
HOME Affairs minister Edgar Lungu has admitted and regretted that police officers fear to discharge their duties on law breakers especially those belonging to the ruling Party.
Mr Lungu said the spirit of fear in police officers to deal with perpetrators of crime by those from the ruling Party was a legacy that had been inherited from Independence, which the Patriotic Front was trying to correct.
He said the PF had liberated police officers to operate freely and encouraged them to uphold the law and exercise it on anyone regardless of their political affiliation and social status.
Mr Lungu said this when Mumbwa Member of Parliament Brian Chituwo (MMD) questioned the minister on what Government was doing to comprehensively deal with the matter in which cadres took the law in their own hands.
This was after the minister gave a ministerial statement to Parliament on the alleged impartial application of the Public Order act (POA) and the issue of Trespass and illegal allocation of plots in Lusaka West which caused violence and led to damage of property.
The ministerial statement arising from a Point of Order raised by United Party for National Development (UPND) Choma Central MP Cornelius Mweetwa who on Tuesday alleged that his political Party was never allowed to hold public rallies and processions and yet PF cadres were being allowed to do so.
“I must admit that the fear by police to execute their work against people in the ruling party is a challenging one, but as PF we won’t fail to correct this trend,” Mr Lungu said.

He said he was aware of some of the members from the opposition political parties who were law breakers had joined the ruling Party to be protected.
“We shall not allow people from the MMD to join us with their iniquities in the name of sharing our vision. Join us by helping us implementing the vision. We mean well and we want the police to do their work,” Mr Lungu said.
In the ministerial statement he said no political Party was stopped from holding public rallies or a march as long as they lodged in their written notice with the Zambia Police a week before the actual date an meet all the requirements for such a procession.
He said the notice had to give the following details with the Zambia police, the number of people involved, the date, time, venue, route, and objectives among others.
He said the PF cadres initially notified Police of their intentions to march to the ministry of Justice on September 24, but that they were denied the request for fear of disturbing Government operations.
Instead they were later directed to March from Party headquarters to Kabwe roundabout up to Ben Bella and back to business.
“The Cadres intended to stage another march on September 25, this year but they were refrained from doing so. This is not the first time the Zambia Police was against the PF holding rallies or processions. We do not practice selective application of the public order Act,” he said.
He noted that the UPND was last week allowed to hold a public rally in North Western Province and another on the Copperbelt and Police provided the necessary security.
He said in the recent past the UPND were allowed to hold rallies in densely populated areas like Kabwata, Mtendere and Matero, just like the other opposition parties such as the National Restoration Party (NAREP) that was last week allowed to hold a party mobilisation exercise in Northern Province.
Mr Lungu also confirmed that some unruly people purporting to be PF cadres on Thursday fought running battles with Police for illegal demarcation and selling of land in Lusaka West and in the process damaged private property.
He reiterated that land encroachment was a criminal practice that had in recent times mushroomed to alarming levels especially in Lusaka.
He said it was against this background that the police strategically formulated an operation to stamp out this illegality in Lusaka West under the Westwood Police station and this would extend to other parts of the country.
He said to this effect 600 people were arrested for criminal trespass and appeared in court yesterday charged with criminal trespass and land grabbing .

It is interesting how on hand PF is quick to exhibit defectors while on the other blaming them for anarchy. Even the PF president came from the MMD so I am not sure how many members PF would have if they just courted first time voters.

The biggest problem is you Senior Politicians in GRZ shielding wrong doers at the expense of public interest. For instance Chikwelete is a PF chap and not GRZ where does he get the Authority to give police instructions, the party should address such issues as a matter of urgency. Chikwelete is a wrong chap needs to be fired quickly.
The issue of IG reporting to Presido has also failed citizens in our country it needs to be changed probably integrated into “Parliament system” as it is about enforcement of Zambian laws created by parliament.

When you have democrats in power, the Police reflect democratic values in the execution of their duties . When you have a dictatorship , the Police also lean towards dictatorship in the execution of their duties. How many times has Lungu given instructions to “arrest” even before investigations are commenced? PF CAMPAIGNING IN MANSA
Dr. Scott was speaking in Mansa District when he officially launched construction of Mansa township roads under the Pave Zambia 2000 Road Projects.
The vice president later proceeded to address a rally at Mushinka grounds in Mansa Central constituency in what seemed to be a preparation for a by-election which is imminent in the area following the death of the area Member of Parliament Kennedy Sakeni.
And speaking at radio program at Kfm, Dr. Scott also disclosed that the PF would prefer to field a candidate who is a resident of Mansa and popular among the people and in the party when the by-election comes forth in the area.
Dr. Scott is in Mansa yesterday and he is accompanied by Lands and Natural Resources Minister Harry Kalaba, Home Affairs Deputy Labour Minister Ronald Chitotela, Deputy Home Affairs Minister Nickson Chilangwa, Deputy Minister of Chiefs and Traditional Affairs Susan Kawandami and former Minister of Defense Davies Mwila.
He is also scheduled to address a number of rallies in the area.

The reality of the matter is that the historical back ground of the police in Zambia is to be biased towards the ruling party. When the BSA company formed the Northern Rhodesia police force, the function of the police at the time was to protect the Company property and it had nothing to do with the ‘natives’
During the 1940s to 1964, police were used by colonial master to supress African Nationalism movements.
unfortunately, in 1973, during the one party state, KK adopted the colonial policing system to use the police against anyone who held different opinion other than that of the party.
in 1991, chiluba and the MMD tried their best to change the trend hence the police in changed its name from a police force to the Zambia police service. New reforms were instituted.
