Land scam probe reveals irregularities

Investigations into alleged illegal land allocation among Lusaka City Councilors have revealed several irregularities.

As a result of these allegations, Local Government Minister, Brian Chituwo, on 21st January this year, suspended the council and further ordered for an investigation.

The councilors are alleged to have shared among themselves, the majority of plots in the Lilayi housing project.

And Dr Chituwo yesterday told Journalists in Lusaka that after the investigations, glaring irregularities were unearthed.

Dr. Chituwo has added that he will next week make public the details of the report on the investigations.

  3. Let chituwo not be excited about this because his plots he acquired in mumbwa without being advertised will soon be investigated by the new Governmnet. Let him also show what he has done about MMD cadres that have ben grabbing land from innocent people.
    He should be ashamed that the who 10years he served as Minister of health, he cant show any achievemnet. SATA who is not a Doctor in a few years he was there made significant achievements. Its too late, your a failure in local Government

  4. #2 Public_Analyst – I’m sure you are a perfectly intelligent citizen. My only appeal to people like you is we are getting tired of myopic analysis that can’t see beyond tribe. The tendency of naming a tribe everytime a problem is being discussed is tiresome and almost insults even your own intelligence that you are not able to analyse issues for what they are without being tribal. It’s very off-putting. There is something wrong about land scams and the trend that almost all the councils controlled by PF have been involved in some kind of corruption or another. But let us analyse these things in a mature way, rather than being childish. Otherwise it is better sometimes to keep quiet. I’m not even Bemba but I’m just tired of this childish tendency to rush to tribe whenever issues arise.

  6. London, if really you live and stay in London you would not feel the results of plunder of Zambia if PF thugs assumed power. Those of us who only have Zambia to stay care a lot about who assumes power. I am a professional and work very hard for my family and our development. I have been applying for land in Lusaka for us to build a dwelling house of our own for 10 years and i have never even been called for an interview by these thugs. I wouldnt give them the national power as they have failed at the local level. These thugs have actually put Lusaka in total darkness as the street lights stopped working a long time ago. We deserve better than jumping from the frying pan to the fire itself.

  7. #5 You are just displaying your ignorance. You have no clue how local Gvt system operates. It is actually MMD who should explain why Councils no longer receive meaningful grants from central Gvt Chituwo was challenged to extend his investigations to MMD councils you know what he said and did. The problem of plot allocations is not only affecting Lusaka City Councillors but just next door Kafue even Mumbwa where Chituwo is a councillor is embroid in the same problems. The problem with MMD and all their vuvuzelas is that they just want to fight PF even where it is not necessary.

    DO YOU MEAN TO SAY THAT VOTING PF TO TAKE OVER LOCAL GOVT HAS LED TO COUNCILS BEING INCAPACITATED BECAUSE PF CANNOT ACCESS ANY PROPER FUNDING?
    DO YOU ALSO MEAN THAT EVERSINCE THE COUNCILLORS FROM PF TOOK OVER THEY HAVE DONE NOTHING TANGIBLE BECAUSE MMD IS NOT SUPPORTING THEM??

  9. #6, this song about grants shouldnt be an excuse becoz all councils have received full proposed budgets in the last 2 yrs. LCC even has other sources of funds including advertising fees, to mention just one. I challenge you to check with LCC and you shall learn that they actually receive their full grant from GRZ and much more from the general public and a street light should be a simple exercise. Go and check at LCC and you shall realise that it is actually you who is ignorant. Dont talk about what the case was a long time ago but the last two year. My friend the fact that it is also happening at other councils does not make it okay. It is still a crime and it should be stopped and not promoted. I for one will not have a problem with the PF if they do their job at LCC.

  10. My only consolation is that most of you blogger do not live in Zambia and will not take part in voting. Am leaving Europe for zambia in a few days and only return after voting. I have taken a break from work. Keep on dreaming and yapping online while we make the decision in zed. Never vote for yappers and masholi. Zambia forward.

  11. It is very difficult to find a credible person in PF. So what do you expect? Wait until you give them the whole country’s coffers to manage. Someone once said something about “monkeys in charge of a maize field”.

  12. A very close friend who is a Sata staunch supporter recently told me that PF doesn’t even need my vote because they now have support from all over the country. Okay, my question is what happens to PF if Sata loses? Do you guys have a plan-B? I try to advise my friend that don’t underrate RB – he is not as foolish as his ugly face seems to suggest. RB is actually a clever chap, all you have to do to prove it is talk to people who work very closely with him. I don’t think RB will just be swept off by PF and Sata. It is going to be tough, and in my books RB is likely to win. And probably that will be the end for PF???? Any PF supporters to counter my judgement with intelligent analysis?

  13. This probe has taken too long, I hope the findings will be worth the time and money spent on this witch hunt.

  14. This is all witch hunting. What about the irregularities that were there in the MMD council reign. You can’t fool all the people, what you need to do is to stop the thugs you call MMD cadres from harrassing and grabbing land from people. No doubt PF is winning and you guys will be investigated thouroughly.

  15. Ladies and gentlemen, let us not defend people when they do bad things just because they belong to our particular party. That is encouraging corruption.

  16. The issue is corruption. It has nothing to do with weather its PF or MMD, its the individual, lets stop useless comments by trying to categorise by either party or tribe. #2, Public analyst, tribalism is tired and exhausted, dead and burried.
