Government to probe document claiming most appointments are going to Northerners or Mr.Sata’s relatives

HOME Affairs Minister, Edgar Lungu has directed law enforcement agencies to establish elements behind the circulation of seditious and malicious material which is aimed at fanning tribalism in the country by making claims that various appointees are related to President Michael Sata.

And yesterday Government has deported former Zamtel Chief Executive Officer, Hans Paulsen, who had allegedly been in hiding in Lusaka’s Makeni area.

He said Mr Paulsen was found with two working permits which included one for Zambia and another for Sierra Leone and that Government could not tolerate such behaviour.

Mr Paulsen was heading Zamtel at the time it was under Libya’s LapGreen Networks before the company was repossessed by the PF administration soon after taking over.

On the circulation of the seditious material, Mr Lungu said security wings should probe some politicians working to incite rebellion or hatred against the Patriotic Front (PF) Government as such conduct amounted to sedition.

The material being circulated claims that positions at State House, in Cabinet, parastal entities, Constitutional Offices and diplomats are all held by people from Northern Province and those directly related to Mr Sata.

The authors of the document on the front page have posed the question: “Is Northern Province Zambia? Ask yourself if you are part of One Zambia, One Nation.”

The five-paged document has names of individuals appointed under various categories whom it is claimed belonged to Mr Sata’s family.

Mr Lungu directed the police and other security wings to quickly move in and establish who the perpetrators were, saying Government was aware of some politicians who could be circulating such malicious publications.

He said Zambians could no longer be fooled by speeches of tribalism from such allegations against President Sata and the ruling PF because there was no discrimination under the current administration.

Mr Lungu was speaking in Lusaka yesterday at a Press briefing attended by his two deputies, Stephen Kampyongo and Nixon Chilangwa; Permanent Secretary, Maxwell Nkole; his deputy, Willies Mangimela and Deputy Inspector-General of Police, Peter Chingaipe.
‘’Advocates of tribalism, nepotism and regionalism are the authors of this document and it will not be far-fetching to suggest that this is the work of one or two opposition political parties whose agenda is to incite discontent or rebellion against a sitting Government,’’ he said.

He said the concept of ‘One Zambia One Nation’ espoused by Zambia’s founding fathers was the guiding principle upon which the PF Government was anchored and that it was an all-encompassing administration.

Mr Lungu said the Government never discriminated its citizens on grounds of gender, race, creed, colour or tribe but rather aimed at creating an all-inclusive mix of public service.

He said the allegations of the ‘Family Tree’ were also levelled against former Presidents, Kenneth Kaunda; late Frederick Chiluba, late Levy Mwanawasa and Rupiah Banda and had now been floating and targeting President Sata.

He stressed that tribalism was no longer an issue in Zambia, saying the country had moved on through democratic processes where shared ideas and values were the bases of politics.

He said if people never shared the views of the PF, it became difficult to accommodate them in the ruling party’s administration.

    • What revolution? Zambia has had two revolutions. One ushered in the MMD, the second revolution has brought the PF to power.

       If bloodshed is your definition of revolution, you are on your own. The majority of Zambia voted for the PF to lead the nation. Zambia is a Democratic country, except for a few elements like you.

       Stop being obstructive, let the new government do its work.

      The burden of proof lies with the disrespectful Ba zambia, who should probably not carry “zambia” in hers alias.
      Let us suppose the 90% claim was true, should the government not appoint those who are willing and ready to work with the elected leadership of the day? Democracy is not about tribal balancing or tribal imbalance.
      It very clear from those crying “tribe” in anything and everything that tribe is their all consuming passion.
      We are a unitary State, one people, and we can all have our turn to rule the country as our opportunities come.
      Criticism is always welcome as it provides checks and balances. However, for it to be acceptable, it must be constructive, not an expression of spite. Ba zambia, I don’t do insults.

    • Let us keep our PEACE. A person can come from Northern Province but he is not Bemba. People of northern and Luapula are not all Bembas. People who have settled on the copperbelt and lived there for a long time are no longer tribal people – even some of you here claiming to be one tribe or anther may not even know what it means to be your tribe. (What is it to be a TONGA?) We have passed that point ladies and gentlemen. We are Zambians. Ours is the job of building Zambia.

      The PF are doing well at the moment. The small mistakes they are making cannot be compared with the big achievements they are scoring. Join the hardworking team and your life will not be the same. ONE ZAMBIA ONE NATION.

    The undeniable fact is that there has never been a bemba President in Zambia. People must stop spreading hatred against each other. Hatred is counterproductive to national development
    While others may have other places to run to in case of trouble, true Zambians only have this one Zambia as their home, so why try and destroy this beautiful place?

  5. The country is sinking under Bemba supremacist ideology. Sata is a tribal warlord. Pf is a tribal govt. Pf supporters have justified their Bemba tribalism by claiming that only bembas voted for Sata and they are therefore entitled to 99% of Sata’s appointments. This should be a reminder to Zambians whose mother tongue is not Bemba to be careful the next time they go to cast their votes. Some people have no shame nor decency.

  6. @9. Stop splitting hairs. Sata’s mother tongue is Bemba and therefore he is Bemba. Chiluba’s mother tongue was Bemba, so was kaunda. You are what you speak.

    • What is wrong for one to be Bemba? Do Bembas not have a right to exist? If you have a personal thing with Bembas, don’t think that we all share in that.

      If you don’t want a Bemba person to have leadership authority over you, tell the Zambians to vote for a tribe of your choice. This is not a village in Chipata, it is a Republic. If 2016 is too long to wait for you to come to power, if Zambians should choose to vote for you, find another country where there are no Bembas in government. Stop tribal pollution.

Making pronouncements that the govt is not doing what it is actualy doing is insulting people’s intelligency. The Northern biasness in appointmnets is clearly advertised in your own cabinet formation.     • Dear Monk #20, In reality, you are a very lucky person because you are part of all them.  I say lucky because sounds like your family is more advanced mentally than some of the primitive tribal trash on this blog. Yours is a rainbow family, and there is strength in diversity simply because the future belongs to those who embrace that. If it was race, your nieces and nephews etc.. would be called mixed race.      

  12. The question is, why is it that tribal hostilities have worsened and reached boiling point in the past 11 months? Tribalism has become the nation’s main talking point and clearly something is wrong somewhere. It is folly for anyone to pretend that there is tribal unity and harmony in Zambia today, what is the cause and who is to blame?

    • Its because of democracy. KK used a lot of dictatorship and many were kept quite. Also Sata’s background. Many believed that he could not lead the country, they have been shocked that his dream came true and they find it difficult to accept. Surely freedom and human rights have limits. In Zed seems everything goes now – insult the loudest, tell the biggest lie its democracy. The opposition have not helped, in fact, its the opposition that has made it even far worse. The opposition is running a marathon run like 100 metres sprint which seemingly is not giving chance for PF to rule. Tribalism is the easiest point for anything, whether positive or negative

But I also pray that the ordinary Zambians are not listening to this tribal talk – they are filtering it through for the sake of peace. 2016 is not far, if people will not be happy with PF simply remove them and life continues – we dont have to create a situation where honestly innocent people begin to hate each other.

      Also the online media are contributing significantly to fuel tribalism. These blogs without editorial policies can publish anything at any time. That is a problem emerging. Radio Mille Collines in Rwanda broadcast tribal messages that led to the massacre in that country. So blogs should be careful what they publish – they may just cause chaos in Z.

You appoint those who campaigned and helped you win elections those who lost want you to appoint those who campaigned against you, insulted you and even condemned you to death!     • I am from easter and opposed to this tribalism by PF. So do not target tongas. The Easterns that have been appointed are just for window dressing. Looking at Government at Minister Level, Deputy level PS, Heads of parastatals, foreign service, you will see that almost all new appoints are from northern and muchinga province (Bembas) and all those that have survived from the previous regime have some bemba inclination

  29. Iwe Livingstone go to school and learn about languages in Zambia and Africa. Kaunda’s mother tongue is Tonga although he grew up among the Bemba. Chiluba’s mother tongue is Aushi. Sata could be Bemba but as far as I know he is Bisa. The Bisa dont pay homage to Chitimukulu. You want to group them as one so you can bembanise them then tribalise the argument as that is your speciality. If you are what you speak then Iam Zulu, French English Chewa and Bemba. People’s identities aren’t tied to the language they speak. That is a shallow way of looking at things.

  30. A solution to this problem is that we must have a clause in our constitution requiring that all appointments be subject to regional (Provincial) approval. Cabinet can come up with a candidate list from which each province would determine who should get the appointment. This is the way forward if indeed our goal is to balance appointments based on province.

  35. Ba Livingi imwe If mothertongue refers to one’s first language then tribalism in Zambia shouldn’t be an issue…. Because plenty of people speak languages that aint theirs. So Sata is not neccessarily being tribalistic but according to your thinking languagistic. The first language I spoke is English but I refuse that to be called my mother tongue. My mother spoke Zulu and Chewa because her parents were from these tribes. My father’s language is Bemba
