Anti- Corruption Commission commences Zambia Railways investigations

The Anti- Corruption Commission has announced that they have commenced investigations into reports of alleged corrupt practices and abuse of authority of office against the Chief Executive Officer of Zambia Railways Prof. Clive Chirwa and the dissolved Zambia Railways Board of Directors.

In a statement released to the media by Timothy Moono, ths public relations manager, ACC said that the investigations follows a thorough analysis of the allegations of corruption levelled by the Zambia Railways Board of Directors against Prof. Chirwa, as well as those levelled against the Board of Directors by Prof. Chirwa.

“The Commission also takes cognizance of President Michael Sata’s suspension of Prof. Chirwa from his position as CEO of Zambia Railways, in order to pave way for the smooth conduct of the investigations. The commission would like to assure the government and the general public that thorough investigations will be conducted in the matter,” concluded the statement

  1. This is rubbish! The biggest liability to the country is Sata.He has turned Zambia into a failed State.

    Chirwa will be cleared by the ACC. I am sure Sata has directed the useless ACC to not to find a case with Chirwa.

  4. The issue is not whether Clive Chirwa is a conman or not, it is whether the plan to plunder National resources was agreed properly or not. What l see here is that the investigation is going nowhere, all this is a publicity stunt and Chirwa has been found with no case to answer, is pardoned and allowed to continue in his capacity as CEO! l think Zambians are being taken for granted and the truth is that actually Zambians are “dwanzy” by nature fast asleep one wonders when they will wake up from this deep sleep!

    Do ACC fall under the State House? Why the president giving directive to ACC instead of them acting independently?

    • And how can the whole professor move to Kabwe for such a holiday, to just wait for the ACC, doing what, eating at Big Bite? Would have made sense if the temp relocation was the otherway round. Otherwise, the prof will just be ‘flying’ there everyday, to answer questions, if any – remember Summer Kabimba’s questions that made him acquited!

    • How do you expect ACC to just start investigating without a complaint being raised against someone first? There is a very big misconception about the operations of ACC that I think need to be clarified by the organisation as well as the state. ACC investigates only when there has been a complaint of graft being raised againist someone and in this case, State House is a Complaint directing it to investigate. Remember the Dora Siliya issue, people and tabloids wrote about it but without a formal complaint logged with the ACC, no investigation took place. The tribunial only came into being after Mr. Harrington made a formal complaint. The State House is in order to ask ACC to investigate this case and there is no conflict whatsoever except that percieved by those who do not mean well.

    • Usually go by an old adage of never to argue with a fool. You seem to belong to a sect that does nothing for mother Zambian than object to anything positive. You will drop dead from envy. The ACC should clear Chirwa this week, so he continues transforming Zambian Railways on Monday.

  7. Investigations are okay but I hope the autorities are not playing in the hands of people who are against development. Please do not take ages investigating this case.
    The ZRL project is supossed to be the begining of a good relation between Zambian Engineers and Government as opposed to putting so much trust in foreign contructors. If we can not start now then we will never start.

  8. The all thing is just a big soap opera. Never lacking in entertainment when it comes to politics pa Zed. There are many things that stink about this saga. The first concerns the so called lodge where the professor is housed paid for by tax payers. Could they not find a cheaper place for him in the first place. Then come his salary demands which i think are quite large considering we are talking about managing a public entity and not a private one. Then come the demands concerning the shares. All these allegations which they are do not look very good. The paint a picture of a man who is not interested in serving his country but just getting rich out of the all process. Elo I want to know what sort of vetting was done to bring the professor in. Too much TULO with our politicians pa zed.

    • It is not too much utulo, NO! In my view, the people who need being investigated are the board members who did not carry out due diligency when they were vetting this gentleman. Believe me, they did not sign off on his contract in good faith but they miscalculated hoping that prof. Chirwa will equally pay them back by letting them get those unwarranted allowances. Why this bad blood now? It is because, Prof. Chirwa has short changed them. I do not even understand how zambians would even take the side of Mr. Chona who should be considered a biggest plunderer if the results of the Mwanawasa Task Force is anything to go by. Can Mr. Chona to tell the Zambians how much was recovered, where the monies are and how much he earned during his tenure there. We Zedians forget too easily.

  18. In my view,Chirwa is right but he is working with wrong people like prof Saasa.These guys (board members) are from the previous Government and surely they cannot like wat the PF is diong hence want to frustrate wat Chirwa is doing.
    Am sure Chirwa will be found with no case to answer bt new board members has to be put in place and things will run well.Bt as long as the Saasa’s are there,i see nothing moving foward.
    There is no way you can have 28 meetings in 3 months wen u had agrred that a meeting will be held quareterly.

    • All of those meetings were very necessary – you retard! Cant you see that Chirwa was doing job on training as CEO. The idio.t does not have experience of managing anything and has no clue about corporate governance! Left alone, chirwa would have syphoned the Euro bond money to UK through is dormant company by now! Mr. Di Canio are you proposing that in the Zambia of today only those who are supporters of PF should hold jobs in the government. What will happen to all those Zambians who have sympathies for other political parties. Do you want to make it illegal for a Zambian to support any other party than PF? What constitutional provision can you site for this view. A person can only be penalised for what they have done and not on suspicion of what they believe. At the end of the day we are all Zambians and should serve in the government regardless of what political party we sympathise with. The idea which Guy Scot usually advocates that those who support MMD or UPND should be fired is illegal and against the Constitution of Zambia.

    • If I may ask you a simple question, what crime has Prof. Chirwa commited to be investigated? I am not a fun of his, but I find it had to believe that we have been hoodwinked by the corrupt board to believe that there was any improprerity on the part of Chirwa. Since when did one’s negotiations for his/her compensation become a crime or an act of corruption in zambia? Secondly, when did an intent to single source become an act of corruption? Corruption, is only corruption when gratification has taken place and in this case no such act ever happened. I find it to be naive that TIZ could be the first organisation to cry for Chirwa’s blood when it knows very well according to its vulnerability assessemnet that Chirwa would not be anywhere near to being corrupt going by this accusation.

We are in a hurry to Link Zambia and nothing will derail this, especially those old rugs that have been milking the government from before I was born and Prof Chirwa decided to come back and assist us transform the railway sector.

  25. Can somebody tell me why Professors hardly speak the same language? As a scientist, I have to deal with Professors almost always in my line of duty. Almost all meetings I’ve been to with two or professors in attendance have catapulted beyond schedule because of pseudal clashes, especially if the professors are from different academic backgrounds. The Clive and Saasa mix will definitely not work…ever!

If so, then how come a board member is appointed to do the work of Chirwa? Seems like a hostile take over to me. How extensive are the investigations? Will Atanga be Asked to tell what he knew
    on the saga? Would you expect him to incriminate himself and lose his new job?
