Nevers gives condition for MMD’s backing of 2013 budget

Opposition Movement for Multiparty Democracy (MMD) president Nevers Mumba has said that the MMD has declared a dispute against the Patriotic Front government on what he terms as destructive tendencies of the government.

He said that the move has been necessitated by the blatant assault on democracy by appointing MMD parliamentarians as deputy ministers without recourse to respect and moral integrity that ought to govern government and opposition relations.

Dr Mumba said that it is unfortunate that President Sata has gone ahead to abuse the Public Order Act by refusing the opposition to hold public rallies which he is an affront to the values of free speech and association of citizens.

Speaking during a media briefing at the party secretariat this morning, Dr. Mumba demanded that the public Order Act be revisited to protect the citizens and not to stifle freedom of expression and Association.

The MMD leader has further declared that his party will only assist government to pass the 2013 national budget if the government is willing to resolve undemocratic practices. Dr Mumba also said he will announce a shadow cabinet in the next few days. He said the shadow cabinet will be appointed for strategic reasons.

Meanwhile, Friedrich Ebert Stiftung resident Director Heiner Naumann has advised the Patriotic Front government to look at international benchmarks and analyze the country’s revenue potential.

Mr. Naumann says it is surprising to note that half of the country’s budget for next year will be financed by employees in the formal sector through the pay as you earn (PAYE) whereas the corporate tax and VAT will contribute only 25 percent to the budget.

Mr. Naumann says after comparing with other African countries in the region, Zambia’s income tax seems to be very high.

He tells QFM News in an interview that FES is aware that these revenue affairs can only be changed in the course of time but states that it would be appropriate for government to analyze the country’s revenue potential.

Mr. Naumann however states that his office is impressed by the craftsmanship invested in the country’s 2013 national budget.

The FES resident director says the budget shows the PF government’s commitment towards improving the lives of citizens.

    • This is ridiculous. So if he failed his church, he must remain on the ground? You enemies of progress, always throwing stones and yet you yourselves have tried nothing worth talking about. You are encouraging Nevers to stay defeated? Common on, get a life!

  1. Can Nervers really get real please. He belongs to a party that started the habbits of poaching MPs from the opposition and he himself was poached from his own party which he ditched. Whats wrong with ther PF doing the same? Hasnt he ever heard of freedom of choice?

  3. That the problem when you leave your calling to the pulpit to join something you dont really understand. By not passing the budget padre will just be prolonging the suffering of the masses whom his corrupt dysfunctional party condemned to poverty for the past 20 sorry years. MMD is going nowhere slowly with their equally bitter clueless partners UPND. Frustraiting the budget will get them nowhere and not anywhere near winning elections.Anyways their behavior just confirms that they have seen the PF’s commitment to deliver and they are obviously running out ideas.

Go on and write shithead. you claim that CNP is on course.Yes we can agree that you are on course appointing relative, former girlfriends and extended family members into your family government. FACT is for sure you are on course. Can you just point out one reasonable thing that CNP had done. This is end of October and farmers have not been paid. rains have started and you claim you are on course.

  4. Look at him, this man for sure has no morals. This man should be the last to condemn PF coz he himself was poached by Mwanawasa from his party. Before that he ran away from God at the time he (Mumba) promised God that he shall save Zambia. Who can listen to this man? I don’t know what has gone wrong with this former pasta.

  7. Nevers, u were appointed by Mwanawasa as veep and u dumped ur party for the opportunity, Sata does the same to your party and u get so petty about it. Do u forget that u had a following who were left so lost bcoz of ur actions. Be realistic and stop frustrating the efforts of a genuine man. He made it clear that, he ll use all well meaning zambians with the right talents and attributes to develop this our country which was destroyed by the party u re reigning over.

    Its equally interesting ready to note you would be ready to support the 2013 budget only if some admin issues are addressed (undemocratic practices). Does that mean, u agree to say this is one budget that has beaten the record so far for a very long time.

  10. Naumann is spot on as 50% of gross pay is contributed to Paye and Napsa collectively which is very unfortunate for the growth of the SMEs. Where do the workforce find disposable income for the growth of the Tuntembas? The GRZ need to revisit its tax planning especially by including new areas of tourism, rentals WHT (currently loop-hole) as well as encouraging raw materials value addition. Additionally, all rebates on non-MFEZ need to be suspended as investors keep on changing names after the window periods. Councils also can learn from Europe on revenue collection especially with mushrooming cars in the CBD. Let us all see beyond the nose as today is past for tomorrow need to be planned today as posterity will judge us. Twalumba!

He will do anything to put a meal on the table, abandon hin church, abandon his party etc.. Ask Kalaki he knows him very well.   14. Taxation: Naumman is spot on; This is where I find the issue of street vendors not to have been exploited. This is what I would do if I was PF. Start registering them, give them renewable IDs; so that every 6 months they can go to a named bank or banks, to renew the card and pay a fixed amount say worth 5pin per week; which will be 3pin to the council and 2 pin to government. If all these marketeers were able to pay these 2pins per week; the treasury could benefit. The council police would not be allowed to collect the fees; rather to check if the card is active; and if they have been paying. As for gabage; you bring with you an empty bag to take it with you after trading. Lets think outside the box and make money from the mess.

I appeal to all bloggers on this site, Let’s reason together because I believe that is the only way we are as a nation going to move forward,MMD had 20 solid sorry years, they wasted so much time and squandered alot of tax payers money..Now we have given PF the mandate to deliver..my point is whoever is frustrating the plans of the government of the day has a greedy agenda..thus, citizens of zambia why should we let them suceed at doing so..? Let us stand up and be counted for a common good and rally behind the government no matter what happens…we are one we will always be one zambia one nation.

  17. It breaks my heart to see that this is the calibre of our opposition political parties! As everyone else has said, mumba has no moral ground to preach what he is saying. What the people of Zambia want to hear is how the opposition can add value to the budget and its implementation. Who is going to benefit from his frustrating the budget? Is it Sata or the populace? Ba Nevers Mumbwe, ikaleni fye tondolo! Twapapata please!

  18. 21, 22 and 15 – way to go – let us support the Government of the day in order to foster development in Zambia. Governments come and go. MMD was there for 20 years – they run their race, now it is PF / after presentation of the 2013 Budget let them implement their works – 2012 was essentially an MMD Budget. Let us see what they can do for us.

  19. @27 Grace its only right to condenm Nevers as much as we can, I mean we the pupolace did not vote for those MPs so they can delay development but rather be our eye and ears in parly. so if a grown man says or behave like Nevers then just he/she is trouble. We dont need such characters if zambia is to develop.

  21. Sounds personal. The budget is for zambians who may suffer because of egos. They now have found another excuse to walk out since the minister of Finance will be present. Maybe we need to elect new MPS who will work for the poor Zambians.

If you are scared of engaging those undisciplined bandits, then hire us South Africans who have practical experience in flashing out such unwanted problematic elements. Those gangsters are simple terrorists and please, arrange a budget for quick mop up operations. We love bang bang, the South African culture. We will not use AK47s but heavier weapons. The idea is to save innocent lives. Those gangsters are criminals finish and klaah.

    Nevers Mumba, you sit there in your ivory towers debating about the budget yet your own people are victims in a semi-war because some trigger happy hungry bandits from the most corrupt nation (DRC) are terrorising them. Talk about the lapse in security and any person threatening the state security be it a domestic or foreign enemy must be dealt with precisely. Nothing must be left unattended to under such volatile situations, both the opposition and the government must be united so as to defeat the invaders or these common bandits. They convey negative reflections of Zambia to potential investors who want to inject foreign capital into Zambia, especially that your govt. is attempting to lure investors in large numbers.

  26. I hope the government can now look for ways to get more money from the mining companies as well as other business houses. Right now the poor are paying high taxes and are contributing about 51% of 2013 budget while the rich only 25% sad indeed. I think wind fall tax would make up for it.But percentage must be resonable. I hope it is
