Opposition Movement for Multiparty Democracy (MMD) president Nevers Mumba has expressed concern over the quality of Ministers in President Michael Sata’s Cabinet.
Dr. Mumba says the Head of State should find people with qualities who can deliver to the expectations of the Zambian people.
He says it is not right for President Sata to appoint Ministers because they campaigned for him.
He says states that the Patriotic Front PF government is the first ever government in Zambia%u2019s history filled with incompetent Ministers.
Dr Mumba says it is unfortunate and embarrassing to watch and listen to how some of the PF Ministers articulate issues affecting the citizenry.
He says there are many Zambians and PF officials who are competent enough to be Ministers than some Ministers currently in government.
Dr. Mumba has since called on the Head of State to consider making right decisions when appointing Cabinet Ministers them being representatives of the citizenry.

My advise to MMD and UPND. 2016 let support UPND and let them also rule and after 5 years let them support you. Keep on exchanging. After all UNPD can appoint cabinet from oppostion. Mumba vice, Mumba president etc. speed kills and MMD have some fresh air

The way out is to go the Kenyan way. In their new constitution Ministers are appointed outside Parliament. In Kenya the positions of Ministers are advertised and undergo the normal recruitment process before finally being adopted by a high profile body and appointment by the Head of State.
The beauty of it is that Parliament will be independent or free from interference from Ministers who are also members of the Executive wing of Govt. In short you will not have the same person in Cabinet and in Parliament. Floor crossing will go and only the best will win positions in Cabinet. The President and Parliament will then have complete control over the Cabinet. Former VP Nevers Mumba can then have the professionals he is talking about in Cabinet. Make the positions competitive as 4 MPs.
I agree 100% Kenya is a shining example. The presidents wings are clipped – no stupid IS are entertained. Professionals have come to run government. The Cadres are backbenchers.

Mr Mumba, you are spot on.Its a cabinet full of incompetent ministers and they know themselves.We have a MP who has gone quite ever since being elected here in Kitwe.
Save three or five ministers, the rest are uninspiring. Of the five good ministers two are holding the wrong portfolio. Most of the ministers have little to no understanding of their ministry’s mandate and jurisdiction. How I wish the public would periodically debate issues with these ministers. Currently, it’s all one sided. They do the talking and don’t ever do some listening or dialogue.
How does Nevers know they are incompetent? It is not good for a man of God to scandalize others without offering any specifics. I have serious doubts Nevers could ever form government, let alone run a competent government if given a chance. He has no credible track record of leadership anywhere. He is only known for running off his mouth wildly.
Their Party leader MCS said it. He has threatened to dissolve parliament because his MPs and ministers are incompetent it is an open secrete. President Sata told them go and sell the PFs policies and no body did. This is why he has to literary rule by decree. They all wait and he tails them what to do.

The president cant be responding to numerous innuendos, accusations, malice, and lies from one man parties, fake pastors, Fake NGOs, ordinary citizens etc. The ministers and other PF leaders must do these chores besides explaining government programs and policies.
@say it as it is. I totally and absolutely agree with you. Once you appoint ministers outsides Parliament, you will eliminate a lot of pitfalls and traps. Ministers will be free from intimidation of Party cadres and narrow Party interests.
They will freely exercise their professional extents. It will be easy to catch a President who is a tribalist, because he will have a bigger radius to net human resource from. For now the President claims most of the appointees are PF members who also happen to be his ethnic buddies.
Folks we’ve so many proficient Zambians in the Nation and diaspora. They are building Rwanda, SA, Australia ect.

Nevers Mumba’s assessment of PF Ministers represents the perception held by most Heads of States in the SADC region. Even Mugabe has a very low opinion of the PF Govt and its leader, but he has to act as a Statesman in dealing with his northern neighbour, cautiously, with whom he shares the Zambezi River, Victoria Falls, Kariba Dam and the Hydroelectric Power Stn.
