Inspector General of Police Stella Libongani says police will discipline the Police officers who allegedly impregnated 30 pupils in Limulunga last year.

And Ms Libongani has assured the people of Western Province that the police service will maintain law and order in an effort to allow people exercise their rights fully during the proceeding of the Barotse National Council scheduled for Monday next week.

Speaking when she called on Western Province Permanent Secretary Augustine Seyuba at his office in Mongu today, Ms Libongani said she has come in the Province to get first hand information on the matter.

” I have come so that i can get first hand information on the issues of the school going children who are reported to have been impregnanted by police officers and also to check on the security status of the province ahead of the Barotse National Council” she stated.

She noted that police officers were deployed to Mongu last year to provide security to the community saying the report of some officers having impregnated school going children will not be taken lightly.

Ms Libongani further disclosed that the she was in the province to check on the security status of the province ahead of the forth coming long awaited Barotse National Council.

She said police will not stop people from exercising their rights but said that people should conduct themselves in a peaceful manner.

And Mr. Seyuba has praised the police service in the province for maintaining law and order in the midst of many challenges they are facing.

Mr. Seyuba said the current order and peace in the province is due to the hard work and professionalism the service has exhibited.

He appealed to the Inspector general to consider addressing the many challenges officers face in combating crime in the province saying areas such Sichili, Shangombo and Mitete in Lukulu district do not have police stations a situation that has led to an increase in the number of caravina cases in the province.

    A girl child is supposed to finish school and not to be scare with arrest if refuse to have sex with the police office. Police officers we sent to Barotseland to maintain law and order and to have sex with school girls therefore, they must be arrested.
    Furthermore, they we not even supposed to camp in the class room and terracing the girls a BIG NO please. They should have camped outside the school in the bush especially.
    So MC SAKA you have to be fair in your contributions over this case.

    • If the school girl at the age of 16-18 does has no personal conviction that she cannot be arrested if she refuses to have sex na BOMA  without her consent,,, then we shouild be ashamed of our Zambian education standard, family and  traditional customs and UMUKASHANA wine should be CHINOKOLE who has nothing in her head, not even grade 8-9 civics sure…. Iyo bane!!!! Let customary laws that they learn in grade 8 be revisited, before we even think of how terrible the outcome of SOME officers’ behaviour is!!!

  4. IG that statement is open ended,its a routine way of assuring the public wen nothng is being done.first the police need to tel us the complainants,the age of the girls involved,and if the police officers ve bn identified otherwise don play to the gallery.take heed

  5. This is surely going to be an interesting activity. Some obvious questions need to be asked and answered:
    How will the Police Command identify offices who were behind these acts?
    What about the girls who were defiled (assuming they were below the age of 16) and did not fall pregnant, will the perpetrators also be charged with the offence of defilement?
    How will the Police Command ascertain for sure that all the girls lining up claiming to have been impregnated were actually impregnated by the police officers?
    Surely, it will be interesting to see how the IG handles these and many other issues. Obviously this case is not a straight forward as it might appear on the surface. Epo mpelele.

  6. But the Minister of Home Affairs has already said this is nothing more than “consensual mischief” and that the impregnation of underage schoolgirls by police officers is nothing to be alarmed about. 

  7. The minister’s position on this matter is different from Police Inspector General’s.One the one hand,Minister is saying GRZ is not responsible for the promiscuos officers,on the other hand the IG is saying they will bring to book the officers responsible.Which position should people believe?

    • What power of the pocket, Mister. Cops are the brokest of the broke civil servants. Girls in boarding school can sometimes be so horny that they can even rape a man or jump over school fences to seek the passion of meaty organs.

  13. what exactly does the IG mean by saying the officers will be disciplined? the only way to go is parade the officers and be charged either for unprofessional conduct, defilement or both. for those who are HIV positive, they should be charged for willfully infecting the girls. all these are seroius crimes that cant just be swept under the carpet

  16. Whoever made that decision of making a police camp at a girls secondary school should take the blame and be dismissed. Tell me, are there no boys’ schools in Mongu? If there are, common sense tells me that that is where police officers should have camped. The decision to accommodate police officers at a girls school was as silly as a father would make by allowing his male visitor to share a bedroom with his daughter. Sister Libongani must find out who made that decision and if he/she is a police officer; sack him.

Now this governrment has the audacity to deploy Angolan soldiers in Mongu so that they can also defile our children! This behaviour will only swell the secessionist rank and file in Barotseland. If Sata still wants this union to persist, it’s his democratic right to feel that way and the sooner he realises he owes us the same courtesy to respect our position to butt out of this stinking union, the better.   19. First, DNA tests please. Some school girls are crafty, especially if drowning in poverty. Also, include the girl’s boyfriends and other male relatives, friends and neighbours. DNA tests please before you accuse anyone, thank you very much.

  21. About saving face. Just say the real reason you are in Barotseland IG – your boss has sent you there to ensure no cessation statements are announced. The presence of cops often times cause more offence than protection – especially that our cops are not professional. I remember cops at UNZA would just be provoking the situation even worse.

    About disciplining the mating and fertile cops, the journalists should have asked her how she will identify those officers and how she will discipline them. The victims are in Barotseland and she probably won’t even see them and their terrorists thugs and Chimpanzees are in the Copperbelt. Are you going to line up all the cops and perform DNA on them and on the foetuses? Stop lying GI! And the crime here is rape, defilement, pregnancies or what?

  26. Sure sure madam how can you discipline you fellow workmate and a parent for impregnating your fellow woman. I do not think those girls are under age or they were raped.Just advise the parents to sue the boy-friends of their daughters to the local court.Is it difficaulty to do so?

  28. enroll the girls as police officers in lusaka and kitwe.any otherway of dealing with this case is tortoring the kids becuse they were so aftraid of the police uniform and the gun the police were carrying.The is no realistic way this matter can be resolved withoit leaving alot of pain and embarrasement to parents who have been struggling to put these girls in school.em[ploy them to be self reliant and then they will be empowered enough to locate the rapist.employ them.

What about a normal school girl, this purely a family matter and not a national one. Parents take up the responsibilty and resolve this matter without further delay.   32. The issue of a cop impregnating a school girl is not a straight forward. Its a costly case for 30 students to fall pregnant in the same school. Any police officer found wanting is answerable for various offences. one breaking the professional ethics. failure to uphold the duty of care in carrying our the work. Using government position for self gain an act of misrepresentation. All the above apply only if the act was consented but if not then its sexual defilement,rape etc. After punishment the officers should not serve in the police service and should be on sex offenders list Atlee for a period of Ten years. Hope we follow the list of offenders in Zambia because if we do some of the people could not be in public offices.

  36. No police officer will be disciplined , sex was by mutual consent, let the parents of the girls take it up by themselves , their is no law in the police service that says osa chinda when u go for operations. But the IG does nt look fit, can she run? fight? fire a gun this fat lady

  37. Madam IG be specific what type of discpline and law are you going to use. Show that you are serious get the DNA of all the police officers who were deployed in Mongu start the process now before it is too late. How are you going to handle the issue of mutual consent?
