
ZAMBIA does not need a “stand alone” budget to formulate a new constitution that will stand the proverbial test of time when enacted, chief Government spokesperson Given Lubinda has said.
Mr Lubinda said this in an interview on Tuesday following concerns from sections of civil society that the 2012 national budget has remained silent on a new constitution.
“We are not going to enrich people through the constitution review process like what the MMD government did. The enactment of a new constitution does not need a stand-alone vote in the national budget,” he said.
Mr Lubinda said funds will be provided to enable the committee of experts that will be appointed to carry out its work and make recommendations on the constitution review process.
But Southern African Centre for the Constructive Resolution of Disputes (SACCORD) executive director Lee Habasonda said it would have been better for Government to clearly show the amount of money it intended to spend on the governance process.
“As a matter of commitment, it would have been better to show it in the budget. Although it will be in the yellow book, it should have been mentioned when Minister of Finance Alexander Chikwanda presented the budget to Parliament,” Mr Habasonda said.
He argued that it is not all about the amount of money that will be spent on the enactment of the new constitution but a matter of commitment to the governance process.
Mr Habasonda said Government should have clearly indicated, as a matter of commitment, the amount of money allocated to institutions like the Human Rights Commission, Electoral Commission of Zambia and the enactment of a new republican constitution.
But Mr Lubinda insists that Mr Habasonda must not lose sleep as the PF government has put everything in place for the crucial document.

At least Zambians will be able to judge in the next General elections. Roman Catholic Church Bishops have failed to quieten the Pentecostal church in the USA so as they have failed they will fail in Zambia.
Next time Zambians vote the next President we are going to have constitution not based on the EVIL Roman Catholic Bishops likes but will have our own Christian based Constitution!

This constitution process is another waste of time and resources…why collect submissions agaain when there drafts in place. we already submitted ..so don’t waste time we need a new constitution within 90 days!!!!

THis is the way to go Mr. Lubinda. All elected members should not be paid anymore as they are already on salaries. However, a few independent consultants will be accorded consultant fees and really this does not require mentioning in the budget. Can you you imagine detailing every minute expenditure in the budget? That is the work of ministries.

Wow thats a good pentecost Christian invested with powers from God to judge and has just past judgement on the catholics wow Zambia is a good christian nation. As regards the issue at hand, it is really good that no more special money has been alocated for this since there has been lots of submitions in the past concerning the same. All what is needed at the moment is to allow the exparts that have been apointed to put together the constitution for the nation. We put the apointed experts in our prayers at least those of us who pray to God and see all human beings as God’s image and not Satan’s. God bless your people.

What Lubinda means to say is that when the time comes for the referendum they will divert money from another budget item lets say for example Mongu/Kalabo road. Isnt that what usually happens?
This tourist attraction- Lubinda amazes me,he is not factual in his dealings,he thinks he is talking to his children.A national constitution has been in the public domain for a long time,and we were hoodwinked that it was going to be ready within 90 days.Goal post has changed and moneys can’t be reflected in the budget,what seriousness is this?

These clowns must just swallow their pride and save the money for our pockets. The draft Constitution made by the NCC is adequate for our requirements, just take it back to parliament and enact it. Contentious issues can go to the referendum later. For God’s sake, fulfil your 90 days election promises first, put more money in our pockets!
All the money that we have spent on all constitution commissions since 1971 should have made Zambia have first-world infrastructure. We really know how to waste. I thought the Mwanawasa/RB constitution was ok apart from the issue of 50+1 and dual citizenship? Why not just change this and move on?
