Dora Siliya’s Trial begins

The Trial of former Transport Minister Dora Siliya’s abuse of authority case has started.

Ms Siliya is accused of having abused the authority of her office by cancelling a duly awarded tender for the procurement of radar.

The radar was ear-marked for installation at Zambia Air-traffic Management Surveillance

Meanwhile, a witness has told the Lusaka Magistrate Court that he does not know the circumstances under which the radar in question was procured.

Acting Cabinet Office’s Finance and Economic Development Permanent Secretary Bernard Kamphasa says a cabinet minister has no authority on procurement issues.

He told the court that the Revised Cabinet Hand Book 2002 edition, stipulates that the minister should refer to the Permanent Secretary and individuals who approach him on procurement aspects.

Mr Kamphasa however conceded that the minister can over-rule the Permanent Secretary on financial matters by issuing written instructions.

He said the minister would act contrary to regulations if he or she ignores issuing written instructions.

  1. I thought all court cases in Zambia  had been put on hold until restructuring of the entire Zambian  judicial system  would be completed? Hahahaha!!

  3. #1 ba Ngosa, that is a good thought. It could have been better such cases as Doras wait for “trustworthy” judiciary. however, since Zambian political cases takes atleast 3 years, its better Dora starts reporting for court sessions. Moreover there is no soccer scheduled, so we better have some entertainment.

  4. IF FOUND GUILTY SHE MUST BE PUT BEHIND BARS FOR 10 YEARS OR MORE.BECAUSE SHE HAS STOLEN MILLIONS OF DOLLARS.

  5. Good let her dance…..but currently also there are ministers in the PF Govt abusing their authority. They will be next in the dock.

  6. I think Dora will end up aquitted in this case. Already this witness says according to the Cabinet handbook the Minister should refer to the perm sec the people who him for procurement prospects yet the minister can override the PS by having written instructions. Its better they just even close this case now before more money is wasted. Our laws have too many loopholes.

  10. Amai T- You are a criminal sympathiser and you represent the exact minds Zambia needs to get rid of. A crime is a crime regardless whether people will get jobs or more money in their pockets. If a person kills someone, must we leave them run free because we will not get jobs and more money as a result of their incaceration? You need to re evaluate your mind frame and cause for existence. You are a shame and whosoever T is, your son or daughter, an abortion might have sufficed. Rest In Peace!
