Wynter Kabimba on PF’s one year in power

THE Patriotic Front (PF) Government yesterday clocked one year in power and its secretary general Wynter Kabimba has singled out unemployment as the major outstanding challenge needing to be addressed.

Mr Kabimba advised the citizenry to be wary of a breed of politicians who risked compromising the national identity by parroting instructions they received from some “foreign forces” instead of the instructions they got from the Zambian people.

Achievements so far

Featuring on the Hot Seat programme on Hot FM radio in Lusaka yesterday, Mr Kabimba said the party had in its one year in power scored a number of successes, citing, among others, putting more money in people’s pockets by increasing the tax threshold and the liberalisation of both the public and private media.

Mr Kabimba, however, said the Government could not achieve everything in one year and singled out unemployment as the current biggest outstanding problem, but was quick to note that the problem in question was a global one, which the PF administration was committed to address at domestic level.

“You can’t achieve everything in 12 months. So, we are very conscious that what we have achieved is just a proportion of what we have promised the Zambian people in terms of delivery.

“We are not a team of angels and saints. We are mortal human beings. We shall make mistakes, but we shall only make mistakes because of a bad judgment over a situation, not because we want to betray the confidence of the Zambian people,” he said.

He said the party would not go to sleep until it delivered on its campaign promises and boasted that currently the PF was the only political party that had produced a manifesto which was in the public domain and that it was using it as a reference book for whatever it did.

Policy inconsistency

He rubbished claims that the PF Government was inconsistent as the Michael Sata-led administration was focused and aware of its mandate, stating further that reviewing a policy was not an indication of inconsistency.

“Reviewing a manifesto principle or reviewing a policy is not the same as being inconsistent. Because after all, who does that policy serve? Who is it framed to serve? A policy is only a policy and a meaningful policy if it serves the Zambian people.

“So, where we think and where we have found out that a particular policy may not deliver to the Zambian people as we expected, we have every right as the Government and it is only the reasonable thing to do that we review that particular policy. That is not the same as saying that we are inconsistent,” he said.

Mr Kabimba said the PF was intact at all levels with no leadership wrangles whatsoever.

Succession Debate

He said succession was not an issue in PF as there was a sitting president, whose term would expire in 2016, charging that those who were talking about succession in the party were immature politicians who joined the party just to become presidents instead of serving the Zambian people.

“For me, the issue of presidency is not an issue. What we have at stake now as a challenge is for each individual Minister, each individual Deputy Minister and all our party leadership to deliver to the Zambian people.

“That should be your measure of who the good leaders in PF are and who the bad ones are. The bad leaders are the ones that think they want to become presidents at the expense of delivering to the Zambian people. The good leaders are those that are in the party to accept whatever role they are given by the party to serve the Zambian people,” he said.

He warned that the phenomenal in Africa of imposing oneself on people was what produced bad leaders, adding that President Sata was elected by the people and being his “disciple”, he (Mr Kabimba) took an example from the Head of State.

He warned that there was no compromise over discipline in the party, from the general membership to the leadership, saying it and Government as a whole would not achieve anything if not founded on discipline.

Holding two positions

On his holding positions of secretary general and Justice Minister, Mr Kabimba said he would let the party and Zambian people judge whether he would manage to perform both jobs, but that if they thought that he was a liability, they were free to let him know and pledged to “serve the Zambian people to the best of my knowledge.”

Judicial Reforms

On judicial reforms, he said this still remained one of the party’s priority areas as they were necessary for the public to regain confidence of the justice system. Mr Kabimba said Government did not want reforms driven by the Judiciary itself but by the people who accessed the services it provided.

“There is no way a system that we are trying to cleanse can dictate the reform process,” he said.

Opposition UPND

He also charged that the United Party for National Development (UPND) would remain a “one province political party” because its leadership was not willing to have some of the Members of Parliament (MPs) appointed as Ministers in the PF Government.

    Looking at what follows from your philosophically prepared speech which should be coupled with a valid argument, then one can asserts that you are sugar coating your disappointing assessment of Zambia’s achievements thus far since you assumed power. You accuse foreigners of meddling in internals issues, yet you have allowed them to dictate to your govt. as to how that govt. should spend its resources on projects by incurring debts. Whether you like it or not, the simple hard fact is that international dynamics tell you when you can cough and how high you can jump. As of now, Zambia is your country of birth nonetheless, due the accumulations of debt nothing belongs to Zambians including their own homeland.Tell me where are you heading to?Stay away from debts.     Sugar coating your retarding movement in development is surely is not a brilliant assessment of one’s reflection of his past. We anticipated your govt. to at least have inserted a number of facts which can be identified with your constituencies as indicative of the govt.’s attempts in redressing the bread and butter issues. Despite choosing the philosophical route in convincing your audiences, you have no shred of evidence which can allude to any developmental strategy as being an entity of your policies. Multinationals are in your backyard and what follows from that, is that your policies are almost irrelevant. Minister, reflect on shortcomings. Viva HH and UNPD, long live. PEACE to all Zambians.

  6. Winter you are cheating yourself if you think you will ascend to the presidency of PF. You are yet to learn it the hardway and at that point you will realise that human beings can not be trusted. Anyway SATA has used you very well but i hope you have no presidential ambitions because at that point you will remember where you come from. Some of these people can not just be trusted and will trash you like faeces. You are nothing in PF for your info. The family forest there is too big and you are not part of it. In the whole history of Zambia the PF’s One-Year rule has been a period of deception, failure to implement political promises, demise of agriculture, period of anguish, period of plunder of national resources, the period of dismatling the judicial system to allow for free reign of various forms of crimines and burial of wrong-doing, erosion of educational institutions, the period of the highest levels of nepotism to enrich family ties. The list is too long to expound on. Zambians cannow brace for more worst episodes as the nation fears for PF’s execution of more ruthless atrocities. AMEN

Mr kabimba that is wrong way off analyzing your achievements as a party. you are saying you have put more money in the people’s pockets by increasing the tax threshold. the question is how may people have benefited from that incentive? the answer is very few. because the majority of Zambians are not in formal employment and do not earn a salary. you have actually taken away money from people’s pockets by increasing bus fares, increasing bread and mealie meal prices and now the eminent upward adjustment of electricity tariffs by zesco. you have nothing to boast about. come 2016 you will out. HH is coming in.

  13. Another achievement, sending yo retard son in a diplomatic mission to Japan to represent our country. Sylvia M. Kabimba is now full cabinet minister after u corruptly persuaded the rightful pipo elected MP to resign and be sent on a diplomatic mission. The cities are now filthy with street vendors while pick pocketing which was a thing of the past is now gaining momentum. Telling Tongaz that they will never rule the country when ur scared of them. Luring that ka stupid Masumba to turn against his party at the expense of development. Increase in bus fares, mealie meal prices and general food prices thereby increasing the cost of living. Minimum wage increase which is good but failing to implement it effectively. Cotton prices, depotng father oooooohhh let me end here coz the list is endless

  14. We thot the PF govt and the new PMG would change things at Zampost. Things ve goten worse than they were in the previous regime. There is rampant corruption in the way people are being employed in the institution. No interviews are taking place. Cadres an their children ve been employed and are getting favours. Sata’s niece was employed last month an promoted this month. There is rampant expenditure on non important issues at Head Office which are taking away a lot of money from the company. Despite HQ being in a rented building, there are a lot of renovations taking place. Zampost is currently even struggling to pay salaries and yet the PMG and the Director Operations are going out of the country and will spend more than 15 days out of office and are being paid allowances in US dollar.
