As Kitwe Mayor, I should be provided with housing and 24 hours security, insists Chileshe Bweupe

Kitwe Mayor Chileshe Bweupe says there is nothing irregular with the motion to provide him with housing and 24 hours security.
Mr. Bweupe insisted that Mayors deserve to be accommodated in institutional houses and be provided with security in order for the Office of the Mayor to be respected.

He charged that the motion seeking to provide housing and 24 hours security to the Mayor of Kitwe has been politicized.
“This is not about Bweupe, the motion was meant to benefit even future Mayors. We need Mayors to be accommodated in good houses where they can host functions,” he said.

“We have seen functions been hosted at the residencies of the Nigerian Embassy, Botswana High Commission, why should the Mayor, the number one Citizen of the City host functions at Lodges and Hotels?”

The Kitwe Mayor, a close relative of President Sata said some political opponents want to gain mileage from the issue of the motion and bring his office into disrepute.

“I have never used the name of President Michael Sata in vain, people claiming that I use State House to abuse my powers are just been malicious,” he said.

He said he is fully aware that some people want to use the issue to distract him from performing his duties as the Father of the City.

Mr. Bweupe said he is focused on leaving a legacy of hard work and commitment to the City of Kitwe and warned that he will not be distracted in his course of duty.

Recently, Ministry of Local government and Housing Permanent Secretary issued a circular to Kitwe City Council not to enforce the motion to provide housing and 24 hours security to the Mayor of Kitwe failure to which appropriate statutory sanctions will be applied.

Mr. Namachila advised the council not to enforce the decision as it is against public policy and it is costly and attracts audit query.

He explained that moving a motion to provide accommodation and security for the mayor is in contravention of the current legislation and has therefore no legal; backing rendering it an ultra vires decision of no legal effect.

I was shocked to learn that you are now the mayor of kitwe. Sata alelya chinoko and she introduced him to you as your uncle, moron, and you still believe sata is your uncle.

  4. iwe Chileshe, u are embarrassing some of us who supported HEMCS in the last polls….as some1 has put it already, go back to school & get a job that will see you build your own house….i remember you as  a CBU dropout, correct me if i am wrong! Personally, I would prefer Christopher Kang’ombe to Chileshe for the Kitwe Mayor position; Chris is a young but very mature politician just like Elias Jr…lets go!!

  5. There is precedent for what Chileshe Bweupe is insisting on. The first two African mayors in Kitwe were moved from the high density townships and given accommodation in low density areas. I remember this clearly when I was in primary school. Mr. Jonathan Mubanga who was Mayor between 1964 and 1965 and Mr. Albert Nkanda Kalyati (1965-1967) moved from Chimwemwe and Kwacha Townships respectively to better housing in Parklands. I know what I am talking about because the Deputy Mayor to Mr. Jonathan Mubanga, Mr. Francis Kapansa, was our primary school teacher, but he remained in Kamitondo Township. Even more recently, Mr. Simon Chishimba, Mayor between 1998 and 1999, moved from Miseshi Township where he was a teacher to a better house in Parklands.

    • That was a wrong precedent which planted the seed to this sorry attitude of entitlement.This is the reason why zambia remains poor because public officials won’t work hard for their daily bread if they can easily cream off the public coffers.It gives our kids the impression they don’t have to work hard.

  7. Why is there so much anger in Zed kanshi? Dragging a parent and her alleged background does very little to the issue at hand, which is a discussion on housing provision for the Mayor of a city. Is this why the entire country seems to be running like one huge village? I suppose we think such resolutions can only come from the centre or what? Eish!

He had a company  which was derigesterd at the mines because of fraudulent activities with supplying umwela.  It still appears on do not use list.  His lifestyle is very wild as he drinks a lot and found muma night club with females at most, how can you have a mayor like that? He loves boasting a lot and that’s where people would never respect you. Majority of wealthy and elite people in kitwe don’t even talk or try to show their status he really needs to humble himself. this chap really needs to stop getting drunk carelessly. Without PF he would have lost we don’t need immature pople like this chap as mayor.

  16. Why all this hate for Chileshe Bweupe. He is a qualified artisan and worked for ZCCM and Mopani copper mines. He has always been involved with PF since it was formed by ba Sata and its time for him to enjoy the fruits of his labour somehow while discharging his duties as a mayor. By the way he still need to fullfil the promiseshe made to the people and help grow Kitwe which has been stagnant for decades and is not on that position for a joy ride, otherwise come 2016 it could be a different story.

      Sadly, the truth is exactly what you say and politics has been all too much about “enjoying power” for decades! That attitude, however, is a big part of the problem and certainly not what is needed for PF to fulfill the promises it made.

  25. With this kama chap as Board Member of the Nkana Water & Sewerage Company (NWSC) means that the management and staff of the water utility are in trouble. I suppose he’ll be asking NWSC to pay him a sitting allowance higher than the salary of the Managing Director. The problem with Bweupe is that he is too puffed up with pride. Just imagine the check of styling himself as ‘1st Citizen of Kitwe’…when his position is merely ceremonial?

People in Wusakile and other high density areas live in areas with poor water supply and unsantitary conditions and you have the audacity to want a luxurious house for yourself? Really, Mr. Mayor, build your own house if you so wish to entertain at your own premises.

  28. I think that he is wrong. He is comparing apples with ground nuts. The High Commissioner’s or Ambassador’s residence is that nation’s property and land. A Mayor is just a chairman of a committee of councillors. It is not a full time job.

  34. This role used to be a civic duty. He could learn a lot by seeking out some of those who have held the role before him. Particularly those that served prior to the start of the degradation of services. It is not the request he is making but the accompanying thought process behind it that appears to hold a certain ‘keeping up with the Joneses’ touch. Some of those past mayors already held jobs and involved their spouses in providing more than was made available to them for the civic role and in doing so set high standards you can emulate with a different approach.
