I did not award myself salary increment, it’s Parliament-President Sata

President Michael Sata has dismissed assertions that he decided to award himself a 10 per cent salary increment. This is s according to a statement released by special assistant to the  President for Press and  Public Relations  George  Chellah.

The Head of State explained that salaries and allowances for the President, Vice- President, Chief Whip, Leader of Opposition, Cabinet Ministers, Deputy Ministers, and Members of Parliament are determined by the Standing Orders Committee of Parliament.

“…the procedure is once the Standing Orders Committee has determined what increment to award, the Minister of Finance issues a Statutory Instrument. In fact, this year, the Committee, which includes opposition Members of Parliament met and came up with an increment of 10 per cent taking into account the national resource and notwithstanding the fact that the civil service was awarded increments ranging from 0 per cent to more than 150 per cent,” President Sata said.

President Sata emphasised that this decision was made at Parliament by both ruling party and opposition Members of Parliament, whose salaries have equally been revised upwards.

“I urge all opposition Members of Parliament to take time and explain this slight adjustment to their party leaders to avoid shooting themselves in the foot,” he said.

    • Mr President do the right thing please ;reject the pay increment straight away. Otherwise it will cost you a lot of political mileage . Amid all these squabbles within PF , nurse strikes, and high cost of living on the back of subsidy removal, now is not the time to increase your pay. Surely that can wait until you have built roads and modernised shanty towns to improve the standard of living for your poor voters.

      To the poor majority in shanties it seems you removed the subsidies in order to save more money and pay selves huge salaries. Like it or not this is the message you are sending to them ,not the reasons you gave for subsidy removal.

      If Mwanawasa and RB rejected a pay rise after your criticism why can’t you? Its not too late for that. Show us you are the man of the…

    • People are confused. They think parliament was given a chance to debate the pay increase. Not at all. What happened is Chikwanda being the finance minister just decided to increase the president’s pay according to powers given to him by a legislation and just informed the parliamentary standing committee instead of consulting them. I am pretty sure members of the opposition were not invited to that meeting.He did a typical “donchi Kubeba” on them.

    • @Wanzelu, they are all criminals. You will see when they start debating the estimates of expenditure that none of the MPs will question their salary increments. If they had their way they would even take more. It happens every time. You can go through parliamentary record to see if any MP has ever challenged a proposal to increase their salaries. Sata should have been the one pushing back but alas. He says, “who am I to recline an increment.” See what Uhuru did in Kenya when his greedy parliament proposed salary increments. That is what a good leader should.

  4. It was parliament that awarded RB the 10% increment but there you were. You made political capital over it. Just instruct parliament to cancel the increments. You are wasting our money.

      Now if you do simple mathematics, you have 75 oppostion MPs against 69MPs.. this increment motion should have been shot down!!! oppostion is very stu.pid to me, they dont know their job!!!

    • @ ndobo and others: the article it says the procedure was for the Standing Orders Committee to determine the increment before the Finance Minister signed it into law by way an SI. Maybe I am mistaken (….please inform me if I am) but to me this does not sound like it was a full Act of Parliament voted on, or even involving, all Parliamentarians. If they voted on an Act there would be no SI. Right?

      In this case, the question should be is who is on the Standing Orders Committee. My bet is that it is chaired and populated heavily by PF.

      Regardless, is a foo’s game to pretend that Mr. Sata (let alone the entire Executive branch and Party he runs!) was unaware of what the Standing Orders Committee was discussing or that the President had no influence on the proceedings

      Parliament does not deliberate on Presidential emoluments . Its Chikwanda who decides and consults the parliamentary standing committee. But in this case it seems he did a “donchi Kubeba” and just informed PF members of the standing parliamentary committee neglecting the opposition members because they were going to shoot it down.

    • @ ndobo, one good reason would be to deflect blame and cause confusion among the masses. I still stand to be corrected, but see no evidence this involved all (….or even some?) members of opposition as you are concluding and as George Chellah would love us to believe.

      Beyond that, rest assured I share your outrage. This is sickening! I just don’t think it makes sense to blame the opposition rather than the government and party that enacted the policy. Especially under this constitution, the buck stops firmly with the President.

For all the time I have known Sata since UNIP days he is good at passing on the blame onto others when cornered to avoid having to exculpate himself. The truth is he instructed Chikwanda to increase their salaries since all civil servants got their pay rise. By now you should know that nothing happens without Sata initiating and giving specific instructions.

      The motion to increase personal emoluments for constitutional offices is never debated in the National Assembly for opposition or any Mps to oppose. It is an Executive motion which is tabled in Parliament for information only. MPs do not debate their salary. It is fixed by the Executive and only tabled in Standing Orders Committee. It is not quantum mathematics to see who made the decision to increase the President’s salary.

Look at the country’s GDP and the look at the number of ministers multiply that by 12 months then you will begin to appreciate what kind of infrastructure the country can put up considering there high infant mortality rate and primary school children attending classes in thatched class rooms or under trees. As a hungry student in Russia who you haven’t paid in the last 5 months of the top-up allowances you have not revised in a long time and was supposed to be paid last month, I condemn this action. I used to have faith in the president before he got into power but I’m loosing it.. We also need to get paid on time and an increment.. Look into our issue Mr President sir or we will not vote for you in 2016 and before we do something stupid the out of frustration!!

  23. This simply shows that these guys are insenstive to the concerns of the ordinary citizen. In the midst of all the strikes going on, they decide to increase their salaries. They should honestly be ashamed of themselves especially their chief MCS. It is about time he stopped hibernating in State House and started interacting with the people that voted him into office. That is where leadership is required and not in the annoying and never-ending swearing-in-ceremonies.

  29. There are two observations worth making on this. First, we are all to blame for not paying careful attention to the laws of the land. A piece of legislation was passed in 2009 that everyone interested in Ministerial pay should have read and be aware of. The Ministerial and Parliamentary Offices (Emoluments) (Amendment) Act, 2009.

    Section two of the principal act was amended with the following key clause inserted: “There shall be paid to the holder of an office specified in the Schedule such salary and allowances as the Minister responsible for finance may prescribe, by statutory instrument, in consultation with the Standing Orders Committee of the National Assembly”. A similar clause was added in relation to constituency allowances.

    What this meant was that Cabinet sets the pay…

Secondly, there are 5 PF people (4 cabinet level) on the committee against 3 opposition, what do you think went down or who really sets the presidential salary? Any low salary in relation to the level of the job will incite corruption.       I agree with you ,people get paid more than Sata ‘s pay. But you are missing point terribly. The people who get more money are working for the private or NGO sectors not government. There is a huge difference between drawing a salary from tax payers’s income and getting paid for productivity related income in the private sector.

      I believe the legislator’s pay should be within what the economy can afford. In case of my poor Zambia, the economy is in intensive care, the debt is mounting to kaunda era level and the cost of living for the poor majority is getting higher each day,surely this is the right time to hike politicians’pay.

      Here in the UK politicians refused to accept a pay rise because the majority poor ‘s pay has not gone up significantly…

    There is a plausible reason to get agitated at salary increments for the president when the majority of workers around the country are surviving on low wages and some are even on strike for more pay.

    However, I also ask myself why the opposition did not dissaprove or even try to block the increments? Is it because their MPs are also beneficiaries? Anyhow, politicians have always been good at serving themselves huge chunks and giving the people peanuts. If you can’t beat them, join them.

    • This matter was not discussed in parliament. It was ABC instructed by MCS to do that through an SI which is a prerogative of the Minister. If anything they are misusing these powers. So opposition MPs had no hand in it.

      Of course this Nine Chale foo.l had to come up with something to defend his thieving Bemba brethren without fully understanding the process he is talking about.

    Where is National Assembly in this all process? Nowhere
    Who did Mr. Chikwanda consult before issuing Statutory Instrument? Committee, and when?
    Does he has the guts to issue the instrument and even consult the Standing Committee without first sounding the President?

  53. Can anyone tell me what is wrong with adjusting salary limit for a president? If infact this is done for all govt workers including parliament where there are opposition members? Is this not done across the board? Am shocked that people who should know, seem not to have any clue or even at least the logic!

    • There is nothing shocking about peoples comments, when you are a leader first of all you are supposed to lead by example it has nothing to do with logic, you cannot ask people to tighten there belts or sacrifice for the sake of national development if you are doing exactly the opposite…when sata was in the opposition he made a mew out the this claiming MMD had lost touch with reality how can he now justify his actions…he’s a straight up traitor

That SI is not subject to discussion among key stakeholders. Even if the select committee rejected this increment, the minister of finance would have signed the SI. lets not blame the opposition for this day- light robbery and thieving by the PF pack. The PF should provide leadership by rejecting the salary increments.

    • My brother, Membe is on Sata’s payroll. He has a reason to report like that. Membe’s greediness has reduced him to a shameless bootlicker. He reports like that to get favours from plot 1. It is only sata who can help him pay or clear those huge debts he is owing lending institutions. In addition, Membe needs access to government contracts. As one of the rewards for campaigning for the PF in 2011, several POST employees were offered diplomatic jobs. I was shocked to read the main story and the editorial in today’s POST. I compared it with what the same Membe wrote way back in August 2008 when MMD increased leaders’ salaries. My conclusion is that Membe has no morals. Not even bad ones.

  68. Why splitting hairs about a paltry 10 percent increment when some executive officers in govt only spend 10 percent of their time in offices and spend the 90 percent shuttling between their residential plots, attending ‘meetings’ outside the office or at ‘allowanced’ workshops out of town.
