President Michael Sata has appointed Mpika Member Parliament Mwansa Kapeya as Deputy Minister in the Ministry Information, Broadcasting and Labour.
President Sata says Mr Kapeya will spearhead the establishment of television stations in provincial centres countrywide.
This is according to a statement released to ZNBC News by Special Assistant to the President for Press and Public Relations George Chellah.
President Sata says government attaches great importance to people access to information.
He has observed that the current state of affairs is not enough to cater for the growing information needs of the general populace.
President Sata says government desires to ensure Zambians especially those in rural areas receive adequate information through radio and television hence this decision to create television stations in provincial headquarters.
The Head of State said the establishment of television stations in provincial centres will enable people to view local content and productions thereby enhancing and safeguarding Zambia’s cultural heritage.
Mr Sata is confident that Mr Kapeya will perform to his expectations and that of the Zambian people in general.
Mr Kapeya, a former Director of Programmes at the National Broadcaster ZNBC, boosts of an illustrious career in the broadcasting industry.
He rose through the ranks at ZNBC before retiring to join active politics under the Patriotic Front.

Great Appointment, this time it is welcome because a northerner has employed after about five or so high rank appointments with names that don’t sound like Kalusha or Mulenga.

I am sure the President means well with all these projects. The question is where the money will come from to fund all these. Are all these projects properly allocated with funds before the President is made to make the announcements? It is incumbent on the people around the President to make sure that he is not made to make half-baked people pleasing announcements which are unlikely to be fulfilled. If not, our democracy will become a joke!!!!

While the youth were anxiously waiting for the plan from the president on a youth day, the president gave them the same old song , calling oppositions thiefs and thats all they got and after waking up on the wednesday morning, the youth will wake up to yet another appointment, hoping its now one of them, a youth but alas. its another old guard in the name of Mwansa. Local access to local news and events is not a bad thing. Preserving cultural heritage however will require more than this. That being said I hope it is also more entertaining than it sounds :) Bring out more local talent and creativity and harness new discoveries at national level. More training and equipment but over that avoid making it just a regional political channel. Good idea. Requires fresh mindsets and approaches.
Fantastic, and I hope Mwansa Kapeya will revamp the “ifyabukaya” on tv and turn ZNBC into bemba programs TV. The Tongas & Lozi’s have Muvi tv.

This is yet another deceptive gimmick for President Sata to appoint Mwansa Kapeya as Deputy Minister in the Ministry Information. In reality this is a ploy to administer ZNBC directly from the Office of the Deputy Minister of Information. The PF regime will NEVER entrust a trained professional journalist to head this Broadcasting Institution and disseminate the truth. Chibamba Kanyama will just be another toothless robbot to appease the Tongas.

But soon they will see light and appreciate him. Mwansa Kapeya, Joseph Kabwe, Henry Chinenenyembele, Davies Ponde, Joan Musonda, Chistin Kabansi, Violet Lopi to mention a but a few, of the famous Bemba programme IFYABUKAYA of the 70z and 80z, are all LEGENDZ. So the appoint ment of Mwansa Kapeya cannot be more befiting. “…ala iseni muyumfwile utoloto, muli uyu mulandu twaimia…”. ” …ifyashala lundenipo, nine Mwansa Kapeya, ku Kitwe…”

Do you honestly need a Deputy Minister for every project that you embark on? The other day was appointing of Dr. Simbyakula as DM at Home Affairs to ensure that there are District Attorneys in each district, what about the Ministry of Justice? Then this why, why oh why? For those that think it is befitting why wasn’t Mwansa Kapeya appointed the first time around? I mean what will be the job descriptions for these DMs? Or maybe does it mean that once the mission is accomplished then they are dropped? What about the other two, what projects are they overseeing? It is our money that these ministers are getting.
