Prof. Saasa urges the government to stick to the 2013 budget

Renowned Economist Professor Oliver Saasa has urged the PF Government to ensure there is prudent use of resources and operate within what has been approved by parliament.

Speaking to Qfm News, Professor Saasa said that there is a problem of unplanned expenditure by government on activities that will not benefit the country.

He explained that it is worrying to see cooperating partners raise concern on the significant deficit during the month of June.

Professor Saasa said there is need for government to take a step further and listen to advice before going ahead with unbudgeted for activities that have continued to be a drain.

Professor Saasa added that government has continued to go beyond the budget since January 2013 a move which pauses a danger to the fiscal policy of the country.

Professor Saasa pointed out that the all recent activities such as by-elections and the continued appointment of deputy ministers should be avoided if government coffers are to be stable.

According to the Ministry of finance treasury brief for June the Government raised K1.6 Billion tax, non-tax, and grant revenue in June 2013, while expenditure totalled K2.5 Billion. The difference between revenue and expenditure was bridged by K545 Million domestic borrowing, through
Government bonds and Treasury bills, and K354.2 Million from bond proceeds.

    The man who failed to guide Clive Chirwa at ZR? Saasa is a failure, how can he advice Chikwanda, unless Chikwanda is retarded.

Eurobond was going to be over spent at ZRL if Professor Saza’s board continued having annual board meetings more than standard occasions. Prog. Saza’s target was to spend more than sitting allowances budget. Whats the difference? Do as I say but don’t do like I do! Good advice can be rendered rogue when the glass to see the mental set is clear. Don’t see spec in others’ eyes. Remove yours too. That board should have appologized to the nation for what they set out to do. People will keep refering to that forever.

    • Ba Chitalu, people are going to be prosecuted for their activities at ZRL. We don’t know whether Prof Saasa will be one of them. So only shallow people can make reference to the ZRL Euro bond money in the absence of facts. I honestly don’t see how Saasa’s views on the fiscal policy of the govt is connected to ZRL.

    • Saasa should be the first to correct the wrong impression that he is an Economist. Why does he want to ride on a qualification he does not possess? Saasa did African studies at UNZA , then he went to Oxford and did development studies. He was a Rhodes scholar but all he has is development studies. Ask him. So please journalists stop calling Saasa economist. That he is not. He is a Professor of development studies.

    • @ Ba makoko prof saasa is not an Oxford,Cambridge or university of Glasgow graduate he is a Southampton university graduate. I have never heard of this uni and it’s ranked so low in uk. If he was at university of London school of ecomics I would pay attention to his hallucinations

  2. This is timely and free advice to the PF government. Knowing the PF government with their arrogance, they will not listen until they plunge this economy into a bottomless pit where we shall fail to come out, shall they know that you need to spend according to the available resorces. Inflation will soon jump to double digit, a thing we must avoid at all cost. Please ba Sata, stop pronouncing development projects and the creation of districts out of your whims and fancies. Follow procedure and consult please otherwise you are going to aggravate the damage you have already caused to our once promising and vibrant economy. You can see that since you took over, no investors have come because they are not too sure whether we are going forward or backwards. Curtail your ego because Zambia is big.

  4. That’s really some good advise which the Government should consider. Due to an-budgeted for programs we they are made to borrow of which it will take tax payers money to pay back. Its too much of borrowing.

  5. The people we have in Government are like headless chickens without direction. A good example is the name they wanted to give the new stadium and they proudly said the cabinet sat and came up with the name. It reflects the IQ of people entrusted to run our affairs, very D.U.L.L!

    • You haven’t missed out much Cindy! There were four by-elections. Of the four constituencies; 3 went to the opposition and 1 to PF even after Mpezeni tried to influence the people of Chipata Central. What else? Sata was spitting fire like always. This time directed at Chief Jumbe, who was duly informed that he, Sata, knew what goes on in Chief Jumbe’s bedroom and that if the chief continued opposing the Cobra, the Chief would be de-gazetted (imagine). Otherwise the government is still on auto-pilot and the Acting Chief Justice is still clinging to her job while journalist Pondamali still lies critical in Kabwe Gen Hospital.

  8. Can’t help thinking about CHIRWA CLIVE when Oliver Saasa’s name turns up anywhere. Chirwa was the man who had a vision of going for presidency at one point. Would be nice to let him have a say about what he thinks would be his chances after the ZRL debacle. A toll loader wasn’t it? WHEN RESPONDING TO ALL THIS DIATRIBE BY CHIRWA YOU CAN’T ALSO HELP USING SOME OF MPOMBO’S VOCABULARY, TO DESCRIBE THEM, SUCH AS topsy-turvy STRATEGY BY CHIRWA, CHIRWA’S dexterities AND HIS ECONOMIC cauldron. I WOULD ADVISE CHIRWA TO SEEK POLITICAL INDUCTION FROM mpombo (SEASONED) TO GET TO WHERE HE ASPIRES TO BE EVENTUALLY.
