed in that context.

Gerge Kunda was even advocating for Ministers to be paid double, when they were on the salary as ministers, also getting Parliamentary allownaces and they needed NCC allownaces as well. how selfish. but levy refused his request but I guess RB accepted it since he stands on nothing anyway.

  31. Those advocating for refund of NCC money should spare us their ignorance. Just audit the whole process and ask for refunds on the unbudgeted for amounts. I expected all opposition political parties to participate in the process to come up with the document. Some loser did not have the B.A.L.L.S. to fight for me and decided to remain home. I wonder what type of a soldier he is. If i remember very well, i gave him the full weapons to use just to come back before the battle even starts. It is such soldiers who deserve no second chance.

If you read carefully what I said you will appreciate my points. 1) The UPND were for the Degree clause thinking that Sata would be barred from standing thus pave way for Hichilema- two things may have happenned either Sata’s degrees were authentic or the MMD decided to do awy with the clause so as to confuse the pact. 2) The UPND agreed with everything MMD put forward at NCC so why turn around and do something else.Yes the the proccess was marred by fraud and all Zambians were not happy and that is the more reason why the Upnd should have abandoned that circus but the whiff of the Kwacha

    If chizyuka has nothing to do with his money, let him return the money he has been getting paid as an MP for his failure to represent those that elected him MP under UPND because he is in opposition to the mighty UPND that helped him to be an MP.

    The nonsense that this Chizyuka is is vomiting must not be condoned by any right thinking Zambians.

    Be blest all and vote for UPND/HH…

You made a good fight on the NCC and everyone could see that you are people of substance, your contributions were valid MMD wanted to use you but you said no. How can they pass the bill without the 50%+1 and coalision clauses which most zambians wanted, I remember from your debates you said it is not good for presidents to be ruling by minority, as he does not concentrate on developmental issues but to consolidate the next winning and buying the opposition. You were defeated on that day by MMD who were the majority, but I thank God that you blocked the MMD for wanting to pass what does not represent many Zambians.

  49. Ba Chizyuka, Democracy means you dont always have to agree with the ruling party. They were paid for the work for the work they did. They worked but disagreed with the constution reforms. Period.

  50. The UPND MPs do not know what they are doing. This cause to show how un- united their party is. If these people really knew what they were doing they should have at least voted in favour of or against the bill. Since they do not know what they were doing they failed to make a choice because to them they do not represent people from their constuencies but do things on their own. If they represent their people they could have voted according to what they ewre told to do by the people thsy represent. If for example the people say we dont want it they should have voted against it and not walking away.

  51. I trully understand the disease UPND and HH are suffering from, inferiority complex and lack of recognition. These people are really struggling with inferiority complex ..they talk about being educated but they are people without determination,class and manners. Unfortunately that is in their culture,for them to change their altitude they should first recognise their disease.   52. #63 you are entitled to your own opinion anyway, but you are abit mistaken. UPND guys are just principled and do not accept to be used the way some of you can use these other parties. Their principles have made people like you hate them because your go all the time is to use others. Their members have not defected to other parties the way others have done their political prostitution. They have represented their people so well that they do not care even to remain in the opposition as long as it is on principle.

And as for all you MP’s from Southern Province who have done nothing tangible, other than earning us a tribal tag, please consider leaving now for you have had a fill of spoils through parliament and only God knows where you have made your investments than in the areas that sent you to parliament so that some local residents could have employment. Our once vibrant agriculture and town centers in the Kaunda era have crumbled such that we have to travel to Lusaka for nearly all services sometimes dying on the way! Youths change starts with us we can have no hope for jobs if our leaders are visionless and can not bring and create jobs within our door steps. ATUBACINCHE!

  55. UPND usually attack Sata and the PF saying that they flip flop. Can the UPND tell the nation how they contrived to flip flop on the same vote? When there was electronic voting they voted for the Constitutional Ammendment Bill but within minutes when the vote was repeated by way of a phyisical “division” vote they abstained! Do they know if they are coming or going?

  57. Its very interesting to hear major Chizyuka commenting like that.It’s shameful when he knows that he is on the MMD payroll.

    Stop blaming the UPND members of parliament.Why did the pf COWARDS walk out of parliament.At the end of their term are they going to walk out of the parliament accounts office to sign for the gratuity.Lets stop being hypocritical on this issue.The truth is that all members of parliament have a moral obligation to represent the people views but at the end of the day they represent themselves and their selfish ambitions
