Church wants maximum age limit qualification for the President

The Pentecostal Assemblies of God (PAOG) in Southern Province has resolved that article 97 (1) of the draft constitution should set the maximum age limit for qualification for nomination to the office of the President.

PAOG Southern Division Executive Secretary Smart Kobela said since the constitution sets the minimum age for qualification for nomination to the office of the President, it was only right for the same article to set the maximum age limit for qualification for nomination to the same office.

This follows the Provincial Consultative Forum for church leaders and members held in Livingstone recently.

In a statement released to ZANIS in Livingstone yesterday, Reverend Kobela said setting a retirement age for public officers and not to have an age limit for political leaders who worked in government offices was tantamount to double standards.

He further said Article 251 on retirement of public officers should be maintained at 55 years as adjusting it to 60 years would stifle infusion of innovations and skills and restrict youths from joining the public service sector.[pullquote]Reverend Kobela said setting a retirement age for public officers and not to have an age limit for political leaders who worked in government offices was tantamount to double standards[/pullquote]

“In order to allow for infusion of innovations and skills, the retirement age should be maintained at 55 years since most youths have expressed concern that pushing the retirement age to 60 years shuts them out of public service jobs,” he said.

And on article 87 (1) which talks on representation of gender, youths and persons with disabilities, Reverend Kobela said PAOG resolved for the article to reflect the African Union and SADC protocol which has set thresholds for gender representation.

“We call for this article to be written to reflect the African Union and SADC protocol which has set thresholds for gender representation and as such, minimum percentages of selected women candidates should be indicated,” he said.

As for the Declaration of Zambia as a Christian nation, Reverend Kobela said a resolution was made for the declaration to be retained in its current form.

“The declaration of Zambia as a Christian nation should be retained in its current position and in view of this, we demand that the resolve that the country is multi-religious contradicts the declaration and should be removed in the constitution’s preamble and from article 4:2,” he said.

The Provincial Constitution Consultative Forum for Church leaders and members was organized by PAOG in partnership with Patriots Worldwide who distributed copies of the draft constitution and discussed key issues that need to be included in the final constitution.

  1. HH has gone to the pentencostal to try and include another clause targeting an individual in the constitution. We do not want clauses targeting individuals. Sata is old so we do not want him blocked over his old age just like we do not want the parantage clause put in to bloack KK, Degree clause etc. Theft of motor vehicle should be bailable this was for Matriboy.

  2. its not about blocking any body but I do agree we need a physically fir president who is as energetic a a bull not one who will spend most of his time visiting specialist doctors abroad. we have paid for this and ghana is paying for this. we need a president who is not more than 70years and should be physically fit.

Also include passing medical test on fitness, if a candidate has fatal/life threatening ailments like high BP, advanced internal organs illnesses and terminal cancer, they should not be allowed to stand as doing so will be detrimental to their health because the position of President is very stressful. Nothing discrimatory here, but just being realistic.

  4. its only in Africa where someone can stand for elections at 74 and later to be elected. this is selfishness, greedy, stupidity, nosense and lack of knowledge on the part of the voters.

  7. Whoa ba pentes.Can they give an example of any country with maximum age limit? Desperation in some opposition will finish them. That doesn’t make sense at all. Usually wisdom is only found in old people coz of experience of life. What young Zambians should do is to keep themselves away from HIV/AIDS and keeping fit .Otherwise, we’ll all be wiped out. The way I’ve seen life in Zambia, very few people will reach 60 if the same attitude of lack of exercise continues in Zambians. Most Zambians don’t know what to eat n how to keep fit especially people in towns. What they know is eating and drinking bear. Can u live longer like that? Hell noooo u’ll jst die in 40s.This is why people dying young in zed is very normal. Let us wipe HIV out n keep ourselves fit than blocking old people.

    Yours is the most meaningful comment so far, medical checks are vital. It doesn’t make sense to adopt for the presidency someone who has been an alcoholic and chain smoker all his life because he will not stand the pressures that go with this job.

  9. Discrimination. If employers discriminate against any one’s age then you condemn the old folks to languish in poverty. Don’t care about presidency as long as you have a person with a sound mind. I have seen the uneducated, both young and old who are *****s, I have seen the educated young, immature, foolish and good at stealing and misappropriation of government resources, I have seen old, highly sexualized and corrupt, I have seen the opposites of such descriptions too. So, just going for the young may not be your solution. We need them all, but not all will be good. Just elect anyone who is popular. He can’t be popular for nothing.

    • As long as he/she is of sound mind with good and popular judgements and indeed with good standing in the eyes of the electorate, vote for the 95 year old President. Logic will indicate to you that 95 years old man or woman may not be that active but will rely on advisors, if thats your choice.

  13. The draft constitution should stand the test of time. When proposing changes, think about your grandchildren using this same constitution.If you propose something because it will benefit you in the next 5 to 10 years, please keep your changes to yourself.That said, setting a maximim age on the president’s age makes sense – there’s a minimum age, there must be a maximum! It is a civil servant position, perhaps civil servant restrictions should apply.

  16. How old is Charles Taylor? What did he do? Is that got to do with age? What age was Ronald Regan when he ruled USA, What age was Margerat Thatcher when she ruled Britain? Comparisons of different presidents, old and young, will indicate to you that old guys have wisdom to hold a country together for a common purpose. Althought some could be thieves of their own country resources old guys have the wisdom and especially that their end of life is near they would work for the good of their country. The young presidents will end up plundering a country’s wealth and keep the loot in developed countries’ banks. Trust the old, they have wisdom to build Zambia. They are there not for the sake of it even though some old guy enforced corruption, the worst of its kind!

  19. It is interesting that this proposal is coming the PEntecostal Church, Southern Province region, does this in a way reflect more of the prevailing political views in that area and not necessarily some theological or spiritual persuaion???

    Be it as it may, I hope the proponents are aware that even the so called young politicians we have are also aging, going by dwindling political fortunes, by the time they are able to garner national political support, some of them will have even outgrown that limit. Besides, Presidency is an executive position which requires wisdom more than technical skills. Wisdom, generally comes with experience and therefore age, not always, tho. So good luck, but dont tailor clauses around individuals, experiences telkls us it is suicidal to do so!!!

  24. A president must not be more than 70 yrs by the time he completes his term of office. And must be physically fit. Look at Obama, he is almost on the double as he gets down from airforce one. he inspires confidence. now compare him to our last three presidents! as they are getting off our small presidential air plane you are actually forced to pray that they do not fall down or that nothing bad happens! they appear so frail and vulnerable to old age and or illness syndromes

  27. I agree. There should be a limit to the maximum age of a Zambian president. I suggest 60. We should emulate the developed world. Obama 51, Cameron 45. This should be in the constitution. Sata will be disqualified automatically. Nervers and HH will be our only candidates.

  30. The political arena should be for both young and old. It should particularly be ideal for retired citizens who have experienced the intricacies of life! The idea of including the maximum age for presidential candidates is, therefore, foolish. In fact, even the idea of the minimum age is equally foolish. As long as a citizen enters adulthood, he or she should be able to contest any government position.

  31. This is not a good suggestion and its shameful that its coming from a church. Fixing an age limit is tantamount to discriminating on the basis of age. If someone has a sound mind and they are healthy enough to execute the duties of the position, then why should they be barred on account of age? That is discrimination! I’m glad the retirement age has been revised upwards because in Zambia we tend to send people to an early grave because we exclude them from the work force too early. My advice to every young person is that they should remember that one day they will also be old because old people were also once young so treat the elderly as you would like to treated when you are older.

  37. Its unconstitutional to descriminate on account of age and this refers to maximum and not minimum age as a requirement.

    Let the medical experts advise as to what age a person should take a break for health reasons and not to pave way for others.
