Approval of budget for First Lady shocking- FODEP

The decision by Parliament to approve a budgetary allocation for an unconstitutional Office of the First Lady is greatly regrettable and shocking to proponents of constitutionalism in the country.

It is extremely disappointing that a watchdog institution like Parliament that is supposed to provide effective checks and balances on the dealings of the Executive could conveniently overlook such a misnomer.

It is the first time in the history of this country that the Office of First Lady has been allocated public funds without being constitutionalised, a precedent Zambia will live to regret.

Government should have first tabled a bill to constitutionalise the Office before rushing to parliament to seek budgetary approval.

It is in this vein that the Foundation for Democratic Process (FODEP)demands for the above procedure to be followed before allocating and approving and consequently implementing the First Lady’s Office budget by the state. The approval must be rescinded immediately.

Nonetheless, one is left to wonder where the gallant men and women in the Parliament preceding the current one that acted in the interest of this country have gone. It is indeed a sad development for the Zambian legislature to go to sleep on such an important matter concerning the tax payers’ money.

  1. The Idea is fine if to benefit the masses, but the process in the manner this has been handled is wrong. Sad that we are always caught in wrong decision that gets reversed all the time. DOES IT MEAN OUR MPs are so scared to express themselves and not sugarcoat anyone? FEAR OF THE MASTER.

    EVEN IF THIS SOUNDS NICE IT LACKS MERIT. THE SAME PARLIAMENT WHICH APPROVED THE ALLOCATION CAN CONSTITUTIONALISE THE OFFICE BY A VOTE. I THINK THE REASON GIVEN BY THE VICE PRESIDENT WAS GENUINE. STATE HOUSE ALWAYS SPENDS ON THE OFFICE OF THE FIRST LADY. THIS WAS DONE SECRETLY IN THE PAST BY UNIP AND MMD. BUT NOW THE PF WANTS TO DO IT OPENLY IN A VERY TRANSPARENT AND OPEN WAY. THE OFFICE SHALL BE AUDITED ALSO. SO WHAT IS ALL THE NOISE ABOUT?

  17. I agree with Chisenga This is now in the open I always wondered how the first ladies managed to sop elegant. At least we know this first is spending our money. Can we now put this into law. I would also need my own budget if I became first lady not be arrested like Regine even when you saw me using public things. Lol I still can’t believe those people who thought all the former first ladies didn’t have their own budgets paid by us the tax payers

  20. #30 It is unhelpful always saying that Sata is not presidential material. A democratic country needs true parliamentarians. Even Sata cannot go against parliament or the courts. Unfortunately, you get people like Masumba and Kambwili in our parliament. Clever men of intellect never bother with these dirty politics of hunger.

UPND has become a sarvege group. Mr Hakainde is using his money to terrorize people. We are really scared as UPND MPs we cant even say a word. We regret have stood on UPND ticket but we know President Sata will listen to us.

  25. Please Mr President & Please Zambians, help us we are tired of hero worshiping Hakainde Hichilema. We are made to pay him for being on the party ticket and he says without him we were not going to be MPs. We failing to take development to our people because when you want to work with govt, our lives are threatened. The levels of huliganism in our party UPND has reached arlaming levels. We shall post more information on this site so that people of Zambia can deliver us from this bondage. Thank you.

  26. @ SHEIKH what is good about people breaking the law. The constitution is the supreme law of the land and for the PF to break and people as weak as you say it is a good idea. This the worst government ever in this land. they are increasing loop hopes where they can use to siphon money. Who will be the controlling officer for money for that office, the first lady? this just shows what we were being warned but were foolish enough to ignore 

  27. I now know why we are poor and will for ever remain poor. While money has been spent on the first lady for example for travel, it has been done through the office of the president which is a constitutional office with procedures how the money is expended. Office of first lady is ceremonial and has no structures that formally link it government. The constitution in Zambia should be abolished so that we can all do as we please instead of just allowing one person to rape our constitution with his mindless supporters cheering on. I hope I can find opportunities elsewhere because being here can make me go to jail

  30. what do Zambians & FODEP expect if you allow kaponya’s to manage your affairs? The day we rejected the degree clause in the const. is the day we thru away professionalism in politics!
