The UPND has requested President Michael Sata to refer to Parliament the report of the Commission of Inquiry on the sale of ZAMTEL.
Party Deputy Spokesperson Cornerlius Mweetwa says Parliament is the most impartial and competent body to scrutinize and determine the findings of the Commission of Inquiry.
Mr Mweetwa says referring the report to Cabinet will not be fair because the Commission was established with the authority of Cabinet.
He was speaking at a media briefing at the UPND Secretariat in LUSAKA on Friday.
Mr Mweetwa says President Sata should consider the UPND’s request in the spirit of good governance, transparency and accountability.
Meanwhile, the UPND has also asked President Sata to broaden the composition of the Twenty Member Technical Committee tasked to draft the new republican constitution.
Mr Mweetwa says the technical committee in its current composition lacks wider representation required a national undertaking.
He says the UPND is also opposed to holding provisional conventions to get fresh recommendations on the new constitution from the people.
Mr Mweetwa has further challenged government to announce the time for holding a national referendum within the stipulated one year time-frame.

I thought the judiciary should have the final say  and not the Upnd and mmd mps who are busy defending corruption.
Parliament should pass legislation that ensure such reports go to Parliament. if current legislation say the President has legal right the way he’s doing things, then for sure all they can do is appeal to Sata’s goodwill. Parliament to pass laws that ensure good governance in the first place.
Both UPND and PF have been courting the MMD. Sata cannot deny this fact going by the MMD parliamentarians he has appointed in govt. PF even supported the MMD candidate for the position of Deputy Speaker of National Assembly. When you have a hung parliament like ours, even MMD can hide its atrocities through PF’s divide and rule method. Although PF and UPND are enemies without a reasonable cause, they both desperately need MMD. PF was better of courting UPND, otherwise they face an uphill battle in their fight against corruption.

Zamtel issue will have to reach the Internal Court of Justice unless Zambia will be able to nationalize Zamtel at a high cost more than what was bought.Zambia can not reposess Zamtel because the people of Zambia are minority shareholder.By the way no body really knows the value of Zamtel unless an indipenedent valuater can be found.Who are they going to prescute for under value? Cabinet approved the sale of zamtel on behalf of the Zambian pipo.Look how the mines were sold under Chiluba Government.Who were the cabinet ministers by then?some mines were really undervalued.Look the way Zambia Airways was ligudated.I think a lot of things were done wronly in the past.We shud not concetrate what happened last year only but let us cast the net widly.

The government of the Republic of Zambia have the right to claim some shares back for the public if LAP Green and the RB government is proven to have been in cohorts to short change the Zambians. Some people, especially Dora may actually have their @rse in the sling! There is justice to be found and UPND are day dreamers to expect PF led government will take the findings of the commission to parliament when there is so much suspicion about the UPNDs’ determination to protect RB and Dora at all cost? I thought Mweetwa being a law graduate would differentiate between policy matters and legislative matters. Parliament is not by any stretch of imagination competent to deliberate over the Zamtel issue as it is purely a policy matter to be handled by cabinate. further, it is a well known fact that the mandate of the committee is just to consolidate what has already been gathered by the three commissions thus no need for equal representation but only experts of law to do the work. what i expected is advocating for removal of non experts and inclusion of the likes of John Sangwa and other constitutional law experts. Taking the report back to Cabinet is going back to UNIP days when everything was White Paper. The position taken by the UPND is valid. Those against this request are just being petty in my opinion. Parliament, being a body that represents all people will allow the issue to be scrutinized and debated publicly. I’m sure most of you would like to see the report from the commission. Politics aside, I think this is a national issue. Â

UPND you could have a valid point but you never asked MMD to table the issue in parliament before ZAMTEL was sold yet that was when you needed to have the pros and cons weighed before a blunder was made. What has become special today over the commission’s findings. You can request to have the report out there for public consumption but let cabinet make a decision (after all MMD cabinet made a decision to sell it) but debating it in parley raises questions. Could it be that you have organised people to go and protest the findings so that govt efforts to deal with the culprits can be frustrated? Let us all be realistic and act in the interest of the poor Zambians and the few ellites (ba pompwe)

Those, like @20 above; suggesting that such reports are not for Paliament pls not that the findings of a commission must be made public unless it is upon matters that threaten security or the peace of a nation. Nonetheless, such reports should be availed to Paliament at the very least. Paliament can discuss policy matters and those discussions can lead to changes or enactment ofn legislation and therefore such reports, as the Zulu Commission should be presented to Paliament. Commissions are meant to establish facts giving rise to something that has happened and that cannot be for the eyes of the President and his cabinet alone, otherwise you are empowering the state to be investigator, prosecutor, judge and jury…

ladies and gentlement, let us be logic in our postings. if the sale of zamtel was done through a cabinet decision, it was within the legal ambit of that cabinet to do so and if there was an illegality associated with thatcabinet decision, all ministers who were in the meeting are suspects and lets arrest them. However, i dont understand the tantrums against UPND. Theirs was a proposal that PARLIAMENT could make a decision on this matter and if they are wrong, lets point out those wrongs. the more u bash UPND, the more popular they become.
