Mutati resigns as MMD leader of opposition, MMD accepts his resignation

The Movement for Multi Party Democracy (MMD) has accepted the resignation this week of Lunte Member of Parliament Felix Mutati as leader of the opposition in parliament.

Party president Dr. Nevers Mumba says the MMD has accepted the development after receiving the resignation letter from Mr. Mutati. Dr. Mumba said that it was Mr. Mutati’s view that there was divided support for him mostly among MMD parliamentarians.

Accordingly Mr. Mutati indicated that some MMD MPs were allegedly petitioning his removal and that since he did not receive full support he had to step down.

Meanwhile Dr. Mumba has charged that it is premature for people to insinuate that the MMD has lost the position of leader of the opposition in parliament when the speaker of the national assembly has not delivered a ruling on the matter.

On Wednesday, Chipili member of Parliament (MP) Davies Mwila asked Speaker of the National Assembly Patrick Matibini to nullify the appointment of Mr Mutati as leader of the opposition because the MMD no longer has the required numbers in the House.

But Dr Matibini reserved ruling on the matter, saying he would deliver his verdict after the July 5 parliamentary by-elections.

According to the parliamentary legislation, a party can only be recognised as an official opposition and appoint a leader of the opposition if it has a membership of at least one-third of 158 MPs. This translates to at least 53 seats.

The leader of the opposition is entitled to an office at Parliament and treated with the respect of a Cabinet minister.

In his point of order on Tuesday, Mr Mwila stated that Mr Mutati should not continue serving as leader of the opposition because the MMD seats have dropped from 54 to 51, which is below the minimum requirement.

This follows the High Court’s decision to nullify the Chama North and Livingstone seats as well as the declaration of the Muchinga seat vacant after the death of former Vice-President George Kunda.

The MMD is contesting the Muchinga and Chama North parliamentary by-elections set for July 5 but not the Livingstone seat.

    It is time to think about a new political party that can meaningfully contribute to Zambia as a party in opposition.

  9. MMD is cleansing itself. All those who are immoral are humbly requested to leave the party. The party must rebrand in order to bounce back to power. MMD leadership must brace itself with morally upright people because that is the very foundation of democracy. So far, MMD has proven that it is the only political party in Zambia that can steer the nation to economic recovery. Dr. Mumba should not entertain corrupt officials if MMD is to win the hearts of the people. Unlike PF, MMD has a clear vision for the country. PF is made up of rejects from MMD who stole the vote through deceit. MMD should start selling their latest brand now. This can be attained by getting rid of corrupt officials and educating the youth who are the majority in Zambia to vote for the party that has a clear vision.

  10. Mutati is a minor fracture in the troubled MMD. As long as Nevers Mumba sups at the same table with the likes of Liato and other convicted criminals, MMD have all but written their own death certificate. The fact that he identifies with these criminals implies the entire MMD somehow benefits from the activities of these undesirables. If not, KICK THEM OUT as per MMD constitution.

My view is that Mutati is in the league of the Magandes, Sikatanas, Chituwos, Musokotwanes etc, who made MMD achieve even the little they did. Talk of Multi-Facility Economic Zones (MFEZ). What rebranding naimwe. Infact, he is still MMD MP!

MMD suffers from a disease called Calling Strangers from Retirement (Sleep) Syndrome(CSRS). at the expense of loyal long serving members to serve the personal interests/fears of its exiting/past president. In fact MMD should have died in 2001 save the theft of the victory from UPND’S Mazoka. It survived simply becoz it was the Party in Power.fTJ woke LPM from his sleep, LPM recalled RB from retirement before he even annouced his resignation from UNIP. RB has kept the tradition by nudging NSM into the seat. This time CSRS has reoccured after losing power. It is almost certain that MMD will not survive without the support machine (being in power). Good Luck to Mutati. At least Catholics have moral/principles in the way the conduct their politics. It makes me feel proud to be Catholic!

  21. The MMD have given the driving seat to an amateur who has failed in almost everything he has touched. The count down to disintegration of the clock  has began!!

Rebranding, renaissance, re-engineering, innovation, creativity, renascence, rebirth or simply change are terms that denote through a complexity process that emerges with novelty situation to behad. In this process elements un able to cope or master the change automatically fall off the new system or are consumed and no longer retain their identities. All players or factors in this new system have to fit in an everchanging environment. This is what is taking place in MMD as a new party. This process of change is not restricted to MMD alone but all political parties in Zambia will need to demonstrate this response in order to survive politically in Zambia with potential to win confidence of Zambian people. Failure to make these changes for any party will be at a it’s own peril.

  23. New, young, intelligent, well exposed, articulate and visionary leadership is what will characterise the effective connection with the Zambian people. Zambia has to move forward with democracy giving the young to lead and learn the art of modern politics. This is typical of all developed countries and MMD again being champions of democracy will lead in this change of new politics to deal with complex issues requiring complexity management principles to fit in an everchanging political environment.
