
A senior citizen in Mongu district Evans Musialela has charged that both government and the Barotse Royal Establishment have failed to amicably resolve issues surrounding the Barotseland Agreement of 1964 hence the need to involve a third party which is the international community.
He was reacting to a statement issued by Justice Minister Sebastian Zulu which appealed to the people of Western Province to stop agitating for the secession of the province from Zambia.The statement also said that the Barotseland Agreement is a sensitive issue will bring a lot of implications in terms of boundaries.
Musialela said the people of Western province are not seceding but reverting to the original state of being Barotseland.
“We are not seceding but simply reverting to our original state before we signed the Barotseland agreement in 1964” said Musialele.
Speaking in an interview today Musialele noted that there was no need for the two authorities to dialogue on the Barotseland Agreement 1964 because its sensitivity vanished when it was abrogated by successive Zambian governments since 1969.
Mr. Musialela said the people of Western Province are no longer interested in being part of Zambia saying government has failed to provide leadership on the matter.
He further said the people of Western Province will dialogue with the Zambian government at the right time with their terms and conditions of independence and under an independent arbitration.
“We resolved that we have a dispute with the Zambian government since we declared a dispute with the Zambian government we have failed to resolve this matter therefore we need someone to stand in between us” he said.

Before signing the BA64, Barotseland was a British Protectorate within the international boundaries of Northern Rhodesia governed from Lusaka. Is this man now saying they’re now a British Protectorate again? Since Northern Rhodesia is no longer there, in which countrys’ international boundaries are they? Are they now going to be governed from Lusaka by the British government? Are they gonna ask the British to send a Governor-General to Lusaka to govern them as was the case before the BA64? So many questions and no clear answers.

@8 please note that Barotseland joined Northern Rhodesia via the Lawley treaty of 1909. This treaty and others before and after it were observed by the colonial authority up to independnce and hence Baro remained part of NR. At midnight 24/10/1964 all treaties concerning position of Baro in respect of NR terminated (plse read para 4 of preamble to BA’64) and were substituted by the BA’64. ie, When the previous treaties (including Lawley) terminated Baro was detached from NR, but was included in Zambia by the BA’64. So when the BA’64 was terminated Baro reverted to its position as obtaining at midnight 23/10/64, ie out of NR but not joined to Zed because BA’64 is invalidated.

Fun as he may sound he actually has a point to call for international intervention before blood is spilled. With all the hatred displayed here (apparently without any apparent reason), I wouldn’t be surprised if conflicts start. Often times international community play catch up and intervene too late, always after the fact. They need to play preventative pre-conflict resolution, not always coming after war crimes have been committed.

The massive amount of data that has been tabled by the Barotse Royal Establishment, the Mbunda Writers Association and the Nkoya Royal Establishment is more than adequate for the Barotseland issue to be resolved by Govt and the principal stakeholders (Chokwes, Lozis, Mbundas, Nkoyas) in Western Province. This is an in-house issue that can be dealt with nationally, and NOT internationally. The diversity of interested parties must articulate issues intelligently and maturely to come up with a lasting solution..
The BER64 is just another hogwash strory. The agreetment was signed by the most educated chief at the time on behalf and without consultation with other chiefs. Today chiefs are more enlightened. How can any reasonable person spend time and money on a dead issue? Was Mwanawina even going to draft that document without copper in the Lamba land!

One of the tragic thing in life is to analyse data before one collects data, its termed as Garbage In Garbage Out (GIGO). Most people debating do not even realise that Barotseland has existed for more than 400 years, the first concession King Lewanika signed with the British South Africa Company (BSA) was signed in the name of Barotseland as the other party. Northern Rhodesia itself signed the Barotseland Agreement 1964 with Barotseland and not Western Province as Zambians would like to call the land of the Lozi. Lozi is a Nation made of 38 tribes, so when you call me a Lozi or Barotsean you are actually referring to my Nationality and not my tribe.
