PF flouting the constitution by involving traditional leaders in campaigns-HH

UNITED Party for National Development (UPND) leader Hakainde Hichilema has accused the Patriotic Front (PF) of flouting the constitution by involving traditional leaders in their campaigns.

In particular reference to Paramount Chief Mpezeni of the Ngoni people of Eastern province who took a partisan stance during President Michael Sata’s campaign rally in Chipata, Mr Hichilema said the use of traditional leaders by the PF was unconstitutional.

“That is uncalled for. We all visit these chiefs during our campaigns as a way of paying homage but to make them sing party campaign slogans is wrong but thats the PF for you,” he said.

Mr Hichilema said in an interview that parading traditional leaders at campaign rallies was not only unconstitutional but also demeaning the to chiefs’ standing in society.

On Friday, Monze Central UPND Member of Parliament Jack Mwiimbu raised the question of traditional leaders participating in active politics during the Vice-President’s question time in Parliament.

In response, Vice-President Guy Scott said there was nothing wrong with the traditional leaders attending Government functions as chiefs were also part of the governance system.

Meanwhile, Mr Hichilema has accused the PF of peddling lies to the electorate in the four constituencies where by-elections are taking place this Thursday but that the constituents have made up their minds.

He said people of Solwezi East, Chipata Central, Kafulafuta and Mkushi North were prepared to teach the PF a lesson during Thursday’s by-elections because they are fed up.

“The President goes to Chipata talking about Hakainde’s name. Call me a stone, a tree or anything but thats not important. What is important is to feed the nation, build schools, provide medicine in hospitals,” he said.

Mr Hichilema is confident that the electorate will not repeat the mistake of 2011 of trusting the PF especially after seeing that the ruling party was yet to deliver on their campaign process.

  1. What does the Constitution exactly say about participation of chiefs in politics?

    The opposition will do well to start being factual. It would have helped the ordinary Zambian to hear HH mention the particular Clause in the Constitution or a Section of the subordinate law that the President and PF have broken.

    • H.E. Michael Sata has no regard for the law.

      The sooner voters realise that our president fought for 10 yrs to realise his dream, the sooner they’ll realise that he’s not going to be ‘told’ anything or bullied around.

      The other thing is that we all don’t know what covenant he signed with Fred Mmembe. My personal stance is to join the money-making bandwagon and worry about the voters and parliament later (2015).

      As for now, the youth, desperate and the poor spoke using the ballot and I’m happy to watch them reap what their spirits guided them to do. Some are OK (Matero?) and others were down-right tricked (Western).

      ECZ Acting Public Relations Manager, Sylvia Bwalya, says it was against the law for Chief Mpezeni to openly campaign for a particular candidate in the by election.

      Bwalya said this in a statement on Monday July 22,2013 that some aspects of the PF political advertisement which was aired on ZNBC where Paramount Chief Mpezeni asked the audience to support a PF candidate were unfortunate.

    • Imwe stop being dull, the Republican constitution (Section 129) forbids chiefs from participating in partisan politics. This is because they are above politics. Their subjects (including the politicians) belong to different political parties and it is their duty to embrace them all . Now just imagine Mpezeni’s preferred candidate loses the by-election, what will be the Nkhosi’s position on the newly elected MP? The whole practice just demeans the chieftaincy. Why can’t we learn from the traditional leaders in western province? You’ll never see those chiefs paraded at any rally. You are free to visit them but not to drag them to your partisan rallies.

Mr Hichilema should be reminded that Chiefs are also Zambians who have the rights to support any political party they like and government have no rights to deny Chiefs political views, they are part of the society so they gat rights to speak. The only problem in Zambia is that Politicians like to corrupt chiefs.

    • You’re right our president is corrupting the chief. The chief has subjects who belong to different political parties. If he sides with a party he is most likely going to be closer to the subjects that belong to his party. It is that simple brothers and sisters. It is the same with the church, it can’t be partisan for it must preach to all people the good news.

    • The preamble of our constitution says “we the people of Zambia” hence it does not discriminate our traditional leaders from expressing their political views, above all article 78 uphold rights for freedom of expression including chiefs, so Mr. Ndola alderman stop misleading your self.

Why doesn’t he talk of Chipimo, Nawakwi, Milupi and Miyanda in the same way he talks about HH and Nevers? Its NOT an insult, but the fact is that Chief Mpezeni “Nkhosi Yama Nkhosi” is the most illiterate Chiefs in Zambia and is the reason why Politicians find it very easy to parade him on Political rallies. Even RB used to parade him as well.Honestly, how can a Chief like Mpezeni himself sing to a political song? That was actually nonsense to both Sata and his friend Mpezeni.

  20. ECZ is a let down to the Zambian people. It is playing double standards. It collaborates with PF in killing democracy in Zambia thru vote rigging inorder to preserve the new dictatorship in our country. Sata is a dictator and a big lair. Stop vote rigging in these by-elections.

  22. The best way to effectively deal with comments of the likes of Nubian Princess is to ignore. I for one wouldnt deal with an individual who trivializes and trashes a language of a people for political purposes. A language is an identity and anyone who plays around with it has a serious complex that is indicative of being delusional and halucinatory, very much similar to their “great leader”.
