TIZ to put First Lady’s budget allocation at its weekend AGM agenda

Transparency International Zambia has announced that it will table the allocation of 1.5 billion Kwacha to the First Ladies office at the annual General meeting to be held over the weekend.

TIZ executive director Goodwell Lungu says TIZ has put the matter as part of its agenda during its forth-coming AGM after which the institution will state its position on the matter.

State house had clarified that the K1.5 billion allocated to the First Lady’s office in the 2013 national budget as merely for transparency and as a departure from the old culture of Government incurring illegal expenditure.

And Operation Young Vote (OYV) has said that the justification by State house with regards the 1.5 billion Kwacha allocated to the First Lady’s office does not change the fact that the office in question is not a constitutional office.

OYV executive director Guess Nyirenda said that the PF government therefore should have continued with the old system were the First Lady’s office was catered for in the State house budget.

Mr. Nyirenda has challenged the government to explain the constitutionality of the office of the First Lady to the public for it to be given a budget line.

He has emphasized that it was wrong for the government to have gone ahead and fund the operations of the First Lady’s office.

Mr. Nyirenda was speaking to QFM news in an interview.

  1. If its that fool Lifuka, he will first get advice from Mumembe who will tell him to say ‘its ok’ just pretend it because of ‘tranparency’.

    But for all we care , as Zambians , this is broad day light robbery and it has to be stopped.

    if it is not stopped now, Kaseba has to pay back when out of power.

    • Ubututu ba Beleg… GRZ has clearly stated that the money will be spent under state house budget – a contitutional office, but only the 1.5 specifically for first lady’s activities and will be audited as such. In the past the expenditure of the fist ladies was mishmashed with the OP, state house etc, and hence not accountability and transparency…do you want a repeat of the so called hope foundation where billions where spent frivolously at the whim of vera chiluba?

  2. She is not an employee of government and no one voted for her. The work she is supposedly doing associated with cancer can be done through competent officials in the Ministry of Health. She must not sneak into a “government position” through the back door. It causing confusion in the Ministry of Health. She must decide either to take a job with the Ministry of Health or just stay home and take care of the president. The so called office of the first lady in non existent. I see this as veiled plunder of national resources and must not be rescinded. She can start her own cancer clinic/hospital is she is so keen on helping the cervical cause and let the ministry function without let.

  3. our country is heading into disaster coz every president who comes has his own thinking which cannot be reversed. Mr Sata said he don’t want have too many ministers becoz he doesn’t wat to spend a lot of money but wat we are witness is disaster, it’s like Sitting on a ime bomb

    This is getting on my nerve here really, she is getting way too much coverage for my liking, when you consider what I have gone through with my MBA, ACCA CIMA< Bsc oxford Brookes ,MSc and now doing my PhD coupled with marrying a whiteman and being abroad, which is now hard because of the restrictions VISAS for students
    You would probably understand why this is not sitting well with me, although I have reluctantly accepted being the first lady

  8. What if a president is not married? How about if a president is a woman? Why not make this office constitutional before rushing to allocate money? It’s not money, money, money all the time ba PF please! It order first.

  14. How on earth did the Zambian parliament agree to allocate the K1.5 billion to the “office” of the president’s wife which is not a constitutional office? It boggles the mind. It also says a lot about the quality of Zambian MPs.

  16. TIZ is quoated on the watchdog condeming the deportions of the directors of zambezi portland. I urge the PF to ignore such calls and continue to clean up the system. These are the same thugs who have been externalising a lot money to there home countries. Ask muhammed salame why he can’t finish building mulakupikwa college in chinsali, its because he has externalised 90% of the K109 billion he was paid by govn. Please PF grab the baobaba land fron him because he got it corruptly fron RB for building his mpundu trust flats in kabulonga. Where was TIZ when this was happening right under their nose. They should shut up.

  18. Take your MP’s to task. Facebook and Lusaka times are not going to change anything. Me I would like a list of all MPS and where they can be found so that I can take them to task over a number of issues they need to become accessible to us. They vanish as soon as elections are over, most move to lusaka. They allowed this to happen. Even the opposition shuwa. Im with HH on this one it’s daylight robbery!

  20. TIZ is just scared to state their opinion before studying other people’s reactions! That’s crooks, copying or mwembeshi! Be original and state your own position. What’s wrong is wrong no matter how many people support. That office is fictitious. She is a respectable first lady yes but she has no ‘government office’ to receive public funds. procedure is very important.

  21. The MPs are pathetic – sleeping on the job. Its incredulous that parliament passed this allocation. How do they defend this betrayal of the people that voted them as their representatives?

  22. This is utter stupidity of TIZ that was so vocal during MMD government where it was even opposing little things such going to the toilet. TIZ has bee religiously quite on matters of interest to the public which it uses to get money from its donors to uphold the transparency in the country. Today Mr. Lungu could be talking about taking the matter that has glaring irregularities to CSO general meeting what stupidity and myopic thinking. Does transparency become transparent when it is matters that concerning the guy they put in office. TIZ knows, everybody knows it that the office wife of the President is not constitutional therefore funding it a day light robbery, what does TIZ want to see happen before they make it know n that is stealing from the Zambian governmt for his wife?
